INSTRUCTIONS – OFFERORS ARE ENCOURAGED TO FOLLOW THIS TEMPLATE, BUT THE CONTENT MAY BE MODIFIED TO FACILITATE A COMPLETE RESPONSE BY OFFERORS. NO MATTER THE FORMAT USED, OFFERORS ARE ADVISED TO ENSURE THE REQUIRED CONTENT IS INCLUDED IN THEIR SUBMISSION AND STATED PAGE LIMITATIONS ARE NOT EXCEEDED.
Sample Task #1 Response Template:
Subject: Planning and Preparation for Specific Shipboard Repairs on USCG Hamilton Class Ship (15-page limit)
Overview:
1. Prepare a Plan of Action and Milestones (POAM) with a timeline identifying key tasks and events necessary to develop an effective and accurate work package for the completion of the three work items and meet the programmatic requirements (CLIN 0001/0002/0008).
a. WORK ITEM 1: Groom and repair one (1) air conditioning plant
b. WORK ITEM 2: Cleaning and repair of two auxiliary sea water intake chests
c. WORK ITEM 3: Replacement of two (2) auxiliary sea water system intake valves with an estimated 50 feet of associated piping

3. What is the format and structure of the resulting work packages (CLIN 0002)?
Preparing the Work Packages:
1. What are the documentation, technical data, specifications and references required to develop the work packages and subsequently carry out the repairs (CLIN 0002/0009)?
2. Provide the estimated labor hours (including subcontractors) required to manage and perform the tasks from planning through execution of the task. This should include the total labor hours by category for each major task, as well as for the total effort. Provide the basis of estimate (BOE) for each task. The basis of estimate should be in sufficient detail to demonstrate an understanding of the task and level of effort/qualifications required to successfully execute (CLINs 0001/0002/0003/0005). Discuss team composition. Sample template below:

4. Provide a process flow chart with supporting language showing the process for identifying, recommending and obtaining approval for emergent labor and material procurements not previously identified prior to and during the maintenance availability. Identify and discuss any memorandum of agreement/memorandum of understanding (MOA/MOU) held with other companies and/or OEMs that could be leveraged to provide a quick response for emergent needs (CLIN 0001/0002/0003/0005). Discuss team composition.
5. Provide a process flow chart with supporting language showing the process for sourcing, acquiring, and handling material procurements to accomplish in-country repairs (to include emergent requirements) (CLIN 0001/0002/0003/0005).

Overview:
1. Provide a POAM for that includes the steps to prepare the shipyard solicitation package, issue the bid, and make the selection (to include the fulfillment of the programmatic requirements). (CLIN 0001/0008)

3. Discuss messing and berthing plans for the ship crew while the ship is uninhabitable (CLIN 0007).
4. Provide a process flow that details the shipyard selection process/methodology that would be used to determine the winning bid, including any specific software or programs that would be used to comparatively assess the offers received (CLIN 0001/0002).
a. Describe the considerations that would go into each of the factors identified by the customer for evaluating the offers. For example, what elements would be included in consideration of the price factor? (CLIN 0001).

Subject: Developing and Executing an Operational Maintenance Tailored Training Plan in Support of Customer’s Shipboard Air Conditioning and Refrigeration Plants (10-page limit)
Overview:
1. Provide a POAM to fulfill a customer’s requirement to execute an Operational Maintenance Tailored Training Plan to enhance the ability of their crew to conduct preventative maintenance, diagnostic monitoring, and operational maintenance of shipboard Air Condition and Refrigeration Plant. The training will be conducted on the customer’s ship with installed equipment/systems.
· Include the tasks/events to define preventative and operational maintenance requirements for the shipboard Air Condition and Refrigeration Plants
· Provide an assessment of the indigenous capabilities of the customer crew to maintain this equipment based on formal schooling provided to the crew during their careers by their navy.

Task Performance:

2. Provide estimated labor hours by labor category for all associated tasks through to execution. This includes assessing the “as-is” status of the customer crew, developing the plan, and execution of the training. Discussion should include the feedback and re-evaluation process to ensure future iterations of the curriculum are adjustable to maximize customer benefit.

3. Provide a summary of the qualifications and approach for identifying the instructors that will execute the training curriculum developed. Since the training will be conducted onboard customer ships on the installed Air Conditioning and Repair plants, the instructors will likely be required to assist the customer’s crew with some level of actual repairs to these systems during the training events. This may include coordinating requirements for subcontracting expertise to effect required repairs that exceed normal ship’s force maintenance levels (which is a normal maintenance practice for repairs that exceed ship’s force capability).
