SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-18-R-2400 is to:
a) Respond to a question submitted by a potential Offeror; and
b) Revise SECTION M – EVALUATION FACTORS FOR AWARD
1. The following question was submitted by a potential Offeror. The Government’s response follows the question. Question and Answer 048 is provided in this Amendment 0008. Questions and Answers 001 to 047 were provided in previous amendments.
Question 048: For delivery of the technical volume proposal appendices, should each appendix be a separate electronic file on the CD?
Answer 048: Per paragraph L.3.5.1.5.1.1, the Production Schedule must be submitted in Microsoft Project 2010 format which necessitates that it be a separate electronic file on the CD. There is no requirement for the other appendices to be separate files on the CD, but they must be located on the CD. The disks must be CD-ROM formatted and all documents, spreadsheets, databases, or other data submitted must be compatible with Microsoft Office 2010; or Adobe Acrobat 9.0.
2. SECTION M – EVALUATION FACTORS FOR AWARD is hereby revised as follows:
a. M.6.1 is hereby deleted in its entirety and replaced with the following:
“M.6.1 The Price Proposal evaluation will be based on compliance with the solicitation and completeness of the price data. The information presented in the Price Proposal shall be evaluated by the Government for price reasonableness. The Contracting Officer shall determine whether 1) adequate price competition exists in accordance with the procedures identified in FAR 15.404-1(b)(2)(i); 2) the proposed Price Proposal is submitted in accordance with the requirements of the Solicitation, as stated in Section L; and 3) the proposed prices are materially balanced. As defined in FAR 15.404, unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The Government will not perform a realism analysis.”
b. M.6.2 is hereby deleted in its entirety and replaced with the following:
“M.6.2 The Contracting Officer will determine whether the proposed prices are fair and reasonable. In making this determination, the Contracting Officer may compare the proposed price with prices proposed by competitors and with other data and estimates available to the Contracting Officer. The Contracting Officer’s determinations will be factored into the decision of which offer provides the Best Value to the Government.”
3. The date and time for receipt of proposals is not extended.
4. Except as provided herein, all other terms and conditions of solicitation N00024-18-R-2400 remain unchanged.
