The following items are applicable to this modification:

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-18-R-2400 is to respond to:

a) Respond to questions submitted by potential Offerors;

b) Revise SECTION C – DESCRIPTIONS AND SPECIFICATIONS, C.1, STATEMENT OF WORK;

and,

c) Revise SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 025 through 036 are provided in this Amendment 0003. Questions and Answers 001 to 024 were provided in previous amendments.

Question 025: Option Items 0014 and 0016 provide the option for either the Contractor or Government, respectively, to ship the pre-SLEP craft from ACU 4 to Contractor’s Facility. Option Items 0015 and 0017 provide the option for either the Contractor or Government, respectively, to ship the post-SLEP craft from Contractor’s Facility to ACU 5. Option Items 0013 provides for only the Contractor to ship the post-SLEP craft from ACU 4 to ACU 5. If the SLEP is performed at ACU 4, will the Government ship the craft from ACU 4 to ACU 5?

Answer 025: If the Government does not exercise Option Item 0013, and the SLEP is performed at ACU 4, the Government will ship the craft once acceptance of the craft has been completed and the craft is accepted by the Government.

Question 026: Paragraph C.1.8.1 requires the Contractor to make all arrangements to ship crafts from ACU 4 to ACU 5. Will the Government provide the travel lifts at ACU-4 for the movement of the LCAC’s from the Tarmac to bottom of the ramp (the water’s edge) and ACU-5 for the movement of the LCAC’s from the bottom of the ramp (the water’s edge) to the Tarmac?

Answer 026: The Travel lifts at ACU 4 and ACU 5 will be available for movement of the craft across the tarmac for fueling and repair actions. However, the travel lift cannot operate on any incline or decline of the ramp to the water's edge. Prior to any craft transportation efforts, the craft will be certified safe for flight and a qualified Navy crew will be provided.

Question 027: A portion of paragraph C.1.1.9.1 states, “The following positions are considered, at a minimum, to be Key Personnel:

a. Program Manager

b. Project Manager

c. Material/Logistics Manager

d. Quality Control Supervisor

e. Test Engineer

f. Planner/Scheduler

g. Subcontractor Manager”

Paragraph C.1.1.9.2 provides “Qualifying certifications for Planner/Scheduler” to include, but not limited to, “Project Management Professional (PMP) Certification and Microsoft Certified Technology Specialist (MCTS): Microsoft Project 2010 with Managing Projects.” The "Planner/Scheduler" is the only contractor Key Personnel Labor Category requiring certifications or minimum qualifications. Does the Government intend to provide minimum labor category requirements for Key Labor Categories other than Planner/Scheduler?

Answer 027: No, the Government does not intend to provide any additional certification requirements or minimum qualifications.

Question 028: In Amendment 0001 - Question 001, the Government removed the Note under Section C.1.3.2.1(a). Can the Government verify that there is an electrical system for use by the Contractor in the TFS?

Answer 028: Yes, electrical power will be provided to the TFS. The electrical system is not separately metered so the Contractor will not be required to pay for the service. Paragraph C.1.3.1.4 (d) will be modified.

Question 029: Paragraph L.3.2.1 page limitation table shows a page limit of 20 pages for Appendix A of the Technical Proposal. Will the Government consider increasing the page limit of Appendix A, Production Schedule to accommodate the anticipated level of detail required for the Schedule as well as the requirement that 11 x 17 paper count as two (2) pages?

Answer 029: Yes, the Government will increase the page limit of Appendix A, Production Schedule by 20 pages from 20 pages to 40 pages. Paragraph L.3.2.1 table will be modified to revise Appendix A from a page limit of 20 pages to a page limit of 40 pages. Per paragraph L.3.2.4, 11" x 17" paper will still count as two (2) pages.

Question 030: Paragraph L.3.5.1.5.1.1 reads, “The Offeror shall describe and provide details to demonstrate its scheduling system for preparing, managing and updating the Production Schedule. The Production Schedule shall be a Critical Path Method (CPM) schedule for planning, scheduling, and progress reporting of all work. The Offeror shall provide an integrated Production Schedule for LCAC 86 that contains, at a minimum:” Does the Government intend for the offeror to provide one Production Schedule for LCAC 86 only; one Production Schedule showing all four crafts (LCAC 86, 87, 77, AND 50) on one schedule; or four individual Production Schedules, one for each of the four (4) crafts?

Answer 030: Paragraph L.3.5.1.5.1.1 requires the Offeror to provide an integrated Production Schedule for LCAC 86 under Appendix A of the Technical Proposal. After award, per paragraph C.1.2.7.2, Individual Production Schedules shall be developed for LCAC 86 LCAC 87, LCAC 77 and LCAC 50.

Question 031: Paragraph L.3.2.1 requires no more than 15 resumes be submitted by the Offeror under Appendix B of the Technical Proposal. Is it the Government’s intent that the 15-resume limit include both the offeror and all major subcontractor key personnel resumes?

Answer 031: Yes, paragraph L.3.5.1.6.1.2.1 states: "...the Offeror shall provide the names, proposed position, and a two (2) page resume for up to a total of 15 Key Personnel (including major subcontractors) (Technical Proposal Appendix B)." The Offeror shall include major subcontractor resumes in its 15 resume limit.

Question 032: L.3.5.1.5.4.1 states, “Any Offeror proposing to accomplish LCAC SLEP availabilities at its Facility must have sufficient facilities in appropriate locations to fully support the work required by the contract.” What does the Government consider to be a “sufficient” facility in an “appropriate” location?

Please define “sufficient facility.” Please define “appropriate location.”

Answer 032: Paragraph L.3.5.1.5.4.1 is a header paragraph for L.3.5.1.5.4.1.1 through L.3.5.1.5.4.1.6 below it. For clarity, paragraph L.3.5.1.5.4.1 will be modified to read, "L.3.5.1.5.4.1 Contractor facility requirements".

Question 033: L.3.5.1.6.1.3.3 states, “For LCAC SLEP availabilities conducted at a Contractor-Owned Facility, the Offeror shall provide the names and certification of Contractor personnel proposed for LCAC craft operator possessing a valid U. For LCAC SLEP availabilities conducted at ACU 4, will the Government provide a complete, qualified LCAC Crew per LCAC SEAOPS Manual; or provide a Craft Operator, Craft Engineer and Radar Operator/Navigator to operate the Craft during these trials?
