SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Responses to Bidders’ Questions:

36. QUESTION: As referenced in Solicitation Section L.1.2.1.3.1.a.i, Intact Damaged Stability requires the stability model to be delivered in SHCP or GHS format. Would the Government accept HECSALV format?

RESPONSE: No, HECSALV is not an acceptable format for the stability model.

37. QUESTION: Section H clause 5252.216-9127 Economic Price Adjustments provides, among others, price adjustments for direct material costs based on changes to a composite of BLS Indices identified in paragraph 3c.

Because of the unusually high steel content of this ship, necessitated by its icebreaking capability, the percentage attributed to the Iron and Steel index (WPU101) may be insufficient to capture the actual impact to the ship cost caused by changes in the price of steel. Would the Government consider modifying the table to increase the emphasis on steel?

RESPONSE: The Government has reviewed the request and the Section H Clause 5252.216-9127 Economic Price Adjustments has been updated in this amendment to the solicitation to reflect an increased emphasis on steel.

38. QUESTION: Attachment J-1 Specification Section 070.5.11 dated 16 Feb 2018 reads as follows: “Engineering Control Center (ECC) and Damage Control Central (DCC), shall not be in or directly above any Main Machinery space, and shall be located predominantly on the centerline. The ECC and DCC shall be separate spaces, adjacent to each other, with direct access (door) between spaces.”

We request USCG to revise the Attachment J-1 Specification Section 070.5.11 to the following to provide additional clarity: “Engineering Control Center (ECC) and Damage Control Central (DCC), shall not be in or directly above any Main Machinery space, and shall be located predominantly on the centerline. Bulkheads separating ECC/DCC and Main Machinery space shall be at least A-60 class. The ECC and DCC shall be separate spaces, adjacent to each other, with direct access (door) between spaces.”

RESPONSE: The existing requirement does not preclude the use of an A-60 bulkhead to separate ECC/DCC from a main machinery space. However, the Government has no intention at this time of revising the requirement.

39. QUESTION: The Section L.1.2.1.3.1.j. Critical Equipment requirement is to provide a Critical equipment List in the format of Attachment J-22 (not provided). Please provide Attachment J-22 format.

RESPONSE: A template for Attachment J-22 Critical Equipment List is provided with this amendment.

40. QUESTION: The Section L Attachment L-3 Forms identify “NAVSEA Form 4280/2 – modified” and “NAVSEA Form 4280/2A – modified”. The attachments do not have “modified” indication. Will the Government please confirm NAVSEA Forms 4280/2 and 4280/2A are current or will be updated?

RESPONSE: Attachment L-3 "NAVSEA Form 4280/2 - Modified" and "NAVSEA Form 4280/2A - Modified" have been provided inadvertently without the marking of "Modified." These forms are correct and should be utilized for the proposal.

41. QUESTION: In Section L.1.2.1.3.1.b Vessel Size and Hull Form, the RFP states to "include along with the discussion" an Area and Volume Report. There are other instances throughout the RFP with similar wording to include reports, calculations, and analysis that are many pages longs. Will the Government please confirm that these required reports, calculations, and analysis can be included as attachments and are excluded from the page limitation?

RESPONSE: The Government confirms that specifically required reports, calculations, and analysis can be included as attachments and are excluded from the page limitation.

42. QUESTION: As referenced, Attachment J-6 GFE List (Schedule A) #004.100 and #005.100, the Raymarine RS- 150 GPS Antenna and Raymarine i70S Remote Display do not meet the IMO Performance Standards set forth in the ABS Guide For Bridge Design And Navigational Equipment/Systems and are not type approved which is required by the ABS guide. Will the Government please identify a Type Approved Position Fixing Systems (GPS) or remove these items as GFE and authorize the contractor to provide a Type Approved Position Fixing Systems (GPS)?

RESPONSE: Position Fixing Systems will be added to the IBS exception list of Attachment J-1 Specification Section 428.1.1 in a future amendment to the solicitation.

43. QUESTION: As referenced,Attachment J-6 GFE List (Schedule A) #014.100, the Raymarine SS6-60 Transducer, Raymarine i70S Remote Display, Raymarine eS-78 Medium Multifunction Display and the Raymarine eS-127 Large Multifunction Display do not meet the IMO Performance Standards set forth in the ABS Guide For Bridge Design And Navigational Equipment/Systems and are not type approved which is required by the ABS guide. Will the Government please identify a Type Approved Echo Sounding Equipment or remove these items as GFE and authorize the Contractor to provide a Type Approved Echo Sounder(s)?

RESPONSE: Echo Sounders will be added to the IBS exception list of the Attachment J-1 Specification Section

428.1.1 in a future amendment to the solicitation.

44. QUESTION: As referenced as Attachment J-6 GFE List (Schedule A) #001.100, it is unclear if the SeaWatch Vega ECDIS meets the requirements set forth in the ABS Guide For Bridge Design And Navigational Equipment/Systems, Electronics Chart Display and Information System. Will the Government provide Type Approved Certificates for the Vega ECDIS to meet the requirements of ABS Guide For Bridge Design And Navigational Equipment/Systems sections A13.2.1, C3.2 and D13.4 or add it to the IBS exception list of the HPIB Specification 428.1.1?

RESPONSE: SeaWatch Vega ECDIS will be added to the IBS exception list of the Attachment J-1 Specification Section 428.1.1 in a future amendment to the solicitation.

45. QUESTION: Statement of Work Section C.3.070.9.1 Table 070-1, AIS Type Certificate shows the responsibility of obtaining the certificate to be on the Contractor; however, the AIS is furnished as GFE as shown in Attachment J- 6 GFE List Item Number 035.100. Will the Government update the SOW to show the AIS Type Approval Certificate will be the USCG responsibility?

RESPONSE: Table 070-1 of Section C has been updated in this amendment to the solicitation to remove the Contractor certification requirement for the AIS Type Certificate.

46. QUESTION: The Attachment J-1 Specification Section 400.2.29 Doppler Speed Log states that the secondary depth sounder is the Doppler Speed Log. Although the Doppler Speed Log listed as item 015.100 in the GFE List meet the IMO Performance Standards and is Type Approved for a Speed and Distance Measuring Equipment (SDME) and can provide a depth indication, it does not meet the Performance Standards of a Type Approved Echo Sounding Equipment. Therefore the Doppler Speed Log cannot be used as the secondary depth sounder as required in specification section 400.2.29. Will the Government update the specification to reflect a type approved secondary depth sounder or remove the requirement for a secondary echo sounder?

RESPONSE: The Attachment J-1 Specification will be updated in a future amendment to clarify that the Doppler Speed Log is not intended to meet the performance standards of Type-Approved Echo Sounding Equipment.

References to a "secondary depth sounder" will be replaced with "doppler speed log."

47. QUESTION: As referenced in Attachment J-1 Specification Section 235.6.1 Propulsion Motor Drive Reliability, the Mean Time Between Critical Failure (MTBCF) of propulsion motor drives is required to exceed 500,000 hours.

This appears to be a typo, with the intend to specify MTBCF to be greater than 50,000 hrs. Will the Government please clarify this requirement?

RESPONSE: The requirement for 500,000 hrs MTBCF was intentional; however the Government intends to revise this requirement for clarity as follows:

"Propulsion motor drives shall have no single failure with a Mean Time Between Failures (MTBF) less than 500,000 hours which results in the requirement for a hull cut to repair."

This update to Attachment J-1 Specification Section 235 will be provided in a future amendment to the Solicitation.

48. QUESTION: As referenced in Attachment J-6 GFE list (Schedule A) item #001.100 SeaWatch Suite, does the Turnkey SeaWatch Suite include the servers required to run the SeaWatch software?

RESPONSE: Yes, the SeaWatch Suite includes the necessary servers to run the SeaWatch software.

49. QUESTION: Statement of Work Section C.070.9.1 Table 070-1 states the Contractor is responsible for certifying the Commercial Satellite Communication System. Attachment J-6 identifies the Commercial Satellite systems as either CA & FDN or GFE.

RESPONSE: Statement of Work Section C.070.9.1 Table 070-1 of Section C has been updated in this amendment to the solicitation to remove the Contractor certification requirement for the Commercial Satellite Communication System.

50. QUESTION: Attachment J-6 GFE list (Schedule A) item #028.100 specifies that crypto/Key Management Infrastructure is Turnkey GFE, but does not list cryptographic devices. Will the Government please provide quantity and types of external cryptographic devices that will be provided as GFE?

RESPONSE: The quantities of external cryptographic devices, by type, are:

ANDVT, qty. 24 VINSON, qty. 16 INE, qty. 8

51. QUESTION: As referenced in Attachment J-1 Specification Sections 042.53.2 and 400.1.2 HPIB SWAP Tables for C4I, will the Government please provide a copy of NAWCAD DWG #52562111 to assist with SWAP reservation tasks?

RESPONSE: This drawing was provided as Attachment J-1C in Amendment 0004.

52. QUESTION: As it relates to Attachment J-1 Specification Section 435.3.1.1.6 LAN Drop Boxes, will the Government please provide the number required in each space, for all spaces/LANs?

RESPONSE: A future amendment to the solicitation will update Attachment J-1 Specification 435 to indicate that each accommodation and normal crew working space shall have one unclassified LAN drop box "unless otherwise specified." Additional specific requirements are described throughout Section 435.

53. QUESTION: As referenced in Attachment J-1 Specification Section 440.3.15 XCS Switch System, the majority of the subsystems in the XCS system, including the CMS, are listed in Attachment J-6 Schedule A as turnkey GFE.

The Switch System required to provide the connectivity between radios, modems, cryptos, and user terminals is not listed in Attachment J-6. Is the XCS Switch System part of the radio room compliment of Turnkey GFE, or is this for the Contractor to provide?

RESPONSE: The switches necessary to interconnect the Turnkey GFE external communication systems will be provided as elements of those systems.

54. QUESTION: As referenced in Attachment J-1 Specification Section 453.2.1.1.1 Multi-Mode Radar, reference is made to space and weight reservation for top-side MMR. Will the Government please identify and define SWAP for below deck equipment?

RESPONSE: NAWCAD DWG #52562111 provided in Amendment 0004 as Attachment J-1C includes initial SWAP data for the topside and sensor compartment elements of the MMR system.

RESPONSE: Current line items 223 through 238 of the Attachment J-1C SWAP Table provide the details for the Special Purpose Intelligence System antennas described in HPIB Specification 495.2.1.2.

57. QUESTION: For Section B CLIN 0006 Provisioned Item Orders, is a proposed price of $0 acceptable for CLIN 0006 in the price volume submittal given this CLIN's pricing is subject to change? If not, how will varying price proposals from competitors be evaluated for this CLIN?

RESPONSE: A proposed price of $0 for CLIN 0006 would not be considered responsive to the Solicitation.

Section M.6.13. Total Evaluated Price (TEP) states that CLIN 0006 will be evaluated at the proposed Net Amount.

Please also see Response #73 related to Attachment L-2 Contract Pricing Tables” for CLIN 0006.

58. QUESTION: Does CLIN 0006 Statement of Work Section C.2.4 include all onboard spares, system stock, insurance spares, general use consumables, and medical/dental items?

RESPONSE: CLIN 0006 is intended for the Government to purchase materials described in the COSAL and any other discrete materials necessary, on an as-needed basis via Orders. Offerors should note there are specific requirements under other CLINs for Contractor-provided spares such as Installation and Check-Out (INCO) spares as described in Section C.3.083.

59. QUESTION: Related to Section I clause 52.217-7 Option for Increased Quantity – Separately Price Line Item, what is the latest option exercise date for CLIN 0001?

RESPONSE: There is no explicit date for the latest potential award of CLIN 0001. Offerors should note the estimated date of contract award provided in Section L.1.2.2, and the requirement in Section L.1.1. that proposals shall be valid for 365 days from the Price Proposal due date.

60. QUESTION: As referenced in Section M.5.1.1.1. Additional Embarked Personnel, will the Government define the make-up of Officers, CPO's, and Crewmembers within the Objective group of 15 additional embarked personnel? Will the Government require additional stores capacity if a Proposed design meets the Objective of 15 additional embarked personnel?

RESPONSE: Any additional personnel berthing beyond the threshold requirement may be provided as 4-person staterooms meeting the requirements for crew berthing spaces. Any design with additional accommodations must also include appropriate facilities, stowage, potable water production, etc., as required by the Attachment J-1 Specification for each accommodation.

61. QUESTION: The CONREP requirements were removed from System Spec Section 571.2.1, but references to CONREP requirements remains throughout Attachment J-1 System Specification (Table 070-1, 432.3.1.6.3.1, 570.2.25, 570.2.26, 580.2.1.7. Will the Government remove all references of the Liquid CONREP requirement?

RESPONSE: The term CONREP will be removed from the Attachment J-1 Specification in a future amendment to the Solicitation. The noted instances of "CONREP" will be replaced with appropriate references to the Alongside Replenishment capability described in Attachment J-1 Specification Section 571.

62. QUESTION: Can the Government confirm an update to the Attachment J-1 Specification Section 071.3.4 will be 'at least two NORMAL access routes…?'

RESPONSE: A future amendment to the solicitation will update the Attachment J-1 Specification Section 071.3.4 to revise this requirement to "at least two normal access routes…."

63. QUESTION: Can the Government confirm an update to the Attachment J-1 Specification Section 245.1.3 will be "25 percent of propeller clearance or 6.0 feet, whichever is greater?"

RESPONSE: This requirement remains unchanged. Clearance is required to be the greater of 25% of the propeller diameter and 4.5 feet, as established in the current Attachment J-1 Specification Section 245.1.3.

64. QUESTION: As referenced in Attachment J-1 Specification Section 300.3.6, will the Government provide the latest revision of T9300-AF-PRO-020?

RESPONSE: Prospective Offerors requiring this document should contact the Contracting Officer directly.

65. QUESTION: Will the Government please confirm that Attachment J-9 COSAL items are not to be included in proposal pricing, rather pricing shall only be included for planning Attachment J-9 items per DI A077 Outfitting Operations Plan requirements, etc. as outlined in Statement of Work Section C.3.083?

RESPONSE: Attachment J-9 COSAL items are intended to be purchased under CLIN 0006 Provisioned Item Orders. Pricing for the DD&C CLINs shall include the Outfitting Operations Plan requirements.

66. QUESTION: Section L.1.2.2.2.7 states "The Offeror shall not provide cost summary data.", however Section B includes and "Estimated Cost" Line for CLINs 0013, 0014 and 0015. Will the Government please confirm that pricing and/or estimated cost shall not be provided for CLIN 0013, 0014, and 0015?

RESPONSE: Per Section L.1.2.2.2.7 and Section 6.12, the Government concurs, CLINs 0013, 0014, and 0015 should not be priced in the proposal.

67. QUESTION: Section L.1.2.2.3 states “ii. Material and subcontractor labor costs allocated by SWBS, account and CLIN, with all equipment/material valued at $650,000 and higher identified, a brief description of the scope of work and associated hours for subcontract labor (i.e. engineering and production work); and”. Will the Government please clarify that this requirement is intended for service/labor subcontractors and not material/equipment?

RESPONSE: It is the intent of the Government to receive Material costs allocated by SWBS, account, and CLIN for all equipment/material valued at $650,000 or higher identified, as well as receive information on all subcontractor labor costs allocated by SWBS, account, and CLIN with a brief description of the scope of work and associated hours for subcontract labor (i.e., engineering and production work).

68. QUESTION: Section F identified the POP for CLIN 0009 as “POP 03-JAN-2023 TO 01-OCT-2026”, however in Section I 52.217-7 the Latest Option Exercise Date for CLIN 0009 is identified as “17 Jan 2025”. Why does the POP for CLIN 0009 start approximately 2 years in advance of the Latest CLIN Exercise Date? Please clarify that the POP will not start until CLIN 0009 is exercised.

RESPONSE: The Offeror is correct that the period of performance will not start until the CLIN is exercised.

However, Offerors should note that Option CLINs may be awarded until the "Latest Option Exercise Date" provided in Section I.

QUESTION: Section L.1.2.1.3.1.k states “The Offeror shall describe the engineering, planning, material procurement, and supporting efforts required to support the detail design and construction of HPIB that the Offeror would need to exercise no sooner than March 31, 2020 to maintain the required delivery date” March 31 2020 doesn't match 28 June 2019 estimated date of Contract Award. Section L.1.2.2 states "For price proposal development purposes, the estimated date of Contract Award is 28 June 2019". Please clarify. Our current assumption is that the 28 June 2019 is correct and March 31, 2020 is incorrect.

RESPONSE: The dates in the RFP are correct. For CLIN 0001, Offerors should propose a scope and price for any work that needs to be performed between the estimated contract award date of 28 June 2019 and prior to March 31, 2020 in order to maintain the required delivery date.

70. QUESTION: Two stated objectives identified in N00024-18-R-2210 Solicitation (C-2-0052 Standardization, pg.

150 and Section M.5.3, pg. 290) are:

1. Commonality with other USCG Assets

2. Interoperability with other USCG assets and USCG, DoD, DHS, NATO, DoS, NSF and NOAA (Attachment J-1, 440.1.11, pg. 326)

Given these stated objectives, will the communications system on the National Security Cutter and the Fast Response Cutter be considered or added to the Attachment J-1C? Would the USCG remove the Communication Management System (CMS) and Common End User Terminal (CEUT) from Attachment J-6?

RESPONSE: The Government intends to provide these systems as GFE and does not intend to remove them from Attachment J-6.

71. QUESTION: Attachment J-1 Specification 20180216, Section 583, Page 562 states that "588.2.1 The aviation facilities shall be installed and will be certified in accordance with NAVAIR Air Capable Ship Aviation Facilities Bulletin No. 1 (SI-ACS-AFB-1) and shall meet the levels and classes of operation for the helicopters listed below:"

We request the Government to provide the "NAVAIR Air Capable Ship Aviation Facilities Bulletin No. 1 (SI-ACS- AFB-1)" document.

RESPONSE: Prospective Offerors requiring this document should contact the Contracting Officer directly.

72. QUESTION: Section L.1.2.2.1 states “The cost breakdown by groups shall be in accordance with the definitions on the reverse side of the NAVSEA 4280/2 form.” Does “reverse side” mean the 4280/2-A form where groups are broken down into 3-digit SWBS definitions? Please clarify.

RESPONSE: The reverse side of the NAVSEA 4280/2 form is a list of Definitions which includes additional details on elements included in each of the SWBS areas which is provided as an attachment to this amendment to the solicitation.

73. QUESTION: Worksheet “CLIN SUMMARY” of “HPIB Attachment L-2 Contract Pricing Tables” shows a maximum value of $75,000,000 for CLIN 0006 Provisioned Items Orders. Additionally, CLIN 0006 Note D in Section B states "The estimated burdened dollar amount is $75,000,000". Is this maximum value of $75,000,000 correct as this will not allow for Material Rate, FCCM Rate, and Profit to be applied to this CLIN on worksheet “0006 FFP” of Attachment L-2 Contract Pricing Tables? Please clarify.

RESPONSE: The intent is for the expected value of CLIN 0006 to be $75,000,000, including indirect charges and fees as applicable. An amended excel pricing spreadsheet Attachment L-2 is included with this amendment to the solicitation.

74. QUESTION: Will the Government please confirm that bidders shall not change BASE Material and Labor for CLIN worksheets “0006 FFP”, “0007 CPFF”, “0008 FFP”, and “0009 CPFF” within “HPIB Attachment L-2 Contract Pricing Tables”.

RESPONSE: Correct, these items are not to be changed for proposal pricing purposes.
