SUMMARY OF CHANGES

The following have been added by full text:

Responses to Bidders’ Questions:

1. QUESTION: Can the Government provide J-1 (System Spec) and Exhibit A (CDRLs) in Microsoft Word format in lieu of the provided PDF?

RESPONSE: No, the Government does not intend to provide MS Word versions of these documents. However, the files have been provided in a format which can be exported to .doc or be converted to text through text recognition using Adobe Acrobat Pro.

2. QUESTION: Table B identifies the amount available for the Operations & Sustainment (O&S) Reduction

Initiatives (CLIN 0011) as $3,000,000 for the first vessel. However, Table C.3 which shows the thresholds for award identifies the maximum amount as $1,000,000. Can the Government clarify the maximum amount and award thresholds for this incentive?

RESPONSE: The award amounts provided in Table C.3 represent the Incentive award amounts that could be earned for each approved Cost Reduction Initiative. The Contractor may propose multiple initiatives for each hull. Table B establishes the maximum incentive pool available for incentive awards for each ship.

3. QUESTION: Clause states that the PRO, PCAF and PreComDet “shall each be located within its own building.”

But then goes on to state that “PCAF and PreComDet spaces may be collocated in the same single building.” If the

Offeror already has Government personnel monitoring existing programs, can the PRO, PCAF, and PreComDet spaces be collocated with Government personnel resident on existing programs?

RESPONSE: The Government's intent will be clarified in the SOW.

Spaces provided for the PRO shall be located as necessary to facilitate direct oversight of the ship production and communication with management and engineering. These may be separate facilities. PCAF and PreComDet spaces shall each be provided within their own building, and may be in the same building.

4. QUESTION: RFP establishes the due date for the Price Proposal as 14 September 2018 and requires the price proposal to be valid for 365 days. Are there any circumstances where, outside of discussions, the Offeror would be able to update their cost proposal due to changed circumstances, such as the imposition of tariffs by the Federal

Government?

RESPONSE: Offerors should not assume that the Government will allow for any pricing updates other than through discussions and that discussions will necessarily be held.

5. QUESTION: RFP establishes the due date for the Technical Proposal as 24 July 2018 and for the Price Proposal as 14 September 2018. In finalizing the Price Proposal, the Offeror may identify changes that are needed in the

Technical Proposal to harmonize it with the Price Proposal. Can the offeror update its Technical proposal to account for emergent data during the time period between the Technical and Price Proposal due dates?

RESPONSE: The Government will not accept modifications to the VOLUME I-TECHNICAL PROPOSAL pending receipt of the Offeror’s Price proposal. The Government intends to make an award on the basis of initial proposals without conducting discussions with Offerors (except clarifications as described in FAR 15.306(a)), but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the Offeror's best terms from a technical and pricing standpoint. In the event the Contracting Officer conducts discussions, Offerors will be afforded the opportunity to submit Final Proposal Revisions."

6. QUESTION: RFP specifies target contract award and lead ship delivery dates. Can the offeror assume that the contract delivery target date for the purpose of assessing delivery incentive will be expressed in terms of days after contract award rather than a date certain, independent of when the contract is actually awarded? If so, could the

Government clarify its intent to industry?

RESPONSE: No, Offerors should not make the stated assumption. The lead ship delivery date is established to support USCG fleet requirements, not as a function of the award date.

7. QUESTION: Part (d) of Section L.1.2.1.5 “Factor 3 – Sustainment Cost Reduction Approach” (page 268 of 294) of HPIB Draft RFP Amendment 1 reads as follows:

“External Commonality – The Offeror shall describe the selection of equipment in the HPIB design that is common with other U.S. Coast Guard or U.S. Navy assets, reducing the logistics footprint necessary to support these systems.”

Can the government please provide that the equipment lists of other USCG cutters or USN vessels will be made available so that the Offeror may ensure and describe external commonality? Without this, it is impossible to be responsive to this requirement.

RESPONSE: No, the Government will not provide equipment lists. Offerors should refer to RFP clause HQ C-2-

0052 STANDARDIZATION for details on commonality requirements.

8. QUESTION: Attachment J-2 Design and Readiness Review Requirements and Criteria SWBS E.1.5 PRR

Requirements is missing data.

RESPONSE: The line in J-2 labeled as E.1.5 has been deleted and the remaining lines renumbered.

9. QUESTION: Exhibit A CDRL A204 Blocks 2 & 3 CDRL Title should be Systems Engineering Management Plan

RESPONSE: Block 2 of DI-A024 will be updated to "Systems Engineering Management Plan (SEMP)" in accordance with DI-SESS-81785A. Block 3 reflects the HPIB subtitle, which is correct as originally published.

10. QUESTION: HQ L-2-0003 FACILITY SECURITY CLEARANCE (NAVSEA) (APR 2015) states: (a) No award will be made to any offeror which does not possess a facility security clearance issued by the Defense

Security Service at the SECRET level.

RESPONSE: HPIB security requirements are established in Attachment J-10 Form DD254.

11. QUESTION: LLTM for HPIB Cutter 1 is included in CLIN 0001. LLTM for HPIB Cutter 2 and Cutter 3 are not included in any CLIN.

RESPONSE: The Government does not intend to award separate LLTM line items for the follow ships. LLTM for the follow ships will be purchased as elements of their respective DD&C CLINs.

12. QUESTION: For the same document:

· In the RFP, it reads: “Attachment L-7 – Past Performance Questionnaire Form”

· In the attachments titled as: “Attachment L-8 – Past Performance Questionnaire Form”

· When you open the attachment L-8, it reads: “Attachment L-12 – Past Performance Questionnaire Form”

There are three different Attachment references for a same form.

RESPONSE: RFP Section L.1.2.1.1.Outline (viii) and "List of Section-L Attachments" is correct as stated:

“Attachment L-7 – Past Performance Questionnaire Form”. RFP Section L.1.2.1.6.2 should reference “Attachment

L-7 – Past Performance Questionnaire Form” NOT "Attachment L-8 – Past Performance Questionnaire Form”. The file name and cover page are changed FROM “Attachment L-8 – Past Performance Questionnaire Form” TO

“Attachment L-7 – Past Performance Questionnaire Form”.

13. QUESTION: For the same document:

· In the RFP, it reads: “Attachment J-22 – Critical Equipment List”

· In the attachments titled as: “Attachment L-7 – Critical Equipment List” (No J-22 in the files provided)

· When you open the attachment L-7, it reads: “Attachment L-11 – Critical Equipment List”

There are three different Attachment references for a same form.

RESPONSE: The RFP is correct as stated: “Attachment J-22 – Critical Equipment List.” The file name and cover page are changedo from “Attachment L-7 – Critical Equipment List” to “Attachment J-22 – Critical Equipment

List.”
