SUMMARY OF CHANGES

Responses to Bidders’ Questions:

14. QUESTION: Attachment J-1 Specification Section 042.5.3.2 references 2 Guidance Drawings (NAEC DWG

626585 Series Visual Landing Aid Installation Lamps Configuration, NAWCAD DWG 52562111 HPIB SWaP tables for C4i) and Section 042.5.3.3 references 2 Project Peculiar Documents (070-1 HPIB Vessel Classification &

Classification Guide, 512-1 HVAC Design Criteria Manual). Can the Government provide these 4 documents?

RESPONSE: Yes. The two PPDs and NAWCAD DWG 5256111 will be provided as Attachments J-1A, J-1B and

J-1C, respectively. The NAEC DWG will be added to Schedule C identifying it as GFI in a future amendment. The appropriate citations in sections 042 and 330 of the HPIB Specification will be updated to reflect provision of the

NAEC DWG after award.

15. QUESTION: As referenced within Attachment J-1 Specification, please provide clarification regarding the term

"ship length" as specified (waterline, forward/aft perpendicular, or LOA).

RESPONSE: For use with SVR Part 3, ship length will be defined as in SVR 3-1-1, using the Aft Perpendicular as the endpoint in place of the rudderstock. The Aft Perpendicular shall be the intersection of the Full Load waterline and the hull aft.

16. QUESTION: As referenced within Attachment J-1 Specification Section 100.2.7.1, please provide specification of strength requirements related to ice ramming.

RESPONSE: Strength requirements for longitudinal bending are established in HPIB Specification 100.4.2.1.2, which includes wave induced, grounding, and ice ramming effects.

17. QUESTION: As referenced within Attachment J-1 Specification Section 100.4.2.1.3, the offeror requests to remove the requirement for design primary stress limits decreasing to zero at the fore and aft perpendicular.

RESPONSE: This requirement remains unchanged. Refer to SVR 3-2-1 Figure 2 and associated text for clarification.

18. QUESTION: As referenced within Attachment J-1 Specification Section 100.5.1, will USCG modify the requirement that "structure contributing to the longitudinal strength of the ship shall be continuous through transverse structure"?

RESPONSE: This requirement remains unchanged.

19. QUESTION: As referenced within Attachment J-1 Specification Section 100.7, the offeror recommends that the wording permitting direct calculation be promoted up to apply to all areas of Section 100.7.

RESPONSE: Direct calculation has been allowed for select elements of the Enhanced requirements and intentionally not allowed for others. Additional elements of the Enhanced requirements are under consideration for direct calculation and will be identified via solicitation amendment once a determination is made.

20. QUESTION: Attachment J-1 Specification Section 100.7.5 Stern and Stern Frames appears to be a placeholder and does not include any new requirements. Does the USCG intend to introduce additional requirements?

RESPONSE: The Government intends to incorporate enhanced requirements for stem and stern frames per SVR Part

6-1-4/15 by updating Attachment J-1 Specification in a future amendment.

21. QUESTION: As referenced in Attachment J-1 Specification Section 070.3.1.12.3, will the Government provide

PPD 070-1 HPIB Vessel Classification & Certification Guide?

RESPONSE: Yes, PPD 070-1 is provided as Section J Attachment J-1A.

22. QUESTION: As referenced in Attachment J-1 Specification Section 512.1.1, will the Government provide HPIB

DCM (PPD 512-01)?

RESPONSE: Yes, PPD 512-01is provided as Section J Attachment J-1B.

23. QUESTION: As referenced in Attachment J-1 Specification Section 079.1, there is no definition provided for the

Aft Perpendicular (AP). Is the AP to be taken as the centerline of the rudder stock (azimuthing drives) as would be appropriate for a non-combatant vessel?

RESPONSE: The Aft Perpendicular shall be the intersection of the Full Load waterline and the hull aft.

24. QUESTION: The Contractor assumes that, within ABS Steel Vessel Rules, After Perpendicular shall be defined as “Intersection of the Full Load waterline and the hull aft, where L equals the distance in meters (feet) on the Full

Load water line from the fore side of the stem to the aft perpendicular. For use with the Rules, L is not to be less than 96% and need not be greater than 97% of the length on the Full Load water line. The forward end of L is to coincide with the fore side of the stem on the waterline on which L is measured.” Can the USCG confirm this assumption?

RESPONSE: The Aft Perpendicular shall be the intersection of the Full Load waterline and the hull aft.

25. QUESTION: Attachment J-1 Specification Section 571.4, Connected Replenishment (CONREP) was added to

System Specification in mid-2017. Please confirm that the definition of the Alongside Delivery Station only includes the delivery to another ship and not receiving from another ship?

RESPONSE: There is no requirement for Connected Replenishment (CONREP). Alongside Replenishment Stations both deliver and receive from another ship, as described in HPIB Specification 571.1.4.

26. QUESTION: N00024-18-R-2210_Heavy_Polar_Icebreaker_Solicitation_030218 Section L.1.2.1.3.1 part i) subpart vii) states the following:

“Perform stability analysis using NAVY Ship Hull Characteristics Program (SHCP) version 4.38.01 dated 38-March

2012 with AreaWin version 6.01.05 dated 37-March 2012, or using General Hydrostatics Software (GHS); and provide the input files used for the stability analyses in digital format.”

The wordage here is specific to suggest that only those versions may be used to perform the stability analysis. The version being provided by the government, for parties under contract, is SHCP 1.40.05 dated 07-Oct-17 and AREA

6.03.04 dated 04-Oct-17. These versions seem to succeed the requirements in the RFP, as they are labelled with a later date. Can USCG confirm that the versions being provided by the U.S. Navy are suitable (given that they are later and likely superior versions) to ensure compliance with the requirements?

RESPONSE: Yes, SHCP version 1.40.05 dated 07-Oct-17 and AREA 6.03.04 dated 04-Oct-17 are suitable and comply with the requirements. Section L will be updated to reference these versions.

27. QUESTION: The HPIB RFP requests "Proposal Technical Data Attachment J-20 (TO BE PROVIDED BY

OFFEROR)." Recommend specifying which data items are to be included in Attachment J-20.

RESPONSE: The Government may include technical elements of the winning proposal into Attachment J-20 at time of award, as deemed appropriate. Offerors are not required to explicitly provide content for this attachment.

28. QUESTION: Section L.1.2.1.3.1 i) requires Tank Data in accordance with Attachment L-6. Attachment L-6 does not specify a requirement specifically for Tank Data.

RESPONSE: Offerors should include tank data on Hydrostatics, Weights & Loadings, and Area-Volumes Details tabs of Attachment L-6.

29. QUESTION: As referenced in Attachment J-1 Specification Section 496.3, please specify the beamwidth configuration for the Kongsberg SBP model listed in the Sonar Mission Systems requirements.

RESPONSE: The Government's requirement is for a 3-degree sub bottom profiling system. Attachment J-1

Specification will be updated in a future amendment.

30. QUESTION: Will the Government add self-propelled model testing with a stock propeller to Section C para

3.079.5.6?

RESPONSE: Government does not require stock propeller test data, but offerors should perform any tests that are necessary to complete their design.

31. QUESTION: As referenced in Attachment J-1 Specification Section 400.1.2, will the Government provide

NAWCAD DWG #52562111?

RESPONSE: Guidance drawing is provided as Section J Attachment J-1C.

32. QUESTION: Attachment J-1 Specification Section 070.3.1.12 states the ABS Statement of Fact shall apply to the cutter in accordance with PPD 070-1 HPIB Classification & Certification Guide. Will the Government provide the PPD 070-1 HPIB Classification & Certification Guide?

RESPONSE: Yes, PPD 070-1 is provided as Section J Attachment J-1A.

33. QUESTION: This Offeror has approached ABS for a proposal for certification and survey services, as required by the RFP and System Specification.

Neither ABS nor Offerors have been provided with the document PPD 070-1 “HPIB Vessel Classification and

Certification Guide” as referenced in Section 070.3.1.12 of the HPIB SS. Offeror has therefore been informed by

ABS that at this time they can only respond to appraisal and survey scope, schedule and cost for standard SVR services.

Please confirm that additional services, as envisaged under PPD 070-1, will either be contracted directly between

USCG and ABS, or that the additional ABS work scope will be subject to a separate contract action with the shipbuilder.

Please note that in the event that Offeror is required to incorporate PPD 070-1 approach and services in its technical and cost proposal, this document must be provided as soon as possible.

RESPONSE: PPD-070-1 is provided as Attachment J-1A. The Offeror is required to procure the services described therein to fulfill the contract requirements.

34. QUESTION: As referenced in Attachment J-1 Specification Section 070.3.6, would the Coast Guard consider a propulsion arrangement of 3 main propulsors, with 1 or less main propulsors being an azimuthing propulsor?

RESPONSE: No, the Government's propulsion plant architecture requirements of Attachment J-1 Section 70.3.6 will remain.
