Responses to Bidders’ Questions:
35. QUESTION: Will the Government afford potential prime offerors a pre-proposal conference?
RESPONSE: As contemplated in FAR 15.201(c)(8), the Government will afford potential prime offerors a face-to-face pre-proposal conference opportunity with the HPIB leadership team. The purpose of the pre-proposal conference is to provide a forum to understand industry perspective on achieving the successful outcome of the
HPIB program relative to the current solicitation. To participate in this opportunity, potential prime offerors shall submit stated interest via the bidders question process identified in the solicitation and the Contracting Officer will contact the company with available time slots. The contractor's bidders question shall identify the intended participants name, company, position, company address, citizenship, email and phone number as well as the name, email and phone number of the company security point of contact to enable necessary visitor requests. Sessions are limited to one hour with no more than 5 attendees from the potential prime contractor team and will be scheduled between May 2nd through May 11. Industry representatives can utilize the hour to identify opportunities or risks to the Government team enabling the successful outcome of the program outlined in the solicitation. Questions related to specific areas of the solicitation which are more appropriately asked in the bidders question forum will not be answered during the face-to-face session. Questions of that nature should continue to utilize the bidders question process. Please note, the Government will not be presenting information and will only ask questions that seek to clarify the information being presented by the prime contractor. To the extent slides may enable industry's presentation, no more than 5 slides shall be utilized and 7 hard copies shall be brought to the session for the
Government representatives. The contents of the presentation shall be appropriately marked by the contractor with any restrictive legends, will not be considered bidders questions nor will they be considered part of industry's proposal.
Administrative corrections have been made to the following Bidders’ Questions:
26. QUESTION: N00024-18-R-2210_Heavy_Polar_Icebreaker_Solicitation_030218 Section L.1.2.1.3.1 part i) subpart vii) states the following:
“Perform stability analysis using NAVY Ship Hull Characteristics Program (SHCP) version 4.38.01 dated 38-March
2012 with AreaWin version 6.01.05 dated 37-March 2012, or using General Hydrostatics Software (GHS); and provide the input files used for the stability analyses in digital format.”
The wordage here is specific to suggest that only those versions may be used to perform the stability analysis. The version being provided by the government, for parties under contract, is SHCP 1.40.05 dated 07-Oct-17 and AREA
6.03.04 dated 04-Oct-17. These versions seem to succeed the requirements in the RFP, as they are labelled with a later date. Can USCG confirm that the versions being provided by the U.S. Navy are suitable (given that they are later and likely superior versions) to ensure compliance with the requirements?
DELETE:
RESPONSE: Yes, SHCP version 1.40.05 dated 07-Oct-17 and AREA 6.03.04 dated 04-Oct-17 are suitable and comply with the requirements. Section L will be updated to reference these versions.
