SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Response to Offeror’s Questions:

1) Question: RFP Section K incorporates by full text clause “252.209-7002 DISCLOSURE OF

OWNERSHIP…”. Please clarify:

(1) Under part (b) of this clause, is the NOAA AGOR Variant program considered “a national security program”?

(2) Under part (b) of this clause, will any phase of this program require the Contractor to “access to proscribed information”?

Answer: No phases of this program will require the Contractor to access proscribed information.

2) Question: RFP Section C, SOW for Phase II (C-3.2.045c and C-3.2.045d) seem to indicate that the

Government will require 29 designated parking spaces during the FOA period. Please confirm if this is the maximum number of Government-designated parking spaces required at any time during the execution of Phase II.

Answer: Yes. The maximum amount of parking spaces requested at a given time is 29.

3) Question: With regard to the above phase 1 RFP for NOAA AGOR, we request to be allowed to substitute

CFD analysis instead of a tank testing program for the applicable sections of C-3.1.098a. Namely; 1. Bare hull resistance Effective Horsepower (EHP) tests 2. Bilge keel and propulsion appendage alignment flow tests 3. Appended resistance EHP tests 4. Wake survey tests 5. Stock propulsor(s) self-propulsion Shaft

Horsepower (SHP) tests 6. Design propeller open water 7. Design propeller self-propulsion SHP Item 1 and

2 from the additional testing are best performed in a propeller tunnel, item 3 bubble sweep down can also be performed with CFD. It is this bidders position that CFD analysis for the phase 1 portion of the design development has been shown to be technically acceptable and much more financial cost effective. We would appreciate your review and approval of this request.

Answer: The proposed approach to solely perform a CFD analysis and eliminate model testing poses significant technical risk and is technically not acceptable. CFD analysis is not considered a substitute for a properly executed model test program, but rather a supplemental analytical tool.

4) Question: Will the Government provide an anticipated contract award date for Phase I for the purpose of proposal response to Section L.

Answer: The Government anticipates award around 3rd quarter fiscal year 2019.

5) Question: If we choose a dry dock launch, would Heger Dry Dock, Inc. be among the acceptable certifying authorities?

Answer: The examples of certifying authorities listed in Section C-3.2.042g are recognized members of the International Association of Classification Societies (IACS) that certify drydocks in accordance with their own industry recognized standards such as ABS Rules for Building and Classing Steel Floating Dry

Docks, Lloyds Register Rule and Regulations for the Construction and Classification of Floating Docks, N0002418R2201 and DNV Rules for Classification of Floating Docks, respectively. The Government would accept standards, criteria and certification of floating docks from other members of IACS since they are internationally recognized and represent industry standards.

6) Question: As part of our Company’s policy, we issue NDA’s to the Government’s 3rd party review team, in this case Alion Science and Technology. Please provide the correct point of contact for Alion Science and Technology to facilitate this process.

Answer: The Government contractors sign NDAs with the Government. The Government NDA includes language which prohibits all persons from disclosing proprietary information of the competing

Offerors. The Government will provide a POC from Alion, for Offerors to contact to negotiate their own

NDA, in an upcoming amendment. For purposes of phase 1 evaluation, Alion Science and Technology will only provide Source Selection Facilities Support.

7) Question: If attachments, such as drawings, matrices, analysis, schedules, and the Facility Utilization Plan are allowed will they be included in the 100 page count limitation?

Answer: Yes. They are included in the 100 page count limitation for Phase I.
