(NAV). 5

042b Reference Documents

The following standards and documents are specified in this System Specification. While every effort has been made to ensure the completeness of this list, the Contractor is required to meet all specified requirements documents cited in this System Specification, whether or not they are listed in this section. Compliance with referenced documents is mandatory even where 10 the referenced document may use terms similar to “recommendation”, “guideline” or “guidance” in their title or text.

Order of Precedence - In the event of a conflict between the text of this document and the references (other than regulatory body requirements) cited in this document, the text of this 15 document takes precedence. First tier references take precedence over sub-tier references in the event of a conflict. Nothing in this document shall supersede applicable laws and regulations unless a specific exemption has been obtained.

Silence of one document with respect to details or requirements in another document 20 shall not be considered an inconsistency.

Effective issue - The issue or revision of Government documents, drawings, and publications specified herein shall apply. The issue or revision of non-Government documents, drawings, and publications in effect at the time of Phase II Contract award shall apply. 25

First Tier and Sub-tier References - Any referenced document which is directly cited for use or application by an identifying number or name in this System Specification is a first tier reference for each particular use or application for which it is so cited. Any document which is cited in a first tier reference, or in a document referenced therein, is a sub-tier reference. A 30 document which is a sub-tier reference in one application may also be a first tier reference in another application when it is cited directly.

Maintenance beyond the crew’s capability will be 5 contracted through commercial resources. Ship layout and machinery arrangement shall include adequate space for inspection, repair, and maintenance functions as recommended by original equipment manufacturers including equipment removal and storage of spare parts.

Reliability - The ship will operate independently without fleet support and is expected to 10 average up to 270 days per year at sea with individual at-sea durations not exceeding 40 consecutive days. Low maintenance, high reliability, and redundancy are important to achieve these goals. The design shall ensure that the vessel can be effectively and safely operated in support of science by a well-trained, but relatively small crew.

Life Cycle Cost - Economy of operation such as minimizing crew workload for ship and scientific systems, high fuel efficiency, and reducing life cycle costs such as corrosion control are of paramount concern in the design of this ship. Propulsion, electrical, and auxiliary systems and equipment shall be selected and designed to maximize fuel economy in all modes of operation including transit, between stations, ocean research, towing, and on-station. The ship’s 20 hull form, appendages, and propulsive devices shall be designed to enhance fuel efficiency.
