SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

Response to Offeror’s Questions:

1) Question: The extent and complexity of work needed for the production of a fully responsive proposal, and the required engagement of specialized vendors and consultants seems to put small businesses at a disadvantage, especially considering the short turn-around deadline stated in the RFP. We respectfully request a submittal date extension of no less than 15 days; i.e., June 28th 2018 or later.

Answer: The submittal date for proposals is extended 15 days, from 12 June to 27 June.

2) Question: Factor 3 of section L-3.3, Phase I Proposal Content Requirements, Past Performance, requires past performance of the proposed SSVs, and the proposed Noise Control and Dive Air Consultant to be submitted with the Phase I proposal. However, Section C, paragraphs C-3.1.202 and C-3.1.426 require the

Contractor to select and obtain the services of the Propulsion SSV and SES SSV respectively, no later than the second Phase I DR, and Paragraph C-3.1.073a and C-3.1.500 require that the Contractor select and obtain the services of the Noise Consultant and Dive Air Consultant respectively, no later than the first

DR.Since the SSVs and Consultants are not to be selected until after the Phase I contract award, the Section

L requirement appears to be in conflict with the proposal intent. Is it the Government's intent that the

Contractor may name the SSV’s and Consultants in the Past Performance data (Section L-3.3) of the Phase

I proposal?

Answer: Yes, the Contractor may name the SSV’s and Consultants in the Past Performance data (Section

L-3.3) of the Phase I proposal.

3) Question: Factor 3 of section L-3.3, Phase I Proposal Content Requirements, Past Performance, paragraphs

e) and f) require the Offeror to describe, “for each contract/project”, their experience with translating performance specification into detailed design and performing trade-off studies. However, unlike the other

8 data items to be included in the list of contracts, items e) and f) are not germane to all ship design and/or construction contracts/projects nor contribute to the Section M Evaluation Criteria for past performance relevancy. Since Offerors are restricted to listing only the six (6) most relevant contract/projects, contracts that include e) and f) experiences may have to be excluded from this list. Will the Government evaluate our

e) and f) experiences favorably if it is listed separately, in addition to the 6 six most relevant projects?

Answer: The Government will accept no more than 4 Offeror and 2 subcontractor (for a total of 6) contracts for past performance experience.

4) Question: The Section L requirements are extensive for the proposal response duration allotted, especially considering that Sections K, L, M and most J Attachments were not included in the draft RFP thus hindering the Offerors’ ability to be fully prepared for the official release of the RFP. To ensure that the

Contractors have adequate time to prepare complete and competitive proposals, will the Government extend the proposal due date by 17 days to 29 June 2018?

5) Question: 45 days is not enough time to digest a proposal this complicated and to prepare an adequate response. The allowed period may result in an incomplete and possible unresponsive proposal which would in no way represent the quality of the proposed vessel design. Please extend the response period to 60 days.

6) Question: "RFP Section B does not include an increased quantity option for the award of a third NAV ship.

However, the industry Day brief and other announcements stated “Option award for Phase II DD&C … will include options for construction of the second and third ships” (p. 10).

Does the Government intend to conduct a separate solicitation for award of the third NAV ship?"

Answer: There is no option requirement for a third NAV ship under this RFP (N00024-18-R-2201).

Procurement of another NAV ship may be by a separate solicitation.

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

L-3: PROPOSAL PREPARATION INSTRUCTIONS

1 GENERAL

The NOAA Auxiliary General Purpose Oceanographic Research (AGOR) Variant (NAV) Acquisition consists of two phases: Phase I Preliminary/Contract Design and Phase II Detail Design and Construction. It is the intention of the Government to award multiple contracts pursuant to this solicitation for the Phase I NAV Preliminary/Contract

Design . Following completion of Phase I, the Government will down-select to one of the successful Phase I

Contractor for the performance of the Phase II NAV Detail Design and Construction. Offerors under this solicitation must have the demonstrated capability and facilities to construct the NAV vessels. Therefore, the resultant contract for this solicitation will only be awarded to a shipyard as the prime contractor.

Multiple proposals are not acceptable from the same Offeror. Each Offeror shall submit only one proposal that represents their best approach to meeting the requirements of the solicitation.

Any offers that have not provided completed SECTIONS A “SOLICITATION/CONTRACT FORM” and/or B

“SUPPLIES OR SERVICES AND PRICES/COST” may be rejected as non-responsive to this solicitation.

Offerors shall follow the instructions contained in paragraph (2) PROPOSAL INSTRUCTIONS AND CONTENT

(Phase I and II) when preparing their proposals for both Phase I and II. For Phase I, Offerors are required to respond only to the paragraph (3) PHASE I PROPOSAL CONTENT REQUIREMENTS. For Phase II, Offerors shall be required to respond to the paragraph (4) PHASE II PROPOSAL CONTENT REQUIREMENTS. Phase II proposals are due not later than 12 months after the Phase I award date.

2 PROPOSAL INSTRUCTIONS AND CONTENT (Phases I and II)

Evaluation of the proposals will be in accordance with Section M of the Request for Proposal (RFP). Phase I awards will be made to the responsible Offeror whose proposal for Preliminary/Contract Design for Phase I are determined by the Government to offer the Best Value to the Government, price and non-price factors considered. Phase II award will be made to the responsible Offeror whose proposal for Detail Design and Construction for Phase II is determined by the Government to offer the Best Value to the Government, price and non-price factors considered.

The Offeror is required to submit a proposal that is sufficiently detailed and complete to fully demonstrate understanding of, and compliance with, all of the requirements of the RFP/contract and shall contain only material directly related to this acquisition.

Offerors are advised that their Phase I and Phase II proposals are separate submissions. When submitting the Phase

II proposal, Offerors are advised that the Government will not consider or evaluate what the Offeror submitted in the

Phase I proposal unless the Offeror provides the Government the information in the Phase II proposal.

A legible, neat, orderly and comprehensive proposal is required. Elaborate brochures or artwork, expensive paper or bindings, or expensive visual or presentation aids beyond those sufficient to present a complete and comprehensive proposal are unnecessary. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to this solicitation are not desired and may be construed as an indication of the

Offeror’s lack of conscientiousness. Offerors shall follow the general rule that quality of information is significantly more important than quantity.

The Offeror is responsible for the condition of their delivered proposal. Binders and their contents that are broken apart or received in a disorderly fashion will be reassembled by the Government in a manner with expeditiousness as the rule. The Government is not responsible for proper reassembly of these binders. Thus binders may not be reassembled as originally sent.

General statements such as “the Offeror understands”, “the Offeror can or will comply with the requirements”, “standard procedures will be used”, “well-known techniques will be used”, or similar statements that merely paraphrase the solicitation in whole or in part will not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), cannot be considered as part of the proposal unless physically incorporated into the proposal. Failure to conform to all requirements of this RFP may form the basis for rejection of the proposal.

In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished that must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the

Offeror, and which portion of the proposal was written by that person.

If there are any discrepancies between the proposal volume hardcopies and the proposal volume disks, the master disks will take precedence. Disks shall be CD-ROM or DVD-ROM formatted and all documents, spreadsheets, databases, or other data submitted must be compatible with the latest available versions of the following software products unless otherwise specified: Microsoft Word, Microsoft Excel, Microsoft Access; Microsoft Project; Adobe

Acrobat; or AutoCAD. Disks shall not have stickers adhered to the surface of the disk, as this may interfere with the review of the disk in a CD/DVD reader. AutoCad files shall also be submitted in Adobe Acrobat PDF format.

Electronic files shall not be password protected.

Proposals shall be prepared on standard 8-1/2” by 11” paper, single-spaced. The font shall be Times New Roman with a font size of 12. Pages will have a one-inch margin, single line spacing set at 1 with spacing before and after paragraphs set at –0– and left aligned paragraphs. Type font size for foldouts or other pages may not be smaller than size 12. For text embedded in graphic portions of the proposal, the type font size may be any readable font type and size. Text located outside graphic portions of a sheet shall be Times New Roman with a font size of 12. Each page shall be labeled with the Offeror’s name and the Solicitation number. A page is defined as a typed page of the proposal document, i.e. one sheet of paper with typing on one side. Foldouts shall fold from left to right (sideways), shall not exceed 11” in height and shall count as one page, provided they do not exceed three folds. Each fold that exceeds the three-fold limit shall count as one additional page. Pages may have typing on two sides, but for the purposes of the page count limitation, each side with content will be counted as one page.

Each Offeror shall submit separate technical and price proposals in accordance with the following requirements and limitations. The technical and price proposals may be submitted together in the same package, but the price proposal shall be clearly identified in a separate binder.

Telegraphic offers, facsimile offers, or offers submitted by electronic commerce will not be considered.

Furthermore, telegraphic, facsimile, or electronic commerce modifications of offers, or withdrawals of offers, will not be considered.

NOTE: The Offeror agrees to hold the prices in its offer, for both Phase I and Phase II, firm for 270 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation

Offerors shall submit the proposal by 1400 Eastern Time on 27 JUNE 2018 to the point of contact (POC) listed in the paragraph below.

The proposal shall be sent to the following address:

Factor 3.0 Past Performance

The Government intends to evaluate the Offeror’s and any major subcontractors’ relevant past performance in design and construction of ships similar to the RFP requirement. For the purposes of Past Performance, “major subcontractor” includes the design agent(s) if the Offeror is not itself the design agent, the proposed SSVs, and the proposed Noise Control and Dive Air Consultants.

Offerors shall provide a description of past performance experience for themselves and any major subcontractors in design and/or construction on no more than four (4) Offeror contracts/subcontracts and no more than two (2) subcontractor contracts/subcontracts within the last ten (10) years in the design and/or construction of ships similar in scope and complexity to the proposed NAV.

For each Offeror’s contract/project and for each major subcontractor’s contract/project, the Offeror shall provide the following listing:

a) Contract number, type, and brief description of the statement of work (differentiate efforts performed by the Offeror’s firm and those performed by subcontractors). The description shall address, at a minimum, hull design, major propulsion and electrical system and equipment information, integration and installation of scientific mission systems, laboratory arrangements, working deck arrangements and handling systems, noise control features, and dive air systems, and discuss the work performed and the objectives achieved. If applicable, include a discussion of the data items and documentation delivered under these contracts/projects. To the extent necessary, discuss the relationship between the work performed under these contracts/projects and this RFP to demonstrate relevance.

b) Purchasing Office (Government agency or commercial firm).

c) Cognizant Procuring Contracting Officer (PCO), or Purchasing Agent, Administrative Contracting

Officer (ACO), Technical Representative, Buyer, phone and fax numbers, and e-mail addresses.

d) Offeror’s Federal Supply Code Manufacturer’s (FSCM) number; Commercial and Government Entity

g) The contract award date, required original delivery schedule, any contractually modified delivery date, actual delivery date, and explanation for any change from the original delivery schedule.

h) The estimated or target cost and the actual experienced cost.

i) Manpower data in FTEs and total man hours for Supervision, Engineering, Production, Test and Trials, subcontractors and all other trades. The manpower data shall include original estimated total, actual totals, and rework for each category. For each Government contract and commercial contract cited above that did not and/or does not meet the contract requirements as awarded with respect to either cost, schedule, or technical performance, briefly explain reasons for such occurrences and describe the corrective action taken, if any.

j) Provide a copy(ies) of the Past Performance Questionnaire(s) to each reference the Offeror elects to use to demonstrate acceptability and quality of the work performed. This questionnaire is Attachment

J-12, Past Performance Questionnaire in Section J of this solicitation. If several contracts are with the same Government activity or company, references from at least two different contracts from the same

Government activity or company may be used. The Government reserves the right to contact any person or entity regarding the Offeror’s past performance, whether or not listed in the proposal as a reference or point of contact, and whether or not a questionnaire was received from that person or entity.

It is the Offeror's responsibility to ensure that these questionnaires, for both prime contractor and subcontractors, when completed, are in the Contracting Officer's possession on or before the required proposal due date. Any questionnaire received after the proposal due date will be late and might not be considered in the Offeror’s past performance evaluation. The Government at its discretion will determine whether or not references received after the proposal due date will be considered. These questionnaires shall either be e-mailed or mailed. Scanning and e-mailing completed questionnaires is the preferred method of delivery. Delivery in any of the aforementioned forms shall be done to the following persons:

E-MAIL:

SAMANTHA.RYE@NAVY.MIL

Required subject line in the e-mail transmitting the completed questionnaire:

These questionnaires when filled out by the selected references must be sent by the reference directly to the

Contracting Officer. The questionnaires shall not be sent via the Offeror to any other party besides the reference him/herself.

Offeror’s proposal shall identify which of the listed contacts for whom the Offeror performed work was sent a questionnaire. This will let the Contracting Officer know whether he has received questionnaires from all of the

Offeror’s references.

Offeror may inquire as to the status of receipt of these questionnaires using the e-mail address shown above.

Regarding the foregoing types of contract/work, the Government may deem some past performance more relevant than other types. In determining relevancy of an Offeror’s past performance, the order of relevancy is design and/or construction of (1) research and survey ships of similar mission and complexity, (2) supply/support ships of similar complexity; and (3) and other ships of similar complexity. The currency and relevance of the information and general trends in contract performance shall be considered. Completed contracts and completed deliveries may be deemed more relevant than contracts without completed deliveries. It is incumbent upon the Offeror to explain the relevance of the data provided. The Government shall make the determination as to the relevance of an Offeror’s past performance.

As part of the past performance evaluation the Government reserves the right to obtain information from any and all sources, including CPARS (Contract Performance Assessment Report System) ratings, questionnaires submitted by the Offeror, and sources outside the Government, regardless of whether they have been provided by the Offeror as references.
