SUMMARY OF CHANGES (REVISED)
The following have been added by full text:
Responses to Offerors’ Questions:
38. In Factor 1.0 you request technical supporting data for many items, such as:
Weight & Stability Propulsion Systems Design Electric Plant Machinery, Electric Plant, and Auxiliaries Control and Monitoring System Auxiliary Systems Performance Schedule Etc.
These are voluminous documents. In Section L-3 of the solicitation, you previous outlined that the above technical and test documentation would not be counted toward the page limit. However, in the change to Section L-3 in Amendment 0003, the outline of technical supporting data excluded from the page count limitation isn’t as detailed.
Please confirm that in the above Section L-3 that you intended to exempt these from the page count as well.
RESPONSE: The Government will add the following as exclusions from the page count limitation:
1. The Preliminary Allocated Baseline Weight Estimate, the stability summary, and the trim and stability booklet required under “Weight & Stability” under Factor 1
2. The machinery arrangement drawing, the documentation for the propulsion plant service record, and the endurance fuel analysis required under “Propulsion Systems Design” under Factor 1
3. The electric plant one-line diagram required under “Electric Plant” under Factor 1
All other requirements for the proposal, including the Performance Schedule required under Factor 3, that are not specifically excluded are subject to the page count limitation.
39. Section L-3 in Amendment 0003 limited page count for the Technical Proposal (Volume I) to a maximum of one hundred (100) pages with a list of fourteen (14) documents/sections excluded from the one hundred (100) page limit. In particular, item 5 page count exclusion is only limited to a few T-ATS Baseline Design documents such as “Contractor’s Ship Specification, General Arrangement Drawing, Hull Lines and Plans, and Master Equipment List.”
Whereas, the original solicitation and government response to questions during draft RFP stage excluded technical documents required as part of Factor 1 (drawings, specifications, certificates, design products, test data, analyses) from the page count.
Did the government intend to reverse the decision that was provided in response to the questions during draft RFP?
Or is there a misunderstanding of the Amendment 0003.
We request the government to confirm that the previous solicitation language remains in effect which states “The drawings, specifications, Classification Society and Regulatory Body certificates, test data, analyses, and other technical documentation related to the commercial vessel parent design and the Proposed T-ATS Baseline Design required by Factor 1.0 are excluded from the page count”
This will allow the bidders to properly address the following required by Factor 1: Ship Design:
1. Weight & Stability
2. Propulsion Systems Design
3. Electric Plant
4. Machinery, Electric Plant, and Auxiliaries Control and Monitoring System
5. Auxiliary Systems, and
6. Other supporting technical data
All other requirements for the proposal that are not specifically excluded are subject to the page count limitation.
