SUMMARY OF CHANGES (REVISED)

The following have been added by full text:

Response to Offerors’ Questions:

18. QUESTION: Is the “copy of the certification” here (Section L, pg 150, Paragraph 3) excluded from page count similar to the RFP direction excluding Factor 1.0 certificates from page count?

RESPONSE: The certification for facilities requested in Factor 2.0 will not be included in the proposal page counts.

19. QUESTION: To provide sufficient detail (as is required by the RFP) and to maximize the clarity and simplicity of presentation of the complex technical, production, and management information required for this proposal, will the Government allow text in tables to be in size 10 font?

RESPONSE: Yes; tables may use 10 point font.

20. QUESTION: Relative to clause (c) of FAR 52.219-14 -- Limitations on Subcontracting, what is the T-ATS contract type?

RESPONSE: This will be a Supplies Contract.

21. QUESTION: Retention (as described in Section H, Task 1.15, pg 92) is not typically a requirement for commercial vessel contracts. The 12 month warranty will cover any issues after delivery. Will the Government delete this retention requirement?

RESPONSE: No; the Government will not delete the retention requirement.

22. QUESTION: Would NAVSEA please provide its rationale for the 270 calendar day price hold?

RESPONSE: The Government expects to be able to award based on the prices provided in Offeror's proposals, so the 270 day price hold is meant to accommodate the potential duration of the source selection process and any discussions which may occur in that time.

23. QUESTION: Regarding the Rights in Technical Data and Computer Software:

a) Is it correct to assume that bidders should submit the entirety of a completed Attachment J-6 with their bid?

b) Is it correct to assume that Attachment J-6 is excluded from the page count?

RESPONSE: Yes; Offerors should submit a completed J-6 Attachment with their bids. J-Attachments that the Government requires Offerors to fill out will not be included in the proposal page counts.

24. QUESTION: Is it correct to assume that Attachment J-13 is excluded from the page count?

RESPONSE: J-Attachments that the Government requires Offerors to fill out will not be included in the proposal page counts.

25. QUESTION: Is it correct to assume that Attachment J-12 is excluded from the page count?

RESPONSE: J-Attachments that the Government requires Offerors to fill out will not be included in the

26. QUESTION: We notice that the government did not include, in the final RFP, question and answer documents that were distributed during the industry studies and the draft RFP pre-solicitation period. We note that several questions from the period prior to the final RFP release relate to the current solicitation J1-

COR.

Will the government include the Industry studies and the Draft RFP question and answers as part of the final RFP so we can consider them to be applicable to the final solicitation?

RESPONSE: Although the previous Q&As associated with the Industry Studies RFP and the Draft Detail Design and Construction RFP relate to the current solicitation, the COR and the RFP have undergone changes since those two previous RFPs were released. As such, the Government will not be posting the previous Questions submitted by Industry and the accompanying Government responses with the current RFP. The Government's responses to the non-proprietary Industry Studies questions were posted during the Draft RFP period and can be found on FBO under the Draft RFP posting. If you have trouble accessing them, please let us know. The Government will not be re-posting them with this RFP.

27. QUESTION: a) Section L requires a J-13 be included in the proposal. Will the Navy consider excluding this from the proposal page count?

b) Section L requires a J-12 be included in the proposal. Will the Navy consider excluding this from the proposal page count?

RESPONSE: J-Attachments that the Government requires Offerors to fill out will not be included in the

28. QUESTION: Section 3.070b. REGULATORY BODY REQUIREMENTS states “In case of conflict between ABS Rules or USCG Regulations, and specific requirements of this COR, the ABS Rules and USCG Regulations take precedence, unless the specific COR requirements exceed the ABS Rules and USCG Regulations, in which case the specific COR requirements takes precedence.”

Is the Government expecting ABS to survey the ship to the Contractor’s Ship Specification?

RESPONSE: The Government is expecting an ABS survey to the regulatory body requirements. The Government will inspect to ensure that the Contractor has fulfilled the other requirements of the Contractor's Ship Specification.
