SUMMARY OF CHANGES (REVISED)

The following have been added by full text:

Responses to Offerors’ Questions:

33. QUESTION: Regarding the PAYABLE EVENT SCHEDULE, will the Government allow the Offeror alternate payment terms for cash neutral percentages?

RESPONSE: After contract award the Government may, at its sole discretion, allow alternate payment terms.

34. QUESTION: The SOW calls for PRR to be held without restricting when. SPPCs are to be held every quarter (3 months) through warranty of the last ship. We would prefer to hold PRR in conjunction with a SPPC meeting, but we need 10 months between Contract Award and PRR to be ready. To align with SPPC #2 PRR would be at 9 months and SPPC #3 would be at 12 months.

Will the Navy consider allowing SPPC #2 to be held 4 months after SPPC#1 to align with PRR?

RESPONSE: The Government will allow a four month space between SPPC #1 and SPPC #2 in order for the Offeror to conduct the PRR in conjunction with an SPPC meeting.

35. QUESTION: The RFP on page 145 includes the following provision which requires us to enter into NDA's with Government Support Contractors:

The Government Support Contractors may participate as advisors to the SSA, SSAC, SSEB, and PAT.

Offerors shall enter into non-disclosure agreements with all Contractor organizations participating in this source selection, and provide copies of any such agreement(s) to the Contracting Officer with its proposal submission under Volume II Price Proposal as described below.

Can the Government provide specific points of contact for coordination of those NDAs?

RESPONSE: Offerors may coordinate NDAs with CSRA through Kristen Peterson (kristen.a.peterson@csra.com), 202-675-8876.

Offerors may coordinate NDAs with Alion Science and Technology through Hugh Milligan (h_milligan@alionscience.com), 703-933-6633.

36. Is the Navy still considering stepladder pricing as mentioned at the pre-proposal conference?

RESPONSE: No. The Navy will not use stepladder pricing for this RFP and the current pricing structure will remain as published.

37. QUESTION: Depending on when the Government exercises the option for T-ATS Ship 2, it is possible that the required delivery for Ship 2 would be near or at the same time as T-ATS Ship 1. Does the Government confirm that the schedule for exercise of options laid out in Section I is notional? Is it correct to understand that the option schedule will be negotiated, depending on funding availability, with the winning bidder?

RESPONSE: The dates listed in Section I in the OPTION FOR INCREASED QUANTITY - SEPARATELY PRICED LINE ITEM clause are not notional. These are firm contractual dates. In the event that the Government exercises an option for T-ATS Ship 2 at such a time that would result in the required delivery dates for T-ATS Ship 1 and T-ATS Ship 2 occurring within four months of each other, the Government would consider a request from the Contractor to extend the required delivery date of the later ship to a date which as much as four months after the required delivery date of the earlier ship.

SECTION F - DELIVERIES OR PERFORMANCE
