N00024-17-R-2207 Attachment J-3 Government Communications Suite Turnkey Approach
1.0 Introduction
This document describes the work to be performed by the Contractor and the Government in support of the Government Communications Suite Turnkey process.
The installation of the Government’s communications equipment will be done under a turnkey approach performed by the Contractor and Government. The majority of the Government’s communications equipment will be located within the dedicated Communications Suite and topside, with a small number of equipment located in remote spaces. The Government will provide drawings for envelopes within the shipboard communications space and topside arrangements required for the installation of the communication equipment. The main role of the Contractor is to design, construct, and prepare the Communication Suite and topside locations, and also to provide other related ships services for installation of Government’s communication equipment. The Government will coordinate the electromagnetic environmental effects (E3) compatibility certification between T-ATS contractor-furnished communication equipment and the government furnished communication suite. The Contractor shall participate in a C4I Working Group with the Government to coordinate the installation of the C4I systems, to schedule contractor-supplied services, resolve issues associated with the C4I system installation and testing, and installation schedules for C4I equipment and scheduling of shipyard-required services to support equipment installation.
2.0 Definitions
Communications Suite – Refers to the space that the Contractor shall provide to house the Government communications equipment, as defined in the Circular of Requirements (COR), Attachment J-1, sections 3.401 and 3.441. Also referred to as the Naval Communications Center.
C4I Equipment or Communications Equipment – Refers to the Command, Control, Communications, Computers, and Intelligence (C4I) equipment that will be provided by the Government.
Remote Space – Refers to any space that contains Command, Control, Communications, Computers, and Intelligence (C4I) Government Furnished Equipment (GFE) that is external to the Communications Suite. An example of a remote space is the Pilothouse.
Topside – Refers to all systems and structures that are installed on the external portion of the ship. Topside also includes space and weight reservations for the installation of topside antennas, with associated foundations, cabling, Radio Frequency switching and coupling hardware and components, and associated inter-dependent systems.
C4I Cabling – Refers to cabling that serves C4I equipment located within Communications Suite, remote space, and topside.
Inter-Compartment Cabling – Refers to C4I cabling that terminates one or both ends external to Communications Suite.
Intra-Compartment Cabling – Refers to C4I cabling that terminates both ends within the Communications Suite.
Government Furnished Government Installed (GFGI) – Refers to a subset of C4I GFE consisting of equipment that will be installed by the Government.
Government Furnished Contractor Installed (GFCI) – Refers to a subset of C4I GFE consisting of equipment that shall be installed by the Contractor.
3.0 General
The C4I system consists of equipment located within the Communications Suite, remote space, and topside. The work required to deliver a fully operational C4I system will be done under a turnkey approach whereby the work will be performed by both the Contractor and the Government. Section 6.0, Government Furnished Information (GFI), will provide not-to-exceed values for equipment dimensions and access envelope, weight, Heating, Ventilation, and Air Conditioning (HVAC) load, electrical load, and foundation requirements for the C4I systems.
The Contractor shall keep access envelopes free of any structure, piping, ventilation ductwork, or any other obstruction that will interfere with the installation, operation, or maintenance access to the C4I equipment. Updated GFI will include antenna locations, layout of the Communications Suite, and Center of Gravity (CG) specified at the envelope and cabinet levels, and will be provided during detail design 120 days after contract award. Remote spaces that contain C4I GFE shall have envelopes for that equipment provided with not-to-exceed values.
