1.000 SCOPE

This Circular of Requirements (COR) defines the requirements for the Towing, Salvage, and Rescue Ship (T-ATS). T-ATS will be a recapitalization of the retiring Fleet Ocean Tugs (T- ATF) and Rescue and Salvage Ships (T-ARS) capabilities in order to maintain organic Navy 5 towing, salvage, and rescue capabilities.

2.000 DOCUMENTS

The following standards and documents are specified in this COR. While every effort has been made to ensure the completeness of this list, the Contractor is required to meet all specified 10 requirements documents cited in this COR, whether or not they are listed in this section.

Compliance with referenced documents is mandatory even where the referenced document may use terms similar to “recommendation”, “guideline” or “guidance” in their title or text.

Order of precedence - In the event of a conflict between the text of this document and the references (other than Regulatory Body requirements) cited in this document, the text of this 15 document takes precedence. First tier references take precedence over sub-tier references in the event of a conflict. Nothing in this document shall supersede applicable laws and regulations unless a specific exemption has been obtained.

Silence of one document with respect to details or requirements in another document shall not be considered an inconsistency. 20

Effective issue - Where first tier references, such as industry standards, are referred to, the issue or revision/amendment in effect at Detail Design and Construction Contract Award shall apply.

First Tier and Sub-tier Reference - Any referenced document that is directly cited for use or application by an identifying number or name in this COR is a first tier reference for each 25 particular use or application for which it is so cited. Any document that is cited in a first tier reference, or in a document referenced therein, is a sub tier reference. A document that is a sub-tier reference in one application may also be a first tier reference in another application when it is cited directly.

2.300 DEFINITIONS

Accommodations: The facilities provided to support the people on board the vessel including sleeping, recreation, sanitary, medical, food service and office spaces.

Adjacent or Adjacent Space(s): Where referring to multiple spaces, adjacent means that the spaces share a common bulkhead without direct access between the spaces, or the spaces are 20 located directly across a passageway from each other.

The terms ’as approved,’ ’to approve’, ‘approved’, ’as required’, and ’required’ mean the approval by, the requirements of, or the selection of the Government. Additionally, the terms ’approved’ and ’required’ may also mean approved or required by a Regulatory Agency or Regulatory Body. Wherever these terms are used without further qualification, it is the approval, 25 decision, or direction of the Government or Regulatory Bodies, as appropriate that is required.

Approximate: Where the term “approximate” or “approximately” is used, it means that delivered performance, parameter, or characteristics shall be within 10% of the specified value, except where an upper or lower bound on the specified value is provided.

Bath: A bath shall consist of a toilet, a shower, and a wash basin within an enclosed space. 30 Contiguous: Spaces that share a common bulkhead and have direct access between spaces via door or archway.

Contractor: The firm that holds the prime contract with the Government for design and construction of the vessel.

Deck toilet: Deck toilets shall consist of a toilet and wash basin. 35 Dedicated: When used to describe a space, dedicated means that the space serves a single purpose and does not contain any outfitting, equipment, and controls which do not serve the purpose of that space. When used to describe systems or equipment, dedicated means that the item serves a single purpose.

Government: The United States Government, and the Owner of the vessel. 40 Government Furnished Information (GFI): Information essential for the installation, test, operation, and interface support of all Government Furnished Material.

Guidance: A referenced document identified herein as “guidance” does not necessarily provide, nor is it intended that it provide all features and details of the system, subsystems, and equipment to which it relates. It serves the purpose of providing information and guidance 45 which, when utilized in conjunction with applicable specification requirements, may assist in the design and construction of the ship. Reference documents identified herein as “guidance” are furnished without warranty or representation as to their accuracy, completeness, or suitability for use.

Herein: Wherever the term "herein" is used, it is intended to mean in any section of these Specifications, including Appendices. 5

Installed, Furnished, Fitted, or Provided: The Contractor shall procure, install, inspect, and perform other work necessary to ensure systems, subsystems, equipment, and their support systems and structure are capable of performing their intended function, as appropriate, unless otherwise specified.

Living spaces: Spaces whose primary function are the health and comfort of the crew. 10 Machinery space: Spaces classified as machinery spaces by the Regulatory Bodies, steering gear compartments, shaft alleys, pump rooms, motor rooms, thruster machinery rooms, and spaces containing sewage, oil, and solid waste transfer and processing equipment.

Marine Grade: Constructed of materials unaffected by moisture, sea spray, extremes of temperature, and other hazards of the marine environment, and has been designed and constructed 15 to perform its intended function in the marine environment conditions, plus the dynamic motions and cyclic loads imparted in a marine environment. The item must further be designed and constructed for ease and safety of operation under dynamic conditions, and must require minimum maintenance.
