SUMMARY OF CHANGES (REVISED)

The following have been added by full text:

Responses to Offerors’ Questions:

29. QUESTION: Would the Government specify the percentages it envisages Performance Bonds / Payment Bonds?

RESPONSE: The Government may require a Performance Bond and Payment Bond with a total penal amount of up to 3 million dollars for each vessel under contract. Each bond requirement would expire on delivery of the respective ship.

30. QUESTION: The wording of the instruction for Section H-4, pg 91, Task 1.2 suggests that the diesel engines and diesel generator sets are the only material that can be considered Long Lead Time Material.

Is it correct to assume that all material identified by the bidder in the Material Ordering Schedule (DI-003-

04) can be ordered under task 1.2?

RESPONSE: Task 1.2, as payable event, is not linked to the Material Ordering Schedule (DI-003-04). If the Offeror chooses to order all the material to support achieving the task 1.2 milestone, it may. However, it is not required to order all material on the Material Ordering Schedule in order to complete Task 1.2 as a Payable Event. The Government expects that there will be other long lead time items ordered at approximately the same time, but for the purposes of the Payable Event Schedule, the Government is tying Long Lead Time item orders to Task 1.2 ordering of the diesel engines and diesel generator sets.

31. QUESTION: Amendment 0002 added 252.225-7019 as a reference in Section I - Contract Clauses. This is the restriction on acquisition of anchor and mooring chain. The parent vessel was equipped with anchor chain from a foreign source. So anchor chain is limited to the U.S. source?

RESPONSE: Correct. There is a restriction on the source of a welded shipboard anchor and mooring chain, four inches or less in diameter, in DFARS 252.225-7019. The anchor and mooring chain has to be manufactured domestically as defined in the clause.

32. QUESTION: Would the Government consider extending the deadline for proposal due dates?

RESPONSE: The due date for proposals to this solicitation is extended to 1400 EDT, June 13, 2017. Due to customer requiremetns this will be the only extension granted on this RFP.
