QUESTIONS AND ANSWERS #10-15
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
10. Q: In case the Contractor performs the entire level of effort on its own there will be no subcontractor assigned to any portion of the level of effort. Please confirm that the requirement for data submittal as described in Section L-3
Subcontractor Costs, will not be applicable.
a. Please also clarify how the specialized reimbursable subcontracted services (e.g. security/guard services) will be structured into the total cost?
b. Historically these type of costs were summarized in a designated ODC item (“Subcontractor”) as a plug number provided by the RFP.
A: If subcontractor costs are not associated, than data submittal as described in Section L-3 is not required .
Subcontractor costs shall be identified in the tabs in Attachment 21 under “Subcontracts” along with subcontractor cost proposal information. Plug in numbers for subcontractor costs are not provided.
11. On Attachment 21 provided, on the Philly pages, the line titled " Total Estimated Cost " has the formula: Subtotal Cost plus Total FCOM cost. On the Norfolk pages, the line titled "Total Estimated Cost" has the formula: Subtotal Cost only
(this ceil does not include the FCOM cost.) Therefore the FCOM is not in the " Total Estimated Costs Plus Fixed Fee " amount for each Norfolk page. The Summary Page is correct , just the individual Norfolk Pages are off.
A: The Norfolk tabs have been updated to include the “Total Cost of Money” to the "Total Estimated Cost." See revised Attachment 21 via Amendment 0003.
12. If the plan is to employ individuals for many of the positions on a salary basis, what justification is allowed for this situation?
A: Employment and terms of compensation are at the discretion of the Offeror. The requirement in Section L-2 Labor
Rates shall apply as stated: “The Offeror shall provide the unburdened direct labor rates for all personnel proposed. The proposed labor rates should be arrived at by utilizing the actual labor rates for personnel proposed. Provide escalation rates for out years and basis. The Offeror shall substantiate all labor rates in the Offeror’s proposal by providing, e.g., payroll data, job offer letters, DCAA approved rates etc.”
13. What is to be included in uncompensated overtime? If it is uncompensated, why is it included in the bid? Will it in fact be compensated if it is identified in the bid?
A: Proposing uncompensated effort/overtime is at the discretion of the Offeror. If applicable and proposed, see RFP
Section L-2 Labor Rates, which states “If the Offeror proposes uncompensated overtime it shall be clearly identified and shall comply with the requirements of FAR 52.237-10 “Identification of Uncompensated Overtime.” Additionally, Offerors shall provide data to substantiate uncompensated overtime, e.g., by providing decremented rates of preceding year for the individual for whom the uncompensated overtime is proposed, signed letter of agreement for uncompensated overtime from the individual proposed, etc.”
14. Please clarify the satellite office vs. main office requirement. Is there a limitation on the location of the main office? Is there a limit on the number of main offices if the bid effort is split between a prime and subcontractor?
