QUESTIONS AND ANSWERS #1-4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Q: Can the security clearance requirements be modified to remove the requirement for clearances to be current at the time of bid submission?
A: See Amendment 0001 for updates to Section C and Section L with regards to Security Clearance requirements for Key
Personnel.
2. Q: A normal workday includes a 30 minute lunch and a 15 minute break in the morning and one in the afternoon. Please clarify your intention and/or modify the language in this paragraph to allow for the DOL mandated breaks.
A: The Fair Labor Standards Act (FLSA) does not require breaks or meal periods be given to workers. By stating in the solicitation that "a normal workday shall be eight (8) hours long, not including lunch or breaks," this does not preclude the worker from taking a lunch or break period, but such hours are considered non-compensable.
3. Q: C.2.3 Vessel Maintenance Priorities - states: “…all service craft assigned to the inactive fleet will be maintained as
Category “C” Vessels.” Will the contractor need to install cathodic protection, dehumidification, and fire and flood alarms on service craft? In-service barges are frequently moved for work purposes and power application/removal/reinstallation is not practical. Please clarify the requirement.
A: Service crafts will not require DH or Cathodic Protection or Fire and Flood alarms to be installed. They are required to be maintained as active Service craft receiving preservation and maintaining all installed equipment.
4. Q: Can the key personnel positions be revisited to include only those positions that require a “Key” designation?
A: See Amendment 0001 for updates to Section C and Section L with regards to Key Personnel.
