SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this amendment:

1. Under Section C - Descriptions and Specifications, the following paragraph has been modified:

2.3 For those items requiring approval, approval will be based on technical content and compliance with the contract requirements. For documents requiring approval as indicated in Block 8 of Attachment A: Contract Data Requirements List, DD Form 1423 – Exhibit A, submissions indicated as drafts of the documents are for information and Navy comment prior to the final submission, and only the final submission shall be for formal approval. The Navy will expedite review and provide response to the Contractor within 30 calendar days from receipt of deliverable data. Disapproved documents shall be modified by the Contractor in accordance with the comments provided by the Navy and resubmitted for Navy reconsideration within 15 calendar days. Documents that are approved with comment may be considered acceptable if the Contractor acknowledges acceptance of the Navy’s comment. Efforts dependent on the approval of a deliverable data item shall not proceed unless approval is received.

2. Under Section J - List of Documents, Exhibits and Other Attachments, Attachment A: Contract Data Requirements List, DD Form 1423 – Exhibit A and General DD Form 1423 Glossary, the following has been modified:

a. CDRL Exhibit Line Item A004 Block 8, delete “A”.

b. CDRL Exhibit Line Item A004 Block 18, delete “Block 8: Approval will be based on an assessment that sufficient analysis has been done and enough information is provided to substantiate the design.”

3. Under Section J - List of Documents, Exhibits and Other Attachments, Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To 1000 VDC Supplying Air and Missile Defense Radar (AMDR), the following paragraphs have been modified:

3.5.2.1 Startup.

AMDR PCM shall provide a programmable default no-load voltage setpoint during transition from Off (Secured) to Ready on startup if no alternative no-load voltage setpoint command is received from MCS (in Remote control) or AMDR PCM HMI (in Local control).

The AMDR PCM shall have a programmable start delay (0 to 5 seconds). When 4160 VAC or 450 VAC Ship service input power is initially applied, the AMDR PCM shall perform a diagnostic check of all functions to establish operability. Control power for the AMDR PCM shall be restored to the AMDR PCM from any power source available to it (i.e 4160 VAC main power, 450 VAC ship service power, or internal Energy Storage).derived from the following three sources, depending on which is available:

• 450 VAC direct feed (auxiliary);

• 4160 VAC input source voltage (main);

• Internal energy storage.

Auxiliary power for the AMDR PCM auxiliaries (i.e. fans, heaters, blowers, etc.) shall be derived from the following two sources depending on which is available:

• 450 VAC direct feed (auxiliary);

• 4160 VAC input source voltage (main).

3.5.2.3 Power interruption.

Interruption of the power supply to the AMDR PCM can occur as a result of equipment casualty (loss of prime mover, failure or misoperation of generator, switchgear, distribution system cabling, or other loads) or switching operation (due to training exercises, system or equipment testing, or operator error). Depending upon the cause of the interruption and the other loads supplied from the Ship Service Electrical System, the voltage and frequency may collapse suddenly to zero or may decay toward zero over a period of several seconds.

AMDR PCM shall not be damaged by power interruptions including, but not limited to, those described in the paragraph above.

AMDR PCM output shall remain within 0 VDC and 1090 VDC upon loss of 4160 VAC power. The AMDR PCM is not required to supply power at its output during a 4160V power interruption at its input.

When the external 450VAC input power source is lost or interrupted and 4160VAC input power is still available, the AMDR PCM shall maintain uninterrupted internal control/auxiliary power and output power to the 1000VDC interface without degradation of power quality beyond specified limits.

When the external 450VAC input power source is lost or interrupted and 4160VAC input power is still available, the AMDR PCM shall continue to support MCS communications.

3.5.2.5 AMDR PCM – Internal Energy Storage.

Control power to the AMDR PCM shall be maintained by an internal energy storage module, for a minimum of 5 minutes following the interruption of the 4160 VAC and 450 VAC supplies. The AMDR PCM shall contain an Internal Energy Storage Module that can be re-charged to full capacity from the auxiliary power source.

3.6.2.1 Requirements.

AMDR PCM-to-Ship's Chilled Water System shall comply with the following requirements:

a. Characteristics of PCM cooling system and interface characteristics shall comply with DOD-STD-1399, Section 532.

b. All AMDR PCM components shall be designed for a chilled water inlet temperature range of 5.5 to 11.1 oC (42 to 52oF).

c. AMDR PCM shall have one inlet and one outlet interface with the ship's chilled water system.

d. If a self-contained cooling loop is used, the fluid pressure shall be 15% lower than the minimum water pressure of the Ship's Chilled Water system to preclude the introduction of AMDR PCM cooling fluid into the Ship's Chilled Water system in the event of a heat exchanger failure.

e. The operating pressure of the Ship's Chilled Water at the AMDR PCM inlet will range between 40 psig and 65 psig.

f. The AMDR PCM chilled water demand at rated power shall not exceed 70 GPM.

g. The maximum chilled water differential temperature across all AMDR PCM components shall be no more than 3.8oC (6.9oF) what is required to maintain the efficiencies of Table II - Minimum Efficiency as a Function of Output Power.

h. The pressure rating for the chilled water system shall be Category C-1 of 802-5959353.

i. The pressure drop from inlet to outlet shall not exceed 10 psi.

j. AMDR PCM shall be capable of supplying 440 kW with a cooling water temperature of 80oF (27oC.) for a minimum of 5 minutes.

4. Under Section L - Instructions, Conditions and Notices to Bidders, CLAUSES INCORPORATED BY FULL TEXT, the following has been added:

NAVSEA presently has organizational conflict of interest clauses as well as proprietary data protection clauses in the Navy’s contract with these contractors. Please provide written notification to the PCO no later than January 6, 2014 stating that the Offeror does not consent to the use of the contractor listed above in the proposal evaluation process. An offeror's submission of a proposal in response to this solicitation shall constitute an acknowledgement that the offeror permits the firm listed above to view the offeror's proprietary data.

5. The following questions are answered relative to Solicitation N00024-14-R-4200:

Question 28:

In Attachment C, Technical Performance Specification Power Conversion Module (PCM) 4160 VAC TO 1000 VDC Supplying Air and Missile Defense Radar (AMDR), section 3.1.3 indicates the maximum continuous output power for the PCM is specified at 1415 kW. Section 3.1.4 provides the minimum required efficiency in various load conditions. Given the maximum allowable flow rate of 70 gpm provided in section 3.6.2.1(f) and the maximum allowable temperature rise is specified at 3.8 C in section 3.6.2.1(g), is there a discrepancy in the specification of the maximum temperature rise of the chilled water in section 3.6.2.1(g)?

Answer 28:

Yes. The Technical Performance Specification paragraph 3.6.2.1(g) has been modified by this Amendment.

Question 29:

Request a minimum one week extension on the due date for the Solicitation to allow for proper subcontractor response to CLIN 0018 requirements that would subsequently be included in the proposal.

Answer 29:

The Navy acknowledges the request and does not plan on extending the proposal submission date beyond what is stated in the solicitation. Sufficient time has been provided to account for the CLIN 0018 activity.

6. Except as amended herein, all other terms and conditions of this solicitation remain unchanged.
