SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this Amendment 0009 to solicitation N00024-14-R-4200:
1. Under Section B – Supplies or Services and Prices, the following has been modified:
NOTE C - Option item to which the option clause in SECTION I applies and which is to be supplied only if and to the extent said option is exercised. Applies to all CLINs and SLINs designated as Option. In the case where option CLINs have alternate quantity subCLINs (CLIN 0004, and CLINs 0010 through CLIN 0014), the Government will only exercise one of these alternates. Up to the total quantity of ship sets may be exercised at the option of the Government. The Contractor shall provide the unit prices for each PCM as a function of the number of PCMs procured within each option. CLIN 0003 will not be exercised unless SLIN 0001AB has been exercised and the CDR for SLIN 0001AC has been completed. SLIN 0004AA will not be exercised unless SLIN 0001AD has been exercised and the CDR for SLIN 0001AC has been completed. SLIN 0004AB will not be exercised unless both SLIN 0001AD and SLIN 0001AE have been exercised and the CDR for SLIN 0001AC has been completed. CLIN 0005 will not be exercised unless CLIN 0004 0003 has been exercised. CLINs 0009 through 0015 will not be exercised unless the required LLTM for the quantities ordered are available (as initially populated by CLIN 0008).
The exercise of SLIN 0001AB option will occur no less than 90 days and no more than 180 days prior to the exercise of CLIN 0003 option. The exercise of SLIN 0001AD option will occur no less than 90 days and no more than 180 days prior to the exercise of SLIN 0004AA option. The exercise of SLIN 0001AE option will occur no less than 90 days and no more than 180 days prior to the exercise of SLIN 0004AB option. The exercise of SLIN0008AA will occur no less than 90 days prior to the exercise of CLIN 0009 option. The exercise of SLIN 0008AB will occur no less than 90 days prior to the exercise of the CLIN 0010 option. SLIN 0018AC will not be exercised unless the prime item development specification delivered under SLIN 0018AB has been submitted by the Contractor and approved by the Navy. CDR for SLIN 0018AB has been conducted. SLIN 0018AD will not be exercised unless any of the SLINs 0018AA, 0018AB, and/or 0018AC have been exercised.
1. Under Section M – Evaluation Factors for Award, the following has been modified:
Evaluated Price
The Government will conduct a reasonableness assessment of the offeror’s “total price” proposed. The Government will NOT conduct a realism analysis. For purposes of making an award decision, the Government will arrive at a “total price” for each proposal by adding the prices proposed in Section B for CLINs 0001 through 0015 and 0018 through 0019. For purposes of this evaluation, the amount for CLIN 0006 will include all hours at the labor mix and labor hours estimated per year, as identified in Attachment L-1 and for CLIN 0007 the NTE amount of $1,000,000.
For purposes of this evaluation, for CLINs with alternate quantities, the maximum quantity will be used for calculating “total price”. Offerors exceeding the limitations established in Section B under Note E for SLIN 0001AA will be considered ineligible for award.
The inclusion of option prices in arriving at a "total price" does not obligate the Government to exercise all or any part of the options. The Government may reject an offer with unbalanced pricingas materially unbalanced if prices for the basic requirement or prices for the option quantities are unreasonable in comparison to each other.
3. The following questions are answered relative to Solicitation N00024-14-R-4200:
Question 39:
Does the Government intend to make a single award for Solicitation N00024-14-R-4200 or will multiple awards be considered?
Answer 39:
N00024-14-R-4200
The Government will make a single award for Solicitation N00024-14-R-4200.
Question 40:
Amendment 008 states that SLIN 0018AC will not be exercised unless the CDR for SLIN 0018AB has been conducted, however, the CDR is required for SLIN0018AC. Request clarification on the CDR requirement for
CLIN 0018.
Answer 40:
Note C has been modified by this Amendment.
Question 41:
The solicitation states that the Government may reject an offer that is materially unbalanced. What is the criteria of a materially unbalance offer ?
Answer 41:
Please see the revised section M language in this amendment. You may find the definition of unbalanced pricing in FAR Part 15.404.
Question 42:
Section L states that a complete program schedule shall be provided in Volume II – Management Proposal. Section L also states that no more than ten foldout pages shall be submitted, and these foldouts shall be used only in Volume I – Technical Proposal. Should the program schedule be provided on 8.5 by 11 inch sized pages?
Answer 42:
The program schedule shall be provided on 8.5 by 11 inch sized pages. It is noted that Section L states that complete program schedule is not included in the page count limit.
4. Except as amended herein, all other terms and conditions of this solicitation remain unchanged.
