6. The following questions are answered relative to Solicitation N00024-14-R-4200:

Question 3:

Request an extension of two (2) weeks to allow a sufficient response and to account for the extended Thanksgiving and Christmas holiday season during which many critical resources will be out of the office.

Answer 3:

The Navy acknowledges the request and does not plan on extending the proposal submission date beyond what is stated in the solicitation. Sufficient time has been provided to account for the holidays in question.

Question 4:

Please confirm that the requirement in Section C, paragraph 18.1.1 requires creation of a prime item specification and definition of viable a second source manufacturer, but does not require pricing of contracting a second source to purchase, build and test the prime design configuration

Answer 4:

CLIN 00018, DDG 51 AMDR PCM OPEN ARCHITECTURE AND ASSOCIATED TECHNICAL DATA

PACKAGE, is a priced CLIN. Offerors must submit a price for all efforts described under this CLIN.

Question 5:

Please clarify that the requirement in Section C, paragraph 18.1.2 requires that a second source supplier is selected and placed on contract for the switching module LRU based on a prime created prime item development specification and the pricing should include a full design/development effort and environmental qualification testing per requirements of Attachment C, paragraph 5.2 (Attachment J shows testing during CLIN 0015 as does paragraph

9.0 of Attachment C). If so, is the second source supplier’s pricing for NRE and in-house testing of the LRU expected to be included in CLIN 0018, as well as the NRE for the prime contractor to manage this phase in accordance with paragraph 18.2.

Answer 5:

The assumption made in Question 5 is correct. All items noted are a part of the scope of the priced CLIN 0018.

Question 6:

Please clarify in Section C, paragraph 18.2 whether the Navy expects a separate PDR, CDR, TRR and PTR to be part of the switching module LRU NRE design phases since this CLIN will be time shifted beyond the CLIN001AA effort.

Answer 6:

As noted in this amendment, the Contractor shall conduct a separate CDR and TRR as part of the development of the switching module LRU NRE design phase in order to provide the Navy and Contractor the opportunity to assess the technical progress of the LRU development.

Question 7:

Under CLIN 0009, in paragraph 9.0, it states that an enclosure is to be acquired and assembled for future use in

CLIN 0015 and subsequently shipped as one of the CLIN 0015 PCMs (subsequent to EQT completion on the second source switching module LRU). Since vibration and shock testing may adversely impact the integrity of the enclosure and non-switching components, will this enclosure and non-switching components be allowed refurbishment /replacement as necessary to meet production shipment criteria?

Answer 7:

Section 6.3 states that the Contractor shall perform any refurbishment necessary to the ship sets post land based and environmental testing, to the extent tasking is provided by the engineering services. This item would also apply to any modifications to the enclosure procured separately under CLIN 0009.

Question 8:

In the Solicitation, Section B, Determination of Performance Incentive, the schedule incentive for CLIN 0009 has a required delivery date #2 (RDD2) of 42 months after contract award. Attachment J schedule shows full delivery

(enclosures and switching module LRUs) of CLIN 0009 hardware 49 months after contract award assuming that this option is exercised 1 February 2017. Please clarify how the incentive/disincentive delivery date (RDD#2) for CLIN

0009 using the latest CLIN option award date of 30 April 2017 (FAR 52.217-7 OPTION FOR INCREASED

QUANTITY--SEPARATELY PRICED LINE ITEM) can be correlated to the allowable 14 month timeframe

(completion of all deliveries) of Attachment J and Section F.

Answer 8:

The determination of required delivery date #2 (RDD2) is based on an optimistic assumption that each prerequisite

CLIN is completed within its established period of performance and that the option for the successive CLIN(s) are exercised immediately upon completion of prior CLINs. The Section B DETERMINATION OF PERFORMANCE

INCENTIVE clause states “The dates identified in paragraph C below assume that the options for CLIN 0003 and

CLIN 0004 are exercised coincident with the successful completion of SLIN 0001AA and the option for CLIN 0009 is exercised coincident with the successful completion of CLIN 0005.” Note C in Section B states “CLIN 0005 will not be exercised unless CLIN 0004 has been exercised.” Therefore, with the Section F period of performance of

SLIN 0001AA of 12 months from contract award; CLIN 0003 is completed and hardware shall be delivered within

12 months after exercise of option; CLIN 0005 is completed 6 months after exercise of option; and CLIN 0009 completion is 14 months after exercise of option (the non-active-switched components, including the enclosures, shall be completed 10 Months after exercise of option), the total is 12 + 12 + 6 + 14 = 44 months after contract award. This amendment corrects the notation of RRD2 to 44 months after contract award, provides the clarification that the delivery date includes both active switched LRUs and non-active-switched components, and also adds a sentence regarding the impact of Navy delay in option exercise. Attachment J is a “Notional” AMDR PCM

Delivery, Government Testing, and Ship Construction Timeline, and is not meant to alter the terms and conditions of the contract.

Question 9:

Please clarify under Section B, SLIN 0008AA LLTM for CLIN 0009 and CLIN 0009 DDG51 AMDR PCM Ship-

Set, that the quantity of one (1) would also include an additional enclosure in addition to an AMDR PCM full ship set of two units.

Answer 9:

Should the additional enclosure stated in CLIN 0009 require the purchase of LLTM, then the offeror may procure

LLTM for this enclosure on SLIN 0008AA. Section B, Item 0008AA has been modified accordingly by this amendment.

Question 10:

Under Section B, SLIN 0008AA LLTM for CLIN 0009 and CLIN 0009 DDG51 AMDR PCM Ship-Set, should this additional enclosure also include all ancillary non-switching components?

Answer 10:

The additional enclosure shall include all ancillary non-switching components. Paragraph 9.0 of Section C indicates that a PCM enclosure shall be as defined in the Interface Requirements Specification, with all external piping and electrical/control connections present and all internal piping and electrical bus-work sufficient to allow the DDG 51

Flight III shipbuilder to install the enclosures and fully integrate the enclosures with the rest of the ship systems.

Question 11:

In the Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline, page 2 Test Delivery

Plan of Attachment J, there is a dotted line reflecting “lessons learned/revision to spec” from the completion of LRIP

#2 EQT to the FRP CLINs 0009-0015. In Attachment J schedule the completion of CLIN 0005 EQT occurs after

CLIN 0008 AA and award CLIN 0009 option. Please clarify if the contractor is expected to incorporate any lessons learned from CLIN 0005 into CLIN 0009 after hardware has been procured under CLIN 0008 AA and CLIN 0009.

Answer 11:

The Contractor shall incorporate any lessons learned from the CLIN 0005 Environmental Qualification Testing

(EQT) into the CLIN 0009 and follow production hardware. Under CLIN 0006 Engineering Services, paragraph 6.4 states “As part of engineering services, to the extent detailed in written technical instructions, the Contractor shall perform any redesign activities necessary to update the design and Technical Performance Specification for the

DDG 51 AMDR Power Conversion Module based on results from AMDR PCM LRIP SCSC and environmental testing (CLIN 0005) that are required to ensure conformance with the requirements of the contract. Any redesign shall undergo the same Navy review and approval processes established for CLIN 0001. The Contractor shall also perform any updates to models developed under 1.2.4 based on the results of any Contractor PHIL, any Contractor

CHIL, FAT, Environmental qualification, and shock testing.”

Question 12:

In the Attachment J Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline, each

FRP CLIN shows a 60-month duration, although under Section F, the Deliveries or Performance for each FRP CLIN

(0009-0015) is stated as 14 months after exercise of their respective option. Please clarify why the Attachment J schedule shows a period of performance of 60 months for each CLIN. As a clerical note, the label (e.g. “Ship 1

(FY16)”) on each FRP schedule line shows an FY that is a year earlier than the schedule shows.

Answer 12:

The Attachment J schedule (orange bars) indicates a rough estimate of total ship construction schedule, and specifies a period during which the contractor may be expected to provide ship installation and checkout support under CLIN

0006, item 6.3. The milestones labeled “1” and “2” on each bar represent the delivery dates in Section F. The label on each bar includes the notional FY of the contract award for the actual ship construction and not the FY in which the option is exercised on this contract.

Question 13:

In the Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline, page 2 Test Delivery

Plan of Attachment J, the LRIP #2 is identified as being subjected to EQT. The CLIN 0005 duration is 6 months per

Section F. Will the Navy allow use of a second PCM (LRIP #3 or #4) to complete EQT within the 6 month timeframe and be refurbished to further test use as was listed for LRIP #2?

Answer 13:

The Navy will not allow use of the second PCM ship-set (LRIP #3 or #4) to be used to complete EQT.

Question 14:

In Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To

1000 VDC Supplying Air and Missile Defense Radar (AMDR), paragraph 3.6.1 (450 VAC Ship electric power) states “450 VAC three-phase, ungrounded supply to support internal AMDR PCM housekeeping functions, control communications to the ship's MCS, anti-condensation heaters, etc. during periods when the AMDR PCM output is de-energized and the main source of power to the AMDR PCM is secured”. Please clarify whether these functions are always provided 450 VAC power or once 4160 VAC main power is available that the 450 VAC power is unavailable (i.e. whether housekeeping power supply must operate under single or dual voltage power supply (450

VAC and 4160 VAC).

Answer 14:

The Technical Performance Specification sections 3.5.2.1, 3.5.2.5 and 3.6.1 and the DDG 51 Class Flight III

Integrated Operational Concept Description (IOCD) for the AMDR PCM section 5.1 all state that control power shall be derived from any one of three sources: 4160 VAC input, 450 VAC, or internal energy storage. The AMDR

PCM shall be able to provide the above mentioned function via all of these sources. Furthermore, the Technical

Specification and IOCD convey that PCM auxiliaries such as fans, heaters, and blowers are derived from 4160 VAC input or 450 VAC. The PCM shall be able to provide the auxiliary function via any one of these sources.

Question 15:

In Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To

1000 VDC Supplying Air and Missile Defense Radar (AMDR), paragraph 3.8.10 prohibited materials consist of

Lithium and Lithium compounds, and Lead and Zinc (via CFR 372). In paragraph 3.5.2, the PCM is required to have an internal energy storage module for a minimum of 5 minutes. Since these materials comprise the most commonly used batteries for this purpose, is it the Navy’s intent in paragraph 3.8.10 to restrict usage of “common” batteries for the internal energy storage module?

Answer 15:

The reference to the Code of Federal Regulations (CFR) 355 and 372 are removed by this amendment. It is not the

Navy’s intention to prohibit Lead Acid batteries. Lithium batteries are prohibited. Other energy storage media are permitted.

Question 16:

In Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To

1000 VDC Supplying Air and Missile Defense Radar (AMDR), paragraph 4.2.2, it states that “Testing shall be accomplished through systematic exercising of the AMDR PCM with instrumentation in each of the required operational modes under the environmental conditions addressed in Section 3.7”. Table X Verification Matrix and its Definitions as listed in paragraph 6.1 defines “Demonstration” as actual hardware operation and “Test” as application of scientific principles to determine properties or functional capabilities. Please clarify the Navy’s expectation of Test and Demonstration for the Verification Matrix.

Answer 16:

The Navy must be certain that the system will perform its tasks properly under a variety of conditions with specific parameter values, error conditions, and overload conditions, i.e. proper instrumentation and monitoring of data is mandatory. A Demonstration carries out steps of the actual operation of an item to provide evidence that the required functions were accomplished under specific scenarios. A demonstration does not require instrumentation, although it is not prohibited. A Test is more rigorous than a Demonstration and provides actual results and data whereas a Demonstration shows the consequences of the actual tests or operator actions taken. For example, to verify input or output power characteristics one must operate the AMDR PCM as well as monitor and instrument various data points to show that the AMDR PCM meets all specific input and output requirements e.g. output voltage regulation or transient voltage tolerance. Hence, the verification of input or output characteristics requires a

Test. To verify that the AMDR starts, supplies output power, and can be shut down, the AMDR PCM shall be operated only to show that the unit turns on and shuts down as expected. This particular instance would not require instrumentation or monitoring of data, would not require specific tracing of error conditions, and would not show the quality of power.

Question 17:

The Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To

1000 VDC Supplying Air and Missile Defense Radar (AMDR), requires the AMDR PCM to be capable of receiving the following commands from MCS: No-load Voltage Setpoint, MCS Emergency Shutdown, operational state commands, fault resets, as well as Automatic/Manual mode settings. Will system testing of MCS messaging with two AMDR PCM cabinets operating simultaneously be required?

Answer 17:

The Navy expects the Contractor to identify and describe the specific testing of the external software interface to

MCS as part of the CDRL A037 Test and Evaluation Program Plan and CDRL A038 Test Procedure. The solicitation under Section C paragraph 3.2.1 also requires the Contractor to “… develop and deliver a control system emulator to emulate the performance and interfaces of the AMDR PCM controls and software developed by the

Contractor. The emulator will be used by the Navy to validate the interface of the AMDR PCM to the MCS in advance of the physical hardware arriving at the Navy’s test sites and aboard ship.” The Navy expects a “MCS emulator” to be used during integration testing and formal testing at the factory witnessed by the Navy to verify the

MCS command interaction with both AMDR PCMs.

Question 18:

Section C paragraph 1.9.1 states “Any external electronic devices that contain hardware and/or software for installing, upgrading, maintaining applications software, setting programmable parameters as well as used for exporting logged and diagnostic data shall be identified by the Contractor. If Commercial off the Shelf (COTS) hardware is utilized with tailored software, then that hardware shall be included as part of the Contractors obsolescence planning.” Is the external software package that executes on the computer connected to the dedicated communications port required to be specified, designed, tested, documented, delivered, and supported as a configuration managed Computer Software Configuration Item (CSCI), separate from the embedded software that executes within the PCM cabinet? Is this software package required to support analysis and filtering of diagnostic data, and execute built-in test of system internals?

Answer 18:

In Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To

1000 VDC Supplying Air and Missile Defense Radar (AMDR), section 3.5.1.4 specifies, “AMDR PCM shall be fitted with a dedicated communications port, separate from the MCS communications, to support the following functions: means to install, upgrade, and maintain the applications software via a dedicated communications port;

means to export logged and diagnostic data via a dedicated communications port; means to set programmable parameters” The specific software design for implementing this capability is left to the Contractor. If this capability is designed using an externally hosted software package, the Navy requires the same level of software artifacts required for the embedded software components in CLIN 0001. If this capability is designed using a standard browser interface (with required Information Assurance controls) that requires no special external software, then the software could potentially execute using an embedded server. This embedded server requires the same level of software artifacts required for any other embedded software in CLIN 0001. The requirement does not state that analysis and filtering tools for diagnostic data and support for initiating built-in test functionality are required.

However, exported log data is required to be readable using readily available software. The solicitation Section C paragraph 3.2 states: “All tools and troubleshooting techniques developed for the AMDR PCM shall be made available to the Navy. This includes but is not limited to software debuggers, custom metering, test tools, simulators, and emulators.” Software of this type is usually defined as “non-deliverable” software, which should be identified in the Software Development Plan with a description of the intended level of documentation and support that would be made available to the Navy.

Question 19:

Security requirements in Attachment C, Technical Performance Specification for the Power Conversion Module

(PCM) 4160 VAC To 1000 VDC Supplying Air and Missile Defense Radar (AMDR), section 3.11 seem excessive given what has typically been required for similar Navy power conversion equipment in the past. These requirements will drive cost and complexity of the HMI software and the software that serves the dedicated communications port. Can the Navy explain why these requirements are needed?

Answer 19:

The increased concern for cyber-attacks against Hull, Mechanical and Electrical (HM&E) equipment has driven the need for these security features in the AMDR PCM. To counter this threat, the Navy’s “Defense in Depth” approach to Information Assurance (IA) requires all information systems be evaluated against applicable IA controls specified in DOD Instruction 8500.2 “Information Assurance Implementation” to provide a layered set of defenses and protections. The Navy has analyzed the requirements for a Mission Assurance Category (MAC) I system and allocated IA controls specified in 8500.2 deemed appropriate for the AMDR PCM. The Navy expects prospective offerors to understand NAVSEA Instructions 9400.2 (as specified in Section C paragraph 1.1.1.2) and 8500.2, and to fully address IA requirements throughout the engineering life cycle and in all applicable CDRLs and technical reviews, and any residual risk that is acceptable given the security requirements of the AMDR PCM.

Question 20:

Please explain the rationale for the following requirement in Attachment C, Technical Performance Specification for the Power Conversion Module (PCM) 4160 VAC To 1000 VDC Supplying Air and Missile Defense Radar

(AMDR), section 3.11.6: “The AMDR PCM user interface services shall be physically or logically separated from data logging, data storage and data management services.”

Answer 20:

This requirement was derived from 8500.2 IA Control DCPA – “Partitioning the Application”. This requirement specifies that a user interface service (e.g. HMI) needs to be separated from other applications (e.g. data logging) to prevent malicious users from exploiting access from one authorized application to gain access into another unauthorized application, and to prevent applications from corrupting other applications from threats such as buffer overflow attacks.
