SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this Amendment 0001 to solicitation N00024-14-R-4200:
1. Under Section J - List of Documents, Exhibits and Other Attachments, the following text is modified:
Attachment D: Contract Security Classification Specification, DD Form 254
2. Under Section J - List of Documents, Exhibits and Other Attachments, Attachment E Government
Furnished Information (GFI), the following have been posted on www.fbo.gov under the TDP link:
a. AMDR Integrated Operational Concept Description (IOCD)
b. Model Description Document (MDD) Template
c. NAVSEA Instruction 9400.2
3. Under Section L – Instructions, Conditions and Notices to Bidders, the following is modified:
FACILITY SECURITY CLEARANCE (NAVSEA) (FEB 2012)
(a) No award will be made to any offeror which does not possess a facility security clearance issued by the Defense
Security Service at the CONFIDENTIAL level. Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance. The
Government is not obligated to delay award pending security clearance of any offeror.
(b) The security classification of this procurement is specified in the Contract Security Classification Specification, DD
Form 254, attached hereto.
4. The following questions are answered relative to Solicitation N00024-14-R-4200:
Question 1:
Clarification is requested on the definition of "Target Length" as specified in the Determination of Performance
Incentive Paragraphs A and C. The last sentence of paragraph A states, "It is in the Navy’s best interest to incentivize Contractor performance by rewarding Contractor efforts in connection with achieving the length identified in their proposal and also to dis-incentivize not meeting the proposed length." Paragraph C mentions
Target Length (TL) as identified in proposal, but qualifies that with "as defined in the technical specification." Is the
TL to be specified in the proposal or was it intended to be added to Table I (Dimensions and weight for each AMDR
PCM) of Attachment C?
Answer 1:
Reducing the overall length of each of the PCMs, while remaining in compliance with the other dimensional and performance parameters specified in the RFP and Attachment C Technical Performance Specification for DDG 51
Flight III AMDR PCM, is important to the Navy. This is emphasized by both the performance incentive identified in the question and the emphasis placed in the physical length dimension during the proposal evaluation, as noted in
Section M - Evaluation Factors for Award, II. EVALUATION FACTORS, Factor #1: Technical Factor. Table I
(Dimensions and weight for each AMDR PCM) of Attachment C identifies a threshold and a goal for length and other parts of Attachment C identifies the description of the PCM to indicate what is included in that length. For an offer to be considered compliant, the length of the PCM in the proposal shall be less than or equal to the specified threshold length. Once a selection is made, the length identified in the winning offer shall be the Target Length referred to in the Determination of Performance Incentive and the incentive will be determined based on the contractor’s performance against that length.
Question 2 http://www.fbo.gov/
N00024-14-R-4200
Attachment E states that there will be 7 attachments of GFI. The question that we have is where can we access these
7 attachments? Is it available through the TDP link referred to on the FedBizOpps site? If so how does one gain access to this site? If the TDP site is not how to access this information then how does one access the 7 GFI attachments?
Answer 2:
Selected items listed on the Attachment E Government Furnished Information (GFI) list and are now available on the FedBizOpps TDP link. These items are marked with Distribution Statement D (DoD and DoD contractors only) and shall be properly handled as controlled unclassified information. Additional GFI may be released at a later date and an amendment noting this issuance will be released concurrently. The specific items posted include:
a. AMDR Integrated Operational Concept Description (IOCD)
b. Model Description Document (MDD) Template
c. NAVSEA Instruction 9400.2
5. Except as amended herein, all other terms and conditions of this solicitation remain unchanged.
