SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this amendment:
1. Under Section J - List of Documents, Exhibits and Other Attachments, the following has been modified:
Attachment J: DELETED
2. The following questions are answered relative to Solicitation N00024-14-R-4200:
Question 21:
In the Attachment J - Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline, it shows two phases of LLTM over a 15 month duration (CLIN 0001AB LRIP LLTM), although under Section F - Deliveries or Performance states that CLIN 001AB shall have a six months duration after option exercise. Please clarify the apparent discrepancy. Can the LLTM material release for LRIP 3&4 units (CLIN 0004) be coincident under CLIN001AB with LRIP units 1&2 (CLIN 0003) to acquire LLTM in higher quantities and within the six month duration?
Answer 21:
CLIN 0001AB LLTM, if the option is exercised, shall support both CLIN 0003 and CLIN 0004 with a period of performance of six months as indicated in Section F – Deliveries or Performance. The intent of providing the Attachment J - Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline was to pictorially illustrate the relationships of the CLIN items. To avoid any conflicting information and given the requirement that the Offerors must submit an Integrated Master Plan in the Volume II Management Proposal, Attachment J has been removed from the solicitation by this Amendment.
Question 22:
In the Attachment J - Notional AMDR PCM Delivery, Government Testing, and Ship Construction Timeline, it shows CLIN 0018 activity blocks which indicate allowable time frame for each listed task, (e.g. 11 months for Drawer Interface and Performance Specification; 14 months for Prime Compete Prototype Drawer to Prime’s Spec to Validate Interface Spec; and 12 months for Compete Drawers based on proven Interface specification). Is it intended that CLIN 0018 would be exercised in second quarter of FY16 through the first quarter FY20?
Answer 22:
Section F – Deliveries or Performance states that CLIN 0018 shall have a 48 month period of performance. It is expected that the Contractor shall execute all tasks identified in Section C, ITEM 0018, if exercised, within this period of performance. The duration of the individual activity blocks shown in Attachment J are not intended to dictate the length of time for specific subtask under CLIN 0018. To avoid any conflicting information, Attachment J has been removed from the solicitation by this Amendment.
Question 23:
In the Attachment J, Schedule, please confirm that FY refers to Government Fiscal Year (Oct 1-Sept 30).
Answer 23:
All references in the solicitation to “FY” are to indicate Government Fiscal Year.
Question 24:
In Section C – Description and Specifications, ITEM 0019 defines activities that may be beyond the 24 month period of performance identified in Section F Deliveries or Performance, e.g. “managing the requirements definition, project planning, project execution, design, development, and delivery of all logistics products associated with fielding and life cycle support of the AMDR PCM aboard the DDG 51 Class Flight III ships”. Would some of these activities be conducted/updated once CLINs 0003 and CLIN 0004 testing has been completed resulting in a longer period of performance for CLIN 0019?
N00024-14-R-4200
Answer 24:
The period of performance of CLIN 0019 is identified in Section F – Deliveries or Performance and the deliverables identified in the scope of CLIN 0019 in that time period. Should additional logistics management be necessary beyond that period, it will be acquired using CLIN 0006 Engineering Services.
Question 25:
In Section C – Description and Specifications, ITEM 0005, paragraph 5.1 it states that “The Contractor shall prepare and ship one of the two AMDR PCMs from CLIN 0003 and all associated components and auxiliaries to an approved environmental testing facility… Not all required environmental testing needs to be performed on a single unit.” Amendment 0002 Question 13 response disallowed a second unit (LRIP #3 ) from CLIN 0004 from being used to conduct EQT. Please advise if LRIP Unit #1 could be used along with LRIP unit #2 (both from CLIN 0003) to complete all EQT tests in the allotted 6 months.
Answer 25:
LRIP unit #1 may be used along with LRIP unit #2 (CLIN 0003) to complete EQT testing. Delivery schedule of both CLIN 0003 units shall be in accordance with the solicitation.
Question 26:
In Attachment C, Technical Performance Specification Power Conversion Module (PCM) 4160 VAC TO 1000 VDC Supplying Air and Missile Defense Radar (AMDR), paragraph 3.1.1, it states “Dimensions do not include shock excursion, but do include shock mounts, panel assemblies, and controls”. To facilitate PCM shipboard installation, safety and ease maintenance and serviceability, can select, isolated items on the enclosure (e.g. grab handles, E-stop buttons, panel hinges, cooling pipe stub flanges, and MCT stuffing tube fittings) extend into the allowable PCM enclosure maintenance spaces and therefore be excluded from the Table I limitation values? Also, can the PCM enclosure upper rear shock mounts be excluded from the Table I limitations as these items will be adjusted locally outward to facilitate ship installation/attachment?
Answer 26:
The threshold dimensions in Table I are not to be exceeded for the PCM, which includes items that are on the PCM enclosure and required by the PCM specification to be a part of the PCM.
Question 27:
If a firm is potentially being proposed as a subcontractor to more than one prime contractor, is it necessary to submit attachment L-3 multiple times for each prime contractor or is a single attachment L-3 submission sufficient to cover multiple efforts? If vendor information is in CPARS is completion of attachment L-2 and attachment L-3 required?
Answer 27:
A single submission of attachment L-3 is satisfactory. Attachment L-2 will be submitted by each prime contractor, which will enable the single attachment L-3 submission to be reviewed. Attachment L-2 and attachment L-3 should be submitted even if a CPARS report is available.
3. Except as amended herein, all other terms and conditions of this solicitation remain unchanged.
