e) The data is either unreleasable or unavailable.

f) The data is either unreleasable or unavailable.

183 Attachment 8, CBA, paragraph 17.05 (Second paragraph 17.05)

a. The CBA contains two paragraphs 17.05. The second paragraph 17.05 defines a fringe benefit rate and quantifies the minimum employer’s requirement. The current company provided health plan includes a Health Reimbursement Arrangement that provides benefits not covered under the health insurance. Technically, a HRA is not an insurance product, but it is part of the health plan and contributions are considered in kind under Section 4980H of the Internal Revenue Code and may be taxable under the Patient Protection and Affordable Care Act.

i. Does the CBA Group Health Insurance reference in the second paragraph 17.05 exclude employer contributions into the HRA?

The CBA is outside the purview of the USN. The offeror is advised to contact the International Assosiation of Machinists and Aerospace Workers AFL-CIO with its questions.
184Attachment 8, paragraph 17.05 (Second paragraph 17.05)

a. The CBA contains two paragraphs 17.05. The second paragraph 17.05 defines a fringe benefit rate and quantifies the minimum employer’s requirement as including “Leave Pay”. Leave Pay is not defined in Article 11 (Vacation). Leave is described in Article 9 (Leave of Absence).

i. Does the Leave Pay referenced in the second paragraph 17.05 includes only the pay earned while on leave as defined in Article 9 and not vacation pay?The CBA is outside the purview of the USN. The offeror is advised to contact the International Assosiation of Machinists and Aerospace Workers AFL-CIO with its questions.
185Document “FY16-21 AF Projs (rev) and ACI by Site and FY 5 Aug15.xlxs”, the revised airframe HX & forecast tab (revisions of 5 Aug 2015) OVHL totals per FY do not match the total number of overhauls shown in Schedule B for CLIN 0X04. Understanding that the FY and contract years may not match up, the total program overhaul numbers between the two documents do not match.

a. Please reconcile the data between the different documents so the documents provide the same information.

b. Please confirm that bidders are to price to the Schedule B numbers.

a. The airframe projections by fiscal year include estimated airframe repairs and ACIs. ACI by site document covers ACI estimates only. A combination of the two projections were used to develop Section B which aligns with the contract year.

b. Offers are to price to Section B.

196 RFP Pg 5, Para 1.3 Table 1 indicates that MCAS Yuma has two UC-12Fs assigned under Sponsor West Marines. Page 58-62, Section B (Attachment B-1) of the RFP does not list MCAS Yuma under West Marines header (CLIN 0X16).

a. Recommend adding MCAS Yuma under CLIN 0X16 in Section B, Attachment B-1.

Please See Amendment 1 of the RFP.
197RFP Pg. 92, Clause 52.245-1 Alt. I Government Property (Apr 2012) Alt I.

i. Is it the Government’s intent to increase costs for the Contractor by including the Alt. I clause?

ii. Will the Government remove the 52.245-1 Alt I clause and replace it with the 52.245-1 Government Property clause?

Clause 52.245-1 Alt. I Government Property (Apr 2012) is the Government's requirement.
198RFP Pg. 93 Clauses Incorporated by Reference – 5252.217-9509 Liability for Government Property Undergoing Services, Repairs or Modifications (NAVAIR)(Oct. 2006)

i. Since the wording in this clause is in conflict with 52.245-1, 52.245-1 Alt I Government Property and DFARS 252.228-7001 Ground and Flight Risk clauses, will the Government remove this clause from the RFP?

See Amendment 1 of the RFP. Clause 5252.217.9509 will be removed.
199Recommend adding FAR/DFAR clause 52.228-3 Workers’ Compensation Insurance (DBA). OCONUS work under a U.S. Government contract requires DBA.The RFP remains unchanged. FAR 52.228-3 is inapplicable in accordance with prescription in 28.309(a).
205RFP Pg 93, 252.225-7006 - Quarterly Reporting of Actual Contract Performance Outside the United States - OCT 2010

a. Question/Comment/Recommendation: Per farsite.hill.af.mil, this clause number is: 252.225-7006 Acquisition of the American Flag – AUG 2015. Please consider removing this clause

See Amendment 1 of the RFP. Clause 252.225-7006 will be removed.
206RFP Pg 91, 52.222-50 Alt I - Combating Trafficking in Persons (MAR 2015) Alternate I - MAR 2015

a. Question/Comment/Recommendation: Clause is incorporated by reference, however, fill-ins are required for Alternate I. Please provide directive(s) or notices(s) as applicable.

Please see Amendment 1 of the RFP. The Alt 1 version of the Clause will be removed.
208RFP Pg 142, Para c and PWS Pg 21, Para 5.2

a. Page 142 of the RFP states “The cost of general purpose items required to conduct normal business operations will not be considered allowable in the performance of this contract. The following types of general purpose costs required to conduct normal business operations are not allowable: the cost and associated costs for telephones and telephone charges (except for project-related telephone charges for performance of this contract which, per contractor's DCAA-approved accounting system, may be directly reimbursed under communication expenses), modems, typewriters, reproduction machines, word processing equipment, personal computers, computer software, Internet access charges, facsimile machines, commercial carrier charges, pagers, and other general purpose office equipment and office supplies.”

b. Question/Comment/Recommendation: Is it the intention of the government that general purpose items such as those listed above are not considered “allowable” under Cost Accounting Standards (CAS)? Recommend changing this restriction to “unbillable,” as these costs are generally “allowable” under CAS.

c. Question/Comment/Recommendation: PWS (p 21) states “The Contractor shall establish and maintain aircraft site-related services including utilities such as electrical, computer, phone, and internet communications services.” Is this an exception to the statement on page 142 of the RFP?

a & b. See Amendment 1 of the RFP Section L, Part B, Paragraph 4.1c.

c. The PWS and RFP are congruent documents. No further change to the RFP is required.

211Can Summary Plan Description’s and costs for the incumbent’s medical plans be published to assure that offerers bid comparable benefits? This information is considered incumbent proprietary information and is unreleasable.
212RFP Section I. The Government stated in the 16 Jul 2015 responses #57 that 52.249-14 Excusable Delays is not applicable to this solicitation.

a. Please clarify how the contractor will seek relief from reduced payments should any delays be attributable to Government actions if 52.249-14 is not included as part of the contract.

b. If not, please provide the justification for excluding 52.249-14 from the RFP and the mechanism by which delays that would otherwise be excusable/beyond the control of the Contractor are to be excused with regard to determining mission capable rates and all that is related thereto.

a and b. 52.249-14 is not applicable for this requirement IAW with the FAR prescription 49.505(b). See RFP Clause H-1 paragraph d.
216Reference PWS 4.1.2

GFP Property Inventory (Transition Phase In Period): Will all GFP inventory discrepancies be the responsibility of the incumbent contractor?

The Government will work with the incumbent to resolve GFP inventory descrepancies discovered during the Transition Phase-In inventory.
217Reference PWS 5.9.1

Shipping: States “The Contractor shall ship by using best commercial practices to meet Appendix D, Performance Metrics. The Contractor shall be responsible for all packaging and handling.” Please confirm the Government’s intent is to defer to the Contractor’s best practices for performance under this section.

For past performance contract data (Table PP-1) without a contract reference number, can the constituent purchase order numbers be included in the TO# field (PP Contract Data line 4) and for the Contract Number field (PP Contract Data line 4) be included a. If the awardee's "best [shipping] practices" meet commercially accepted industry shipping standards, the answer is yes. The awardee is responsible for accomplishing movement of parts and equipment in order to meet the minimum 80% Mission Capable (MC) rate cited in Appendix D. Handling procedures for hazardous materials, ammunition and explosives are separately addressed within the PWS.

b. The contract number associated with any purchase/delivery/task order number should be provided. Additionally, ensure that the Offeror provides all purchase/delivery/task order numbers for relevancy. If CPARS are unavailable, please ensure the Offeror distributes Attachment L-4.

218 Reference PWS GFP Question:

Can the Government clarify who is responsible for the supply of common tools at the sites?

The awardee is responsible for providing common tools at the Sites, unless specifically identified with the GFP. (PWS paragraph 1.1)
219Reference: RFP CLIN 0X08 and Attachment L-7

The values for CLIN 0X08 in Section B of the RFP do not match the sum of travel and material values in Attachment L-7 for CLIN 0X08. Will the government advise what value should be used for CLIN 0X08 in the price volume?

Please see Section B, CLINs 0X08 in Amendment 1 of the RFP.
224Regarding CLINS XX013 through XX020, are each of these CLINS to include the cost of materials (consumables, repairables, calibration equipment, safety/survival equipment, etc.) required to support the Government's estimated flying hours for both scheduled and unscheduled maintenance at each BSO?Assuming the question meant CLINs 0X13-0X21. Yes, please see PWS Paragraph 1.1 and 5.0.

229 Attachment 8 Article 17.03

a. Please provide the Summary Plan Description for Aetna HRA HF I and Aetna HRA HF II as outlined in the CBA.

b. Per the Summary Plan Descriptions that supports the named benefits, what are the individual and family deductibles for the health plans?

c. Per the Summary Plan Descriptions that supports the named benefits, what is the company’s contribution amount into an employee’s HRA fund?

d. Per the Summary Plan Descriptions that supports the named benefits, what is the coinsurance amount for the health plans?

e. Per the Summary Plan Descriptions that supports the named benefits, what is the out-of-pocket maximum for the health plans?

f. Since the minimum Fringe Benefit Rate (FBR) was reduced from $8.55 to $5.12, please provide the percentage of employees that waive health coverage.

The CBA is outside the purview of the USN. The offeror is advised to contact the International Assosiation of Machinists and Aerospace Workers AFL-CIO with its questions.
230Section B and Section F - CLINS 0013 thru 0021 - Section B shows the Estimated Quantity and Unit, for pricing the base period, to be 12 months. Is it the Government’s intent for Section B to reflect 10 months, as identified in Section F, for pricing the base period for these CLINs? If so, will the Government be issuing an amendment to reflect this change?See updated Section B and Section F. (Amendment 1)
233Attachment B-1 Pricing Table - CLIN 0X16 Does not include a section for identifying the site price for Yuma, AZ under the West Marines site operations line item. Will the Government provide an amended

B-1 with Yuma added?

Please see updated Pricing table, B-1. (Amendment 1)
234Section H Clause 5252.217-9509 Liability for Government Property Undergoing Services, Repairs or Modification appears to appears to require a higher level of indemnification than is required by FAR 252.228-7001 Ground and Flight risk and 52.245-1 Alt 1 Government Property clauses. Would the Government consider removing or clarifying the applicability of this liability /indemnification? The Ground and Flight Risk and Government property clauses already address the loss or damage of Government items. Please see Amendment 1 of the RFP. Clause 5252.217-9509 will be deleted.
241Section L Price 4.1(c)Paragraph C appears to state that items that might be otherwise allowable under FAR are not considered allowable under this contract. If under an offeror’s disclosure statement, these items are either charged directly to the contract or included in an overhead pool, please provide clarification on why these cost are considered unallowable under this contract? Please see Amendment 1, RFP Section L, Part B, Paragraph 4.1c.
255We respectfully request; 1) the government confirm legacy aircraft records and site inventory information are available in electronic parsable format, or 2) indicate in what format those records will be provided to the incoming vendorSee also Q/A #221 part 2. 1) GFP (inventory) has been provided electronically (via CD at Pre-Solicitation Conference & another version which included locations via FedBizOps). 2) Transition Phase-Out requirements of current/incumbent contract #N00019-11-D-0010 are available via Electronic Document Access (EDA) website http://eda.ogden.disa.mil/ and does not specify data format.
256Section F - Deliveries and Performance indicates that CLIN 0002 through 0021 are 10 months in duration, however, Section B - Supplies or Services and Prices has a quantity of 12 months for CLINs 0011, and 0013 - 0021. Please clarify if the offeror should be pricing 10 or 12 months.CLINs 0002-0010 are not time based in Section B. CLINs 0011 and 0013-0021 will be updated to show a 10 month duration in Section B. Please see Amendment 1 of the RFP for correct period of performance.
257Will the government clarify when Day 1 occurs for the Aircraft Condition Inspection (i.e. departure from site or arrival at depot location)?X-Ref Q/A #192. The 74 day clock begins once the aircraft is inducted into the depot facility for the scheduled ACI/overhaul after the Government delivers the aircraft (In accordance with Type Commander [TYCOM] directed Aircraft Transfer Order [ATO]) . An aircraft departing a site or arriving at a depot facility does not start the 74 day clock.
258Will the government provide historical cost data related to PWS 5.2 - Site Related Services for Guantanamo BaySee also Q/A #227. Rent pricing varies by requirement and unit availability (ie: studio, 1,2 or 3 bedroom) - historically ranging approximately $400 - $1000 per month. Utility fees (includes water, electric and sewer) historically vary by unit size and seasonal usage and range approximately $300 - $900 per month. This data is provided for informational purposes only.
259RFP Section L, para 3.0 states “For this volume, the Offeror shall identify all contracts, or those portions of a contract, whose performance is within five years of the proposal due date and contains efforts similar to those efforts (e.g., end product or service, type effort, contract tasks, contract type, contract dollar value, etc.), required by this solicitation for the Prime, principal subcontractors, and JV team members, identified in Table ES-1 (Offeror Summary). The requirement to identify all contracts could potentially require bidders to write about 20+ contracts to the full details required by the past performance Section L requirements. The additional requirement to provide SOWs for each of the potentially 20+ contracts could result in over 100 pages of proposal space.

a. Please clarify the requirement to identify all contracts. What specifically does the Government mean by the word identify and by the word all.

b. We recommend the Government cap the total number of relevant contracts provided to the five most relevant programs (within 5 years). Should the Government desire insight to all other relevant bidder program, then we recommend bidders be required to simply provide program titles and contract numbers for relevant.

a. and b. The definitions of "identify" and "all" are the plain meaning definitions associated with them. The RFP remains unchanged.

260 MED (C-12)-065 pg K-26. TC-12B-specific requirement to “REMOVE THE WINGTIPS AND REMOVE SPAR HINGE PINS; SPLIT THE WING AND INSPECT FOR CORROSION. Reassemble wing after inspection”. This is an intensive and expense procedure that will need to be proportionally factored into the price of every ACI for the next five years.

a. Given the planned divestment of this series aircraft, would this task be better addressed as an O&A to avoid pricing in significant work that may not be needed?

See also Q/A #235-237. a. As of 22 September, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment 1, PWS paragraph 1.2.
261MED (C-12)-065 pg K-27. The installation of the Stabilizer Access Panel HBC kit is now a requirement basic to ACI for all aircraft. This is a one-time expensive structural modification that may be inappropriate for a reoccurring inspection SOW. Depending on how long this has been an ACI requirement, it’s possible that the majority of the fleet will have already been modified by the time that the POP begins. The incumbent alone has 100% visibility on how many planes have been modified and can price accordingly.

a. How many aircraft have already had this modification and how many are estimated to have had this modification by contract start?

b. Another way of asking this question, How many aircraft does the government anticipate will need this modification during the POP?

c. If unable to answer a & b, will the government consider removing this modification from the ACI. Then the modification would only be priced when required as an O&A. NOTE: If it hasn’t happened already, it will only be a matter of time before planes arrive at the depot for ACI with this modification already accomplished, but priced to do this task. This will be excess cost the government should not want to pay.

a. The HBC Stabilizer Access panel kits (Hawker Beechcraft kit 101-6003-XXX) were installed on all C-12s (PWS 1.3, Table 1) in accordance with Beechcraft Super King Air B-200 and B-300-series maintenance manuals during ACI as cited in PWS 7.1.

b. Zero.

c. N/A per response to a.

262 Administrative delays processing the O&A WR have historically impacted the delivery schedule.

a. Please describe how the time the government takes to respond to a properly submitted ACI O&A work request will be factored into the number of additional O&A days.

See also Q/A #203 & 220. a. Citing updated PWS 7.1 (see Amendment 1 to the RFP), 12.3 and 12.4, an Over & Above Work Request (O&AWR) shall be submitted (in accordance with NAVAIR Clause 5252.217-9507) for approval of Labor and/or Materials that would extend an ACI (Scheduled Aircraft Overhaul) effort beyond 74 days and/or allocated funding. All Levels of O&A work related to ACIs are included in the 74 days, unless an extension is granted in accordance with the O&A Work Request process.
263MED (C-12)-065 pg K-10 and PWS 3.4.1 Corrosion Control. The government references are NAVAIR 01-1A-509 titled Aircraft Weapons System Cleaning and Corrosion Control for Organizational and Intermediate Maintenance Levels. The document provided by the government is actually NAVAIR 01-1A-509-1 titled Cleaning and Corrosion Control Volume I Corrosion Program and Corrosion Theory. This document is not referenced by the PWS or the MED (C-12)-065.

a. Which document applies?

b. If the former, please provide a copy for reference.

c. The latter contains service requirements inappropriate for a commercial repair station, e.g. “2-6.2. TRAINING AND QUALIFICATION REQUIREMENTS a, b and c. The document provided by the Government, NAVAIR 01-1A-509-1 “Cleaning and Corrosion Control” is the appropriate document. It is sometimes referenced as just NAVAIR 01-1A-509 but the omission of the ‘-1’ does not indicate a separate document.

b. Contractors who maintain and repair corrosion effects for C-12 aircraft and avionics shall comply with the OEM recommendations and the requirements of NAVAIR 01-1A-509-1, as directly prescribed or the equivalent thereof.

264Will the Government remove the requirement that solicitation numbers cannot be included in the footer of Attachment L-4.The RFP remains unchanged. However, the Government will accept Questionairres that contain the footer.
268Is there any ROM figures available for the hangar utility costs? Thanks for

your help.

This information is unavailable.
2701. PWS 3.9.1 states “The Government will provide the following services and logistics support items: ….. “Basic telephone and data transmission lines on Base or home Site”.

a. Is the term “data transmission lines” equivalent to NMCI or commercial internet communication services?

b. Are these data transmission lines NMCI or Commercial?

c. Is NMCI available at all sites to include Guantanamo Bay?

d. If not NMCI data transmission lines can the contractor’s computers connect to the data transmission lines?

e. If NMCI, do contractor End Users have permission to access our Web-Based Information System for contract related business?

f. If NMCI, does the government provide NMCI computers connected at all locations?

a. b. & d. As of 29 September 2015, Commercial data access is available at all Base and Home Sites for contractor's computers; no NMCI connectivity requirement exist in this PWS.

c., e., and f. N/A; no NMCI connectivity requirements exist in this PWS.

271Question: When the Government released Batch 5 of the offeror's Q&A's, there were several answers that referenced "See amendment 1". In order to turn in a compliant proposal reflecting Amendment 001, we request a two week extension due to the gap from the Batch 5 Q&A until Amendment 1 was released. This includes changes to the CLINs and technical volume addressing the changes to PWS as well. Would the government be willing to extend the delivery date a minimum of two weeks so that we can incorporate all of these changes? At this time no extension will be granted.
272Since the attachment L-4, Past Performance Questionnaire has already been sent out to our customers, is it the Governments intent that we resend these new PPQ's out, or will the old version be acceptable? Both versions are acceptable. The PPQ's do not need to be sent back out.
