N00019-15-R-0089 Attachment 1, Appendix F Aircraft Appearance Standards 27 May 2015
AIRCRAFT APPEARANCE STANDARDS
1. The Contractor shall ensure that the aircraft is clean and ready for planned missions. The Contractor shall perform the following actions daily:
a. Remove all debris from the aircraft cockpit. Collect and dispose of all loose paper and trash throughout the aircraft.
b. Brush all loose dust from the center pedestal, instrument panel operator’s console and mission equipment with a soft paint type brush.
c. Clean aircraft instruments as specified by the manufacturer’s manual.
d. Clean windshields of all water spots, water trails and debris IAW the manufacturer’s maintenance manuals.
e. Wipe down and clean aircraft landing gear.
f. Remove all oil traces from the aircraft engine compartment using a manufacturer’s approved solvent or cleaner.
g. Remove exhaust trails from the engine cowling and surfaces of the aircraft using a manufacturer’s approved solvent or a substitute.
h. Empty and clean aircraft galley facilities to include emptying and cleaning coffee and water dispensers.
i. Clean, service and restock aircraft lavatories.
j. Vacuum aircraft carpeting and spot clean on a day to day basis as necessary.
2. The Contractor shall wash aircraft with approved cleaners every fourteen (14) calendar days, upon completion of scheduled detail inspections or when environmental conditions warrant more frequent washing at the discretion of the ACOR. All exterior unpainted metal leading edges shall be polished after each aircraft was and rinse. The aircraft shall be waxed (hard or medium paste wax) a minimum of every six (6) months.
3. C-26 AIRCRAFT APPEARANCE STANDARDS
a. Interior Appearance Standards:
i. Fabric Seat Covers:
ii. Replace when the fabric has discolored or has become stained and can no longer be cleaned.
iii. Tears or cuts shall be repaired immediately upon discovery.
iv. Clean professionally at least every six months.
b. Vinyl Seat Covers including arm and head rests:
i. All nicks, gouges and tears 1/4 inch or larger shall be repaired upon discovery.
ii. All vinyl covers shall be replaced when they cannot longer be repaired or if the repair detracts from the appearance of the item.
iii. Clean as required to maintain a professional appearance standard.
c. Plastic Seat Shrouds:
i. Shrouds shall be replaced if they become cracked and the crack exceeds 1 inch in length.
ii. Shrouds shall be removed and repainted if they become scratched or otherwise unsightly.
d. Seat Pedestal Carpet: Replace when backing material is visible in an area 1/2 X 1 inch.
e. Interior Vinyl Runners:
i. Repair tears less than 1/2 inch in length when practical.
ii. Replace runners when their appearance becomes unsightly or they are torn beyond practical repair limits.
f. Window Trim Rings:
i. Remove smudges, stains, or marks when discovered. Reglue to trim frame when required.
ii. Replace rings when smudges, stains, or marks have become permanent and can no longer be removed, or when fabric becomes unsightly or will no longer adhere to the trim frame.
g. Carpeting:
i. Clean professionally at least every six months.
ii. Replace when backing material is visible in an area greater than 1/2 X 1 inch or color has faded and no longer matches.
h. Plastic/Wood Grain Panels, Placards and Labels:
i. Nicks, dents, and gouges greater than 1/4 inch shall be repaired.
ii. When repairs can no longer be made or when the repairs detract from the item’s appearance, replace the item.
i. Cabinet Knobs/Pulls: Repair as required or replace when repairs are no longer practical.
j. Console: Clean as required to maintain a professional appearance standard.
4. Exterior Appearance Standards:
a. Washing and Polishing:
i. Wash the aircraft with approved cleaners every 30 days or sooner if required. Remove smudges, stains, grease marks, etc. daily during accomplishment of the preflight/postflight and scheduled inspections or maintenance. Rinse the aircraft to meet the intent of NAVAIR 01-1A-509.
ii. Polish the aircraft in accordance with the manufacturer’s recommended frequency and procedures.
iii. Replace placards and labels when they become damaged, worn, torn or unreadable or as soon as they begin to peel or tear.
5. Touch Up Painting:
a. Repaint or touch up, immediately upon discovery, any area that exposes bare metal. All touch up areas shall be properly feathered, sanded, primed, and painted in accordance with the Maintenance Manuals to match existing colors.
b. Extensive touch up requirements shall be deferred no later than the next scheduled phase inspection.
