N00019-15-R-0089 Attachment 1, Appendix (C) Critical Job Positions 27 May 2015
CRITICAL JOB POSITIONS
Project Manager (PM). A PM shall have a minimum 10 years of experience managing multiple-site aircraft maintenance programs in CONUS and OCONUS. A PM’s experience shall include a minimum five years directly managing aircraft maintenance operation.
Maintenance Manager (MM). A MM will serve as the focal point for all maintenance activities at all sites. An MM shall have a minimum 15 years maintaining multi-engine turbo-prop aircraft, with 10 years managing multiple-site aircraft maintenance, including complex aircraft modifications.
Quality Assurance Manager (QAM). This position serves as the focal point in the Contractor’s Program Office for all quality assurance activities. The Quality Assurance Manager shall have at least 10 years of experience, of which eight shall be in maintaining complex, turbine powered, fixed-wing aircraft to include complex airframe modifications and five of the eight must be with the C-26D or similar aircraft. The individual shall be familiar with Navy Maintenance Management Processes and shall have worked other similar programs. Individual shall be familiar with the scope of this PWS and possess a Federal Aviation Administration Airframe and Powerplant (FAA A&P) License and current Inspection Aurthorization (IA). Individual shall have at least five years of experience as a quality assurance supervisor in an FAA FAR Part 145 Repair Station and three years FAR Par 91, 135 and/or 145 shops/facility management experience.
Site Lead Mechanic (SLM). Each site’s Lead Mechanic shall have a minimum one year of experience as a Site Lead and a minimum five years multi-engine turbo-prop aircraft maintenance experience. The SLM shall possess a valid FAA A&P license.
