About this file
This document includes pre-proposal questions and answers regarding a federal contract solicitation to repair the roof and upgrade HVAC and UPS systems at Building 328 at Laughlin Air Force Base. The scope of work involves repairing and replacing the single-ply roofing system covering approximately 45,000 square feet with a new white colored single-ply roof. It also includes upgrading the HVAC and UPS systems in rooms containing UPS equipment to adequately condition the space and externally exhaust any fumes produced. Acid resistant flooring is required in all four pump rooms. Acoustic panels in these rooms must be removed according to asbestos abatement specifications. Adjacent concrete masonry walls must be repainted where infill work is conducted. Pricing is required for a new generator to connect mechanical equipment to emergency power. This is a women-owned small business set-aside contract with a firm fixed price and a NAICS code of 238160 and size standard of $16.5 million.

Question
G‐002/M‐101: Acid Resistant Floor Covering is mentioned. Is this in the scope of work? If so, is it required over the floor in the entire space?
Answer
CE: Yes. According to the design drawings sheet M‐101, all four pump rooms shall receive acid resistant floor covering. Sheet G‐002 listed the requirements for the acid resistant floor covering under
Architectural Notes as stated on sheet M‐101.
Question
MD‐100: States to remove all acoustic panels in room on walls and ceiling and to refer to asbestos abatement specification. Per Asbestos report there is one area in one room that requires abatement.
Nowhere else in scope does it indicate removal of all the panels. Please confirm if this is in scope with the exception of the one area in the asbestos report.
Answer
CE: All acoustic panels in the four pump rooms shall be removed according to what is being shown on
MD‐100. The note simply says they need to be handled according to the asbestos abatement specification where asbestos is present as stated in the report.
Question
MD‐401/MD‐402: Photos showing scope that is not mentioned in SOW. Are all photos on this sheet expected to be included in the scope of work?
Answer
CE: The photos on sheets MD‐401 & MD‐402 are being used to clarify what kind of work is needed at a particular spot. The Design Drawings are part of the contract and the photos are part of the design drawings. Not all required work is necessarily stated in the SOW. Therefore, everything that’s stipulated in the SOW, the specifications and the drawings are considered to be within scope and should be included in the pricing.
Question
M‐101/EP101: Lists a Generator bid option. This is not shown in the scope. Are we to price a generator?
Answer
CE: The Design Drawings are part of the contract. If it’s in the drawings, it’s considered to be in scope.
Yes, include pricing for the generator.
Question
M‐600: Several pieces of mechanical equipment are indicated to connect to the emergency power from the bid option generator. Is this generator already there or are we to price?
Answer
CE: Sheet M‐101 stated that it’s a new generator. It needs to be priced. See comments above.
Question
M‐401: Calls for Re‐Paint of two walls in each of the 4 rooms. Is this in scope?
Answer
CE: It’s in scope because it’s being called out in the design drawings. Refer to sheet G‐002 Architectural
Notes. Under painting, it explains the new CMU infills shall be painted. Then, adjacent CMU walls shall also be repainted (to match). For all new CMU infill, it needs to follow the instructions accordingly. It does not matter whether it’s inside or outside a room. The intent is to repaint where work has been done in order to blend in with the surroundings.
Question
Are there peaks and valleys in the existing roof?
Answer
CE: Yes, there are peaks and valleys directing water flow to the roof drains.
Question
Does the contract include all roof levels?
Answer
CE: Yes, the roof includes all roof levels for a total of about 45,000 SF.
Question
Is there ponding on the roofs?
Answer
Yes, there has been some ponding because some of the roof drains are clogged.
