About this file
This document contains questions and answers regarding a solicitation for repair and replacement of a single-ply roofing system and upgrades to HVAC and UPS systems on Building 328 at Laughlin Air Force Base. The solicitation requires furnishing all materials, labor, tools, equipment, and transportation to complete roof repairs and replacement with a new white single-ply roofing system, along with phased HVAC and UPS upgrades. The UPS upgrades include installation of remote monitoring, controls, and alarms, while HVAC upgrades are needed to adequately condition spaces containing the UPS system and externally exhaust any fumes. Pricing for an optional backup generator and automatic transfer switch can be included in the UPS/HVAC CLIN. No additional site visits or bid schedule revisions can be accommodated. The solicitation is set aside for women-owned small businesses with a NAICS code of 238160 and $16.5 million size standard. The agency is the Department of the Air Force Air Education and Training Command, and award will be a firm-fixed price contract.

Repair Roof and Upgrade HVAC and UPS System B328 Pre-Bid Question
FA309920R0008
31 August 2020
Q&A #4 from Q&A Attachment 10 states that the Pricing for the Generator and the ATSshould be included in the proposal as a bid option. The Section B Price Sheet onlyincludes two CLINS, one for the Roof and one for the UPS/HVAC work. Will a new bidsheet be provided in order to price the Generator and ATS as a bid option or should thecost just be included in CLIN 0002.
CEN Response: The pricing for the Generator and ATS can be included in CLIN 0002.
Q&A #10 from Q&A Attachment 10 states that due to the uncertain amount of deckreplacement needed to provide a unit cost for labor and material as a separate line item. Will the government be adding a line on the bid schedule to include this unit price cost?Ifnot, where should this information be presented?
CONF Response: Unfortunately we will not be able to add an option in the solicitation at this time, please write it in below Section B.
In light of the additional week for bid preparation I wanted to request an opportunity beprovided for a 2nd site visit. Unfortunately on the original site visit my HVAC/ Electricalcontractor did not make it as the person authorized to attend the site visit had car issues inSeguin (Yes they really had a car issue.) I would like to get this individual onsite to helpclarify some of their questions to help improve our overall bid. Is it possible tocoordinate a site visit between now and the due date? Roof access will not be required.
CONF Response: Unfortunately due to manpower and time-constraints, the Governmentcannot provide a second site visit for the project Repair Roof and Upgrade & UPS SystemB328.
