About this file

This statement of work outlines a project to repair and replace the roofing system on Building 328 at Laughlin Air Force Base, along with upgrades to the HVAC and UPS systems. The project includes removing the existing single-ply roofing system and installing a new white EPDM roof. The HVAC upgrade involves adequately conditioning the space for rooms containing the UPS system and externally exhausting any fumes produced. The UPS upgrade adds controls for remote monitoring, control, and alarming of hazardous operating conditions. The solicitation sets aside this acquisition for women-owned small businesses only and uses NAICS code 238160 with a $16.5 million size standard. The government anticipates awarding a firm-fixed price contract and requires entities to register in SAM to bid. The statement of work provides project details, specifications, submittal requirements, and points of contact for interested parties.

1. INTRODUCTION

Repair and replace an approximately 45,800 SF single-ply roofing system located on Building 328 with a similar, new white colored single-ply ethylene propylene diene terpolymer (EPDM) roofing system. The completed project shall provide a newly fabricated, fully functional roof. Failure to provide this project will allow for continued deterioration of an already damaged roofing system. This could create additional costs for interior repairs and potential damage to equipment.

This contract includes a secondary project SOW for HVAC (Heating, Ventilation, Air Conditioning) and UPS (Uninterrupted Power Supply) work which must be phased into the roofing work. See Attachment 1. It is incumbent upon the prime Contractor to coordinate and schedule all roofing work, HVAC and UPS work such that all work requirements are met to the satisfaction of the Government.

Within the below documents, the following shall be consistent. When “the Government” is mentioned, it is a representation of: the Civil Engineer Project Manager (PM), the Contracting Officer (CO), and the Contract Administrator (CA), and the 47th Contracting Flight (CONF). When “the Contractor” is mentioned, it is a representation of: the prime contractor, all sub-contractors, and all other parties working with/for the prime contractor.

2. DESCRIPTION OF WORK

The Contractor shall provide all labor, equipment, materials, transportation, and all other incidentals required to repair and replace the roof of Building 328. Work shall include the removal of the existing roofing system from roof membrane down to the metal deck and the installation of the new roofing system. In the case of unforeseen substructure damage, the Contractor shall make all necessary replacements and repairs to restore structural integrity. All work shall be approved by the CO. The Contractor shall be responsible for ensuring the accuracy of all measurements. All damaged metal decking shall be replaced as required. All trims, flashing/counter flashing, and accessories shall be replaced with new.

The Contractor shall ensure that construction complies with all state, federal and Air Force requirements, codes and standards. The Contractor shall be responsible for sampling all components of the existing roofing system for presence of asbestos. The Contractor shall utilize an independent, licensed third party to conduct the sampling work. The Contractor shall sample all roof levels. Sampling shall be conducted in a manner that is representative of the entire roofing system. The Contractor shall ensure that all sampled roofing areas are patched and weather proofed after sampling activities.

The above list is not necessarily all encompassing. The Contractor shall always provide supplemental work to ensure the listed items are accomplished in a neat and orderly manner and shall provide a complete and usable product.

All work shall comply with the Whole Building Design Guide (WBDG), Unified Facilities Criteria (UFC), and Laughlin AFB Division 01 Specifications. In addition, work shall comply with all local, state, and federal codes where applicable. If any conflicts arise between the regulations, the most stringent shall be enforced as determined by the CO.

The Contractor shall follow all security requirements represented within Attachment A, 47th Security Force Squadron Pre-contract Briefing.
