About this file
This solicitation seeks proposals for a firm-fixed price contract to repair and replace the roofing system and upgrade the HVAC and UPS systems on Building 328 at Laughlin Air Force Base. The scope of work includes replacing the single-ply roofing with a new white roof, upgrading the UPS controls to allow remote monitoring and alarming, and improving the HVAC system to adequately condition the space and externally exhaust any fumes produced. The North American Industry Classification System code is 238160 and the small business size standard is $16.5 million. This acquisition is set aside for Women Owned Small Businesses. All responsible sources may submit a proposal by the response date. The government anticipates awarding a firm-fixed price contract.

EXECUTIVE SUMMARY
On November 14, 2017 AECOM conducted an asbestos survey of Building 328 (B328) at the Laughlin Air Force Base (AFB) in Del Rio, Texas. This survey work was performed at the request of the 47th Contracting Flight/LGCB, 171 Alabama Ave., Building 7, Laughlin AFB, Texas 78843. The survey was conducted to assess areas which may exhibit the presence of asbestos-containing materials (ACMs). The ACM survey was conducted under the guidance of an existing health and safety plan used for previous Asbestos survey work. The inspection was conducted by Mr. Shane Ames of AECOM. This report will document the inspection methodology, review analytical results, and provide findings and recommendations for the removal of the ACM.
A total of sixty (60) bulk asbestos samples were collected during the survey. This survey included sampling of wall texture, wall insulation, HVAC mastic, cinder brick grout, and pipe insulation located inside the four UPS Rooms, on the first floor of the current two-story building.
The suspected ACM samples collected were submitted to Xenco Laboratories, for analysis by polarized light microscopy (PLM). The Lab returned results indicating one (1) of the 60 samples tested positive for asbestos. Asbestos was identified in a (tan) mastic associated with wall insulation on the northwest wall of Pump Room # 3. The tan mastic appears to have been an isolated material within the homogenous (orange mastic) of other wall insulation samples collected in Pump Room # 3.
As planned renovation activities will impact ACMs identified in this report, the ACM must first be removed by a Texas Department of Safety and Health Services (TDSHS) certified Asbestos Abatement Contractor. A licensed Asbestos Consultant will be required to provide an abatement design and oversee any planned abatement project.
WORK AREA DESCRIPTION
The four UPS rooms are located on the first floor of the two-story building, and are constructed of cinder brick walls with bare concrete slab floors.
SURVEY METHODOLOGY AND ANALYTICAL RESULTS
The asbestos sampling was conducted in general accordance with sampling guidelines as listed in the Texas Asbestos Health Protection Rules (TAHPR), US Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA), and the National Emissions Standards for Hazardous Air Pollutants (NESHAP).
The work area was visually scanned for the presence of suspect ACMs. Suspect ACMs were identified and grouped into Homogeneous Areas. A Homogeneous Area is an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture. Homogeneous Areas can extend from room to room within a building, if it is apparent that these areas are constructed of similar material installed at approximately the same time.
A representative number of samples of each suspect ACM within each homogeneous area were collected at random locations and provided to Xenco Laboratories, in Dallas, Texas; a National Voluntary Laboratory Accreditation Program (NVLAP) accredited (#200765-0) and EPA 600/R- 93/116 (improved method).
Sixty (60) bulk samples representing distinct building materials were collected for laboratory analysis with one (1) material testing positive for asbestos. The following tables describe the findings of the laboratory analysis. Table 1 provides the location for materials that tested positive (greater than [>] 1 percent [%]) for asbestos. Table 2 indicates where the samples were collected and provides the results of the analytical testing. The laboratory results for materials that tested positive (> 1%) for asbestos are in bold print. Copies of analytical results are attached as Appendix C.

Notes:
SF (Square Feet) TSI (Thermal System Insulation)
It should be noted that if one sample of a homogenous material is found to be asbestos-containing, all of the homogenous material must be considered an ACM. Additionally, any building materials to which an identified ACM is adhered must be considered to be an asbestos-containing material.
RESPONSE ACTIONS
Notifications to the TDSHS are required to be submitted 10 working days prior to the removal or demolition activities.
RECOMMENDATIONS
Per regulation, entrances to the building in the vicinity of the ACM should be labeled indicating that ACMs are present inside the building, and signs placed in Spanish and English warning of the ACM hazards.
Should a previously unidentified suspect asbestos-containing material be encountered prior to, or during any disturbance activities (e.g., remodeling, remediation, repairs, demolition), those materials should not be disturbed unless they are found to contain 1% or less asbestos through laboratory analysis. If such a case arises, a licensed asbestos inspector/consultant should be retained to perform additional sampling of the newly identified materials.
Following the completion of AECOMS’ investigation activities at B328, all ACM warning labels and signs will be removed unless otherwise directed by Laughlin AFB.
LIMITATIONS
The survey results are based on a field investigation of B328 on November 14th, 2017. This survey was performed solely to guide future renovation work inside the four Pump Rooms and is not a pre-demolition inspection. The owner of the structure retains all liabilities associated with the identification of, and communication regarding the presence, location and quantity of asbestos within the structure whether identified during this survey or not.

These samples were analyzed by layers. Overall asbestos content for the sample is reported when requested. Specific layer or component asbestos content is indicated when present. These asbestos contents should be considered when establishing policy regarding these bulk materials.
Quantification, unless otherwise noted, is performed by calibrated visual estimate. Asbestos in Non-friable Organically Bound (NOB) materials such as floor tiles may not be accurately detected by PLM alone, and the EPA recommends further analysis of "None Detected" NOB samples by methods such as gravimetric reduction/Transmission Electron Microscopy (TEM). Point Counting is not recommended for most non-friable materials unless combined with gravimetric reduction.
Results may not be reproduced except in full. This test report relates only to the samples tested. This report must not be used to claim approval or endorsement by NVLAP, NIST, or any agency of the federal government.

Sample Description/Location Asbestos Content
These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing
Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by
CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced except in full.

STATEMENT OF LABORATORY ACCREDITATION
The samples were analyzed in general accordance with the procedures outlined in the Method for the
Determination of Asbestos in Bulk Building Materials, EPA/600/R-93/116 or the U.S. Environmental
Protection Agency method, under AHERA (EPA 600/M4-82-020), for the analysis of asbestos in building materials by polarized light microscopy. The results of each bulk sample relate only to the material tested and the results shall not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the Federal Government.
Specific questions concerning bulk sample results shall be directed to the Laboratory Director.
