Repair Roof and Upgrade HVAC and UPS System B328
Pre‐Bid Questions B
FA309920R0008
14 August 2020
1. The Attachment 1 Statement of Work does not mention any work required pertaining to
Lightning Protection. The existing roof has a lightning protection system in place and in many areas will require removal of parts of the system in order to install the new roof. Is a new lightning protection system required for this project or just re‐installation of any element that has been removed during construction?
CEN Response: Contractor is responsible for removing, storing and re‐installing the existing lightning protection system.
2. Sheet M‐101 of the Design Drawings calls for Acid Resistant Floor Covering in each of the Pump
Rooms and refers to the Architectural notes which is presumed to be G‐002. Neither the
Attachment 1 or Attachment 2 Statement of Work make any reference to Acid Resistant Floor
Covering as a requirement of the project. Please advise if we are to include this in our pricing for this project.
CEN Response: Yes, all works called out in the design drawings is a required part of the contract.
According to the design drawings sheet M‐101, all four pump rooms shall receive acid resistant floor covering. Sheet G‐002 listed the requirements for the acid resistant floor covering under
Architectural Notes as stated on sheet M‐101.
3. Sheet MD‐100 states to remove all acoustic panels in room on walls and ceiling and to refer to asbestos abatement specification. Per the Asbestos report there is one area in one room that requires abatement. Nowhere else in the Statement of work does it reference removal of additional acoustic wall and ceiling panels. Attachment 2 Statement of Work Paragraph 2.1.1.1 states to remove asbestos containing wall panels. Please advise if we are to remove additional panels beyond the one identified in the Appendix E Asbestos Survey Report located in Pump
Room 3.
CEN Response: Acoustic panels in all four pump rooms shall be removed according to what is being shown on MD‐100. The note simply says they need to be handled according to the asbestos abatement specification where asbestos is present as stated in the report.
4. Design Drawing EP‐101 and M‐101 shows a Generator and ATS as a bid option. There is no mention in the Statement of Work of bid options for this project or a Generator and/or ATS.
There is no bid option CLIN within the Solicitation Section B Pricing Schedule. As such we assume a Generator and ATS is not a requirement of this project. Please confirm.
CEN Response: Do not concur. Pricing for the generator and ATS should be included in the proposal as a bid‐option as described to be used as needed.
5. If the generator and ATS shown on EP‐101 and M‐101 is a requirement of the contract please confirm specific sizing information for both pieces of equipment and indicate where this pricing should be included.
CEN Response: Sheet E‐601 shows the following sizing information:
Generator: 125KW @ 0.8 p.f. 480/277V 60 Hz Diesel Generator
ATS H2: 250A, 480V, 4W, 4P, 22 KAIC as described in E‐601
The pricing shall be identified as Bid‐Option as requested.
6. Sheet M‐600 indicates to tie the CRAC Units and Exhaust Fans to Emergency Power supplied by the Bid Option Generator per Note 6. It is not clear from the Statement of Work that we are providing the Generator. Please advise if this note is in error or whether we are required to provide Emergency Generator to these units?
CEN Response: Do not concur. Note 6 is not an error. The contractor is responsible to tie the
CRAC Units and Exhaust Fans to a backup generator whether it is the existing one or a new one in order to provide emergency power as requested in the drawings.
7. If a Bid Option Generator is not included in the Scope of Work and we are to provide Emergency
Power to CRAC Units and Exhaust Fans, where is the source of this power?
CEN Response: If the existing generator has enough power left to support the new CRAC units and exhaust fans, then, it could be used as the source of backup power.
8. Statement of Work Attachment 2 Paragraph 2.1.1.1 makes no mention of painting being included in this project. Sheet M‐401 calls for re‐painting of the north and south wall in Pump
Room 2 and Pump Room 4. Please confirm whether we are required to paint these walls?
CEN Response: Refer to sheet G‐002 Architectural Notes. Under painting, it explains the new CMU infills shall be painted. Then, adjacent CMU walls shall also be repainted (to match). For all new
CMU infill, it needs to follow the instructions accordingly. The intent is to repaint where work has been done in order to blend in with the surroundings.
9. Is there any painting required in Pump Room 1 and 3. If so, which walls require painting?
CEN Response: Yes. If Pump Rooms 1 and 3 has a similar condition, they should be repainted accordingly. See answer above.
10. Statement of Work Attachment 1 Section 2 states in the case of unforeseen structural damage, the contractor shall make all necessary replacements and repairs to restore structural integrity.
As the note indicates, any damage to the structural deck would be unforeseen as the condition cannot be seen prior to removal of the roof. Typically, on these type of projects the government requests a percentage of deck replacement to be assumed in our proposal. Please advise if the government would like for us to include for example 25% deck replacement in our bid?
CEN Response: Due to the uncertain amount of deck replacement needed, this should be treated as an unforeseen condition. Contractor should provide unit cost for material and labor as a separate line item.
11. Statement of Work Attachment 1 states that the contractor shall sample all components of the existing roofing system for asbestos. Please confirm that this test is required prior to demo of the existing roofing system.
CEN Response: No. Since the existing roof is twenty years old, there should no asbestos issue associated with it. Therefore, sampling all roofing components for asbestos is not necessary.
12. Statement of Work Attachment 1 Paragraph 4.4 requires the contractor to check the condition of existing roof drains to ensure proper function. This is not an issue. It goes on to say that if drains are blocked, broken, or not functioning as designed they should be repaired or replaced with new. During the bidding process we obviously cannot quantify whether there are any issues with existing drains so assume if there is any damage that this would be handled as a differing site condition. Please advise.
CEN Response: Do not concur. It is the contractor’s responsibility to determine how many roof drains will need to be replaced. This is a firm fixed price contract. It is up to the contractor to come up with their own number.
13. Design Drawings were provided pertaining to the Mechanical, Electrical, Fire scope. There are no drawings related to the roof construction. Please advise whether a signed and sealed roofing design is required as part of this project or whether submission of shop drawings is acceptable.
CEN Response: Concur. Submission of shop drawings should suffice, however, the contractor shall refer to Paragraph 4.3 in the SOW.
14. We are requesting an additional site visit be provided as there were several discrepancies between the Attachment 1 and 2 Statement of Work and the Design Drawings leading to confusion as to what elements were included in the Scope of the project. During the site visit the government was not able to confirm whether these elements were in the project or not and that this had to be requested via Q&A. For this reason we are requesting an additional walk to verify the actual elements of the project.
CEN Response: The Government will not consider additional site visit.
15. During the site walk we asked to see he existing Fire Alarm panel however personnel were not aware of its whereabouts. Can the government provide a photograph of the existing fire alarm panel and provide its location for work associated with the Fire Alarm detailed on Sheet FA401.
CEN Response: Concur. Government will provide a photograph of the existing firm alarm panel.
16. Please confirm that the Fire Alarm work shown on F401 is included in the scope of this project as these requirements are not clearly documented in the Attachment 2 Statement of Work.
CEN Response: Yes. The Fire Alarm work shown on sheet F‐401 is included in the scope of work.
17. Statement of Work Attachment 2 Paragraph 2.1.5.5 states to Replace current lighting with explosion proof lighting as prescribed in UFC 3‐520‐05. We assume this pertains to the four (4) pump rooms. Please confirm.
CEN Response: Yes, all four pump rooms shall receive explosion proof lighting as described in drawings.
18. Statement of Work Attachment 2 Paragraph 2.1.5.5 states to Replace current lighting with explosion proof lighting as prescribed in UFC 3‐520‐05. There is no mention of explosion proof lighting on the design drawings and no quantity of lights provided. Please provide a reflective ceiling plan for the pump rooms or confirm how many lights are to be replaced in each room.
CEN Response: Replace all light fixtures in all four pump rooms with explosion proof lighting fixtures as requested. Pump room 1 has a total of eight (8) fixtures and pump rooms 2, 3 & 4 has
15 light fixtures. Match existing lighting layout if possible.
19. Statement of Work Attachment 2 Paragraph 2.1.5.5 states to Replace current lighting with explosion proof lighting as prescribed in UFC 3‐520‐05. Please provide a cut sheet or basis of design light that should be priced for this requirement as no lighting schedule is provided in the
Design Drawings.
CEN Response: Contractor shall submit explosion proof light fixture for approval.
20. Should the Attachment 7 Past Performance Questionnaires be provided via email from the bidding contractor or from the person competing the past performance questionnaire?
CEN Response: The Questionnaires should be coming directly from the person completing the form via email.
21. Solicitation Section L requires the contractor in Part III to provide up to 5 projects of Past Performance information from the past 5 years. Can ongoing projects be used for submission to show similar past performance?
CEN Response: Yes. Ongoing projects can be counted.
22. Please confirm that it is acceptable to submit an electronic copy only of the proposal?
CEN Response: Refer to Solicitation Package Section L‐10 “How to submit your proposal”.
23. Solicitation Section M Section B Sub‐Factor 1 states that the offeror must demonstrate a minimum of 10 years experience in accumulated construction trade experience include the equipment, material, and construction disciplines requires to complete the requirement. Please confirm that this means that amongst all of the firms proposed as part of the team we should show a total of at least 10 years of experience versus all teams being required to have 10 years of individual experience as a company.
CEN Response: In a Joint Venture, the 10 years’ experience can apply to the Team.
24. Solicitation Section M Section B Sub‐Factor 1 states that the offeror must demonstrate continuous compliance with environmental permitting through the Texas Council of
Environmental Quality, such as Storm Water Pollution Prevent Plan without any regulatory non‐ compliance as part of the technical proposal. Due to the nature of this project it is not expected that a Storm Water Pollution Prevention Plan would be required. Please advise if we are still required to address this in our technical proposal.
CEN Response: The contractor is expected to submit an Environmental Safety Plan to demonstrate their understanding of preventing runoff from the construction site into the drainage system in connection to the laydown area as required by the contract.
25. Chiller sole‐source justification was included in the bidding documents. We do not see any chillers on this job. The only AC equipment are the DX CRAC units with Data Aire being listed as the basis of design. Are we to quote what is the basis of design or able to submit any approved equal?
CEN Response: The language in the J&A refers to chillers versus entire systems, with the understanding that when a chiller is replaced, it will require the system to be changed as well in some situations to support the new chiller. This particular case is for new construction; the system should match the chiller being installed. Therefore, the entire HVAC system shall be
Trane brand name per the J&A documentation.
26. M‐401 notes “New CW & Condensate Drain. Connect to existing CW & SS at Restrooms.” Please define the abbreviations.
CEN Response: In universal plumbing terms, CW stands for cold water and SS stands for sanitary sewer.
27. Pertaining to Electrical Scope of Work – 1.5.9 Battery Monitoring System discusses thermal runaway that needs to shunt the UPS. This is a local system per UPS. To properly sense the rise in the temperature you need to monitor each individual cell. Will this be acceptable? This is a product that will be attached to each battery in the cabinet and will shunt trip its corresponding battery breaker. This will also isolate the problem at the source and trip the individual breaker.
CEN Response: Yes it’s acceptable.
28. S‐001 Detail 1 provides an equipment pad detail which we perceive to be for the outdoor condensing units. Is this design required for the equipment pads or can the equipment pad be installed per manufacturer and structural engineer recommendations?
CEN Response: Yes. Manufacturer’s recommendations are acceptable.
29. Please provide a roofing EPDM specification.
CEN Response: Contractor shall submit roofing specifications for approval.
30. Are new walk pads required? If so, please specify a lineal footage, or are we to match existing?
CEN Response: Yes new walk pads are required. Contractor shall match existing.
31. What length roofing manufacturer’s warranty is required?
CEN Response: Roofing manufacturer’s material warranty shall be 20 years.
32. What length roofing installer’s warranty is required?
CEN Response: Roofing installer’s warranty shall be 5 years.
33. Please provide a roofing insulation specification.
CEN Response: Contractor shall submit roofing insulation specifications for approval.
34. The SOW requests R‐30 insulation. Is standard polyisocyanurate insulation acceptable?
CEN Response: Any proven roofing systems meeting minimum requirements shown in SOW is acceptable. The roofing assembly shall meet the R‐30 value as a minimum. Contractor shall propose and submit roofing system for approval.
