About this file

This Road Plan document (Exhibit F) is a specification guide issued by the Washington Department of Fish and Wildlife (WDFW) for contract harvesting operations on the Sherman Creek Wildlife Area in Pend Oreille County, Washington. The plan outlines comprehensive road construction, maintenance, and abandonment requirements for timber harvesting activities spanning approximately 122 acres, with specifications for three primary roads (Powerline Road, Upper Road, and Lower Road) and one temporary spur road. Pre-haul maintenance requirements include brushing, grading, ditch pulling, and culvert cleaning on the three primary roads, while post-haul maintenance requires grading, ditch pulling, and culvert cleaning on the same routes. Spur A is designated for temporary construction and heavy abandonment by November 30, 2026. All pre-haul road work must be completed before timber hauling begins, and contractors must provide minimum five calendar days' notice before commencing work on any designated roads. Road work equipment operations are prohibited on weekends and state-recognized holidays unless written authorization is granted by the Contract Administrator.

The Road Plan establishes detailed specifications for culvert installation, drainage construction, erosion control, and revegetation requirements to protect state resources and prevent sediment delivery to streams. Contractors must maintain all roads throughout the contract term in compliance with Forest Access Road Maintenance Specifications, including monthly culvert inspections and preventative maintenance measures. Heavy abandonment of Spur A requires surface ripping to minimum depth of 10 inches, outsloping at 30 percent minimum, embankment removal, non-drivable waterbar construction at maximum 250-foot spacing, earth barricade installation, and culvert removal. Revegetation specifications call for seed mixture application at 20 pounds per acre on approximately 3 acres of exposed soil, with grass seed meeting strict germination and purity standards. The Contract Administrator retains authority to suspend operations if wheel track rutting exceeds 6 inches, sediment delivery is observed, or surface stability problems persist, and contractors are responsible for all repair and replacement costs for damaged roadway infrastructure.
