About this file

This is an equipment rate schedule document for the Washington Department of Fish and Wildlife (WDFW) that establishes hourly rental rates for heavy equipment and labor used in access road work orders, effective July 1, 2022. The schedule applies to contract harvesting operations on the Sherman Creek Wildlife Area in Pend Oreille County, Washington, where approximately 10,417 tons of sawlogs and 1,209 tons of pulpwood are being harvested across 122 acres in 2 units. The rate schedule covers a comprehensive range of equipment categories including motor graders, dozers, excavators, compactors, gravel trucks, water trucks, and various attachments, with rates differentiated by equipment horsepower and specifications. Labor rates are provided for both journey-level and apprentice-level laborers at fully burdened rates including profit and overhead.

The equipment rates are established on an hourly basis and include operator costs, owning and operating expenses, profit, overhead, and all service and support vehicle costs. Rates vary significantly based on equipment type and horsepower specifications, ranging from $4.80 per hour for small ripper/scarifiers to $446.50 per hour for track-mounted rock drills with large diameter holes. Journey-level laborer wages are set at $50.00 per hour and apprentice-level wages at $47.00 per hour, both fully burdened. The schedule includes provisions for determining rates on equipment not specifically listed upon request, and notes that sales tax applies only to activities not directly tied to state timber sales, with material purchase taxes to be reimbursed. All hourly rates incorporate complete owning and operating costs without additional charge for service and support.
