About this file
This is a Location Specification Sheet for snow plowing and removal services at the Marquette Armory, a Michigan Department of Veterans Affairs (DMVA) facility located at 1820 Lincoln Avenue in Marquette, Michigan. The contract is a three-year agreement with two optional one-year renewal/extension options, running from September 18, 2020 through September 18, 2023, with potential extension through 2025. Snow plowing services are required Monday through Friday during nighttime hours (6:00 PM to 6:00 AM) and on scheduled drill weekends as identified by the State Maintenance Worker. The scope of work includes plowing all standard parking areas, parking spaces, entrances, and exits for snow accumulations in three categories: 2 to 6 inches (estimated 10 occasions per season), 6 to 12 inches (estimated 8 occasions per season), and over 12 inches (estimated 1 occasion per season). Additional services include salt/sand application upon request, military parking lot plowing with specific parameters requiring plowing once monthly prior to drill weekends or automatically when snowfall exceeds 8 inches, snow removal from the premises with loader and dump truck equipment, and post-season grounds repair including removal of gravel, sod, rocks, and debris with restoration using topsoil, seeds, and mulch.
The pricing structure is based on unit prices for each snow accumulation category and service type, though specific dollar amounts are not provided in this specification sheet. Bidders are required to submit a complete equipment list detailing all equipment to be utilized, including make, model, capacity, quantity, approximate age, and ownership status (owned or leased). Contract administration is handled by Timothy Cole (517-481-7650, Colet7@michigan.gov), the Program Manager is Alvar Maki (906-235-5880, alvar.j.maki.nfg@mail.mil), and all invoices should be directed to the DMVA Accounts Payable department (517-481-8041, DMVA-accountspayable@michigan.gov).
