This is a Location Specification Sheet (LSS) for snow plowing and removal services at the Gladstone Armory in Gladstone, Michigan, issued by the State of Michigan Department of Military and Veterans Affairs (DMVA). The contract involves snow management services for the armory facility located at 604 South 18th Street, with plowing operations scheduled Monday through Friday from 6:00 PM to 6:00 AM, plus additional services during scheduled drill weekends. The three-year contract began approximately September 18, 2020, and runs through September 18, 2023, with two optional one-year renewal/extension periods available, potentially extending the contract through 2025. The scope of work includes standard snow plowing for all parking areas, entrances, and exits under three accumulation categories: 2" to 6" (estimated 10 occasions per season), 6" to 12" (estimated 8 occasions per season), and over 12" (estimated 1 occasion per season). Additional services include salt and sand application upon request, dedicated military parking lot plowing with monthly pre-drill weekend service and automatic activation at 8" snowfall depth, snow removal with loader and dump truck, and post-season ground repair including gravel removal, sod restoration, and reseeding.
Bidders must provide pricing for each snow plowing category and related services, submit a complete equipment list detailing make, model, capacity, quantity, age, and ownership status (owned or leased) of all equipment to be utilized. The contract is administered by Timothy Cole (Contract Administrator) and Jason Viau (Program Manager) with the DMVA, with invoices directed to the DMVA accounts payable department. No specific pricing amounts, set-asides, incumbent information, or funding sources are detailed in this specification sheet; the document serves as the pricing framework and equipment disclosure requirements for prospective bidders to submit their proposals.
