About this file
This document contains government responses to industry questions regarding a Statement of Work (SOW) for the Squad Binocular Night Vision Goggle (SBNVG) program. The Marine Corps Systems Command is soliciting the SBNVG through solicitation M67854-19-R-1501. Key details include: the government will not add a separate line item for transportation costs to the ICLS Analysis Form and expects the cost of non-warranty repairs to include shipping; CDRL A005 requiring log data submission will be updated to require delivery 30 days prior to the Provisioning Conference rather than 30 days after contract award; and the SOW will be updated to only require programmatic documentation be provided upon government request rather than upon request or as otherwise directed.
Responses to SBNVG SOW questions and comments.

Government Responses to Industry Questions
# Section Issues / Comments / Question Response
SOW
3.3.18.4
Transportation requires the Contractor to return items for non-warranty repair to the Government at the Contractor's expense.
Question: This would be acceptable for large organizations where transportation is including in the overhead rates. But for smaller companies where transportation costs are charged to each job, this requires restructuring the organizational accounting system. Would it be acceptable to include a transportation cost as a line item In the ICLS Analysis Form under the Block 2 Bulk Part Qty list?
No, the Government will not add another line item for transportation costs. The Offeror may include the cost of shipping in the non-warranty repair costs.
2 SOW 3.3.3
Provisioning Conference references CDRL A005 and lists submission of the data as
30 days prior to the date of the conference.
Question: The PC can be up to 90 days after Start of Work meeting. Can the
Government clarify if the Log Data is due 30 days after contract or 30 days prior to the Provisioning Conference where the information is reviewed?
Yes, the Government will update CDRL A005 blk 12 to state, "30 days prior to the Provisioning Conference."
3 SOW 3.1
“Upon Government request, the Contractor shall readily provide Programmatic documentation to Government representatives during planned visits or.”
Question: In the Draft SOW this sentence ended with the phrase “upon request”. Is this part of the paragraph still applicable or has it been superseded with other directions?
Yes, the Government will update SOW 3.1 to state, "Upon Government request, the Contractor shall readily provide Programmatic documentation to Government representatives."
