About this file

This document provides responses to questions from offerors on a draft request for proposals for the Squad Binocular Night Vision Goggle program. The Marine Corps Systems Command solicited the draft RFP and is seeking comments and questions from industry. The responses clarify that offerors should provide a single step-ladder pricing structure for each CLIN for a 60 month period, and unit pricing for each step rather than total pricing. The minimum contract value will be the first delivery order, and the maximum is set at $249 million calculated as the highest step price times quantity. The document establishes this as a dollar-based indefinite delivery indefinite quantity contract over five years, not a quantity-based one.

# QUESTION RESPONSE

1 Should bidders add the additional columns for years 2-5 to the step-ladder pricing sheet?

No, each offeror shall provide only one step-ladder structure for 60 months per step-ladder quantity break for CLINs 0001, 0002, 0003, and 0004.

2 How should the offeror include the step-ladder pricing for CLINs 1-4 to provide an overall proposed price for the sum of all CLINs?

The Government is not asking for a CLIN total price. The Government is asking for step-ladder pricing. The Government will evaluate pricing through the random number selection process.

3 Do we include the unit price for each step-ladder or the price from a specific qty?

Offerors shall provide the unit price for each step-ladder quantity break.

4 Do you have a specific calculation that we should use as part of the new step-ladder pricing table?

No, the Government does not have nor is the Government providing any calculations for the pricing table.

5 CLIN quantities for CLINs 0001 - 0004 are required in order to determine the total contract value to establish small business percentages. In the answer to Question No. 20 of SBNVG RFP Q&A Amend 0002, the USMC states, “To evaluate price for all CLINs with step-ladder pricing, the Government will select a random quantity between 1 and 3000 for CLINs 0001 and 0002 and between 1 and 500 for CLINs 0003 and

0004.” Section L.3.2.3 Volume II – Small Business (SB)

Participation states, “All Offerors regardless of size shall submit a Small Business Participation Plan presenting percentage in terms of total dollars of work for each SB category, divided by the total contract value.”

In order to determine small business participation percentages CLIN quantities will be required to determine the total contract value. Will the USMC provide quantities for CLINs 0001 - 0004 in order to determine the total contract value?

The Government will not provide separate quantities for the step-ladder CLINs 0001 – 0004. The Government will amend Section B of the RFP to provide the following language:

B.1.1 Minimum Contract Value - The minimum order guarantee shall be the issuance of the first delivery order.

B.1.2 Maximum Contract Value - The maximum contract value for this IDIQ shall be $249M. The Offerors proposed contract value shall be the calculation of the highest step-ladder price multiplied by the highest step-ladder quantity.

Note 1: This contract is dollar based, not quantity based.

The contract will be a dollar based, Indefinite Delivery /

Indefinite Quantity type contract with an ordering period of five years. The Government will authorize delivery and performance through the issuance of Delivery Orders.

Individual or multiple Delivery Orders may be issued for any quantity in each CLIN/SLIN in a given year as long as the cumulative dollar value ordered does not exceed the maximum value of $249,000,000.

Note 2: The contracting system that the Government is required to use to process award documents incorrectly calculates the maximum value of an IDIQ. Thus the Contractor hereby understands that the total amount reflected in Block 26 of the Standard Form 1449, when awarded, is incorrect. The contract minimum and maximum values identified above shall govern this contract. The Minimum Contract Value is the amount obligated on the first delivery order. The Maximum Contract Value is $249,000,000.00. This contract is dollar based, not quantity based.
