How does the Government want CLINs 0005 and 0006 to be priced? What specific items and in what quantities? How is that factored into the overall evaluated price? Please clarify
Offerors shall price CLINs 0005 and 0006 as firm fixed price CLINs not to exceed $5M for CLIN0005 and $12.5M for CLIN006. The Government will updated CLINs 0005 and 0006 NTE limit. Offerors may propose items and quantities as suitable to their proposal, see Section B CLINs 0005 and 0006 descriptions. CLINs 0005 and 0006 will be included in the total evaluated price.
3 Pages 6 & 7
CLIN 0007 ICLS Level 1 Minor Repair, FFP
CLIN 0008 ICLS Level 2 Moderate Repair, FFP
CLIN 0009 ICLS Level 3 Major Repair, FFP
Please clarify contract type. These CLINS require FFP, Section L states FFP/IDIQ, however the structure of CLIN 0007, 0008, and 0009 calls for rates. What is the
Government's intent for pricing CLINs 0007-0009 and how should offerors price them? Will those lines be T & M thus requiring Cost Voucher submittal for payment?
Offerors shall propose CLINs 0007, 0008 and 0009 as FFP. Offerors may propose items and quantities as suitable to their proposal. In all cases the price for CLIN 0007 shall not exceed 10% of the SBNVG unit Price, CLIN 0008 shall not exceed 40% of the SBNVG unit Price, and CLIN 0009 exceed 65% of the SBNVG unit Price. The Goverment will verify the not to exceed percentage by comparing the CLIN to the Product Analysis Work Sheet.
Please refer to the directions tab of the Product Support Analysis Format
04122019.xls attachment #3 under Section J of the RFP. The CLINs are not
T&M and therefore will not require a Cost Voucher.

For all CLINs except CLIN0011, the Government will amend Inspect/Accept terms on page 10 of the RFP to reflect "Inspect at" Origin, "Inspect By"
Government, "Accept At" Destination, and "Accept By" Government.

L, L.2
L.2 Proposal Submission - The Government will accept no hand delivered proposals. Offerors shall send all proposals by mail with adequate tracking procedures to ensure the Government’s receipt of proposals is verifiable (i.e., date and time received and name of individual that signed for the proposals).
Question: The RFP states proposals shall be delivered by Mail. Are you stating only via USA mail or is FedEx or UPS acceptable delivery methods? Please clarify and/or update te RFP accordingly.

Each page shall be single-spaced with a minimum of 12-point font and one-inch margins. All pages shall contain appropriate numbering and contain the complete company name, date, and solicitation number in the header or footer.
Question: 12-point font for graphics and tables may make the proposal unweildy and difficult to evaluate. Does the Government instead desire graphics and tables more easily evaluated? We recommend allowing 8 or 10-point fonts for graphics and tables. Please clarify if 12-point fonts must be used in graphics and tables or instead the use of 8 or 10-point fonts is acceptable.
In graphics and tables the Government will accept 10-point font. The

Question: Green paper with text is often difficult to navigate for evaluation.
Would the Government instead please consider a difference in footer or header as sufficient instead of the use of green paper? We recommend that the footers or headers or both be uniquely identified in Vol I as for reference only instead of using green paper.
No, the Government will not change the requirement.
RFP Page 40, Section L, L.3.1.k.
Offerors shall provide all information necessary for showing compliance with the evaluation criteria within the Volume I 35-page limit via a compliance matrix at the beginning of Volume I.

Please clarify that the compliance matrix be located after the Tables of Content as part of the non-evaluated front matter of Volume I.

RFP Section
G.1.1
G.1.1 Ordering states "contract provides only for firm fixed price delivery orders for products for which unit prices are established in the contract". Yet, below in
Section G.5 Government Payment Office Instructions for DFAS, it reads, "this contract contains a combination of Firm -Fixed Price (FFP) and Time-And-
Materials (T&M) Contract Line Items Numbers (CLINS)". Additionally, the inclusion of FAR 52.216-1 - Type of Contract (page 27) - states “Gov't contemplates award of a FFP, IDIQ contract resulting from this solicitation.” Yet also included is FAR 52.216-31 - Time and Materials/Labor-Hour Proposal
Requirements - Commercial Item Acquisition (page 28) which states, "the
Government contemplates award of a Time-and-Materials or Labor-Hour type of contract resulting from this solicitation".
Question: Does the Government intend to order CLINS 0007, 0008 & 0009 as
T&M versus FFP as currently indicated in the Solicitation?
No, the Government will remove all references to T&M from the RFP.
RFP CLIN's 0007-
ICLS Level 1/2/3- The estimated costs for each are similar to the costs found in the ICLS Analysis Form.
Question: To complete the form and arrive at a total estimated annual cost we will need a quantity to base annual returns on. Should we use the 670 total of the first two delivery orders or will another estimated number be provided?
The Offerors should not arrive at a total estimate stricktly based on the 670 of the first two delivery orders and the Government will not provide an estimate. Instead, Offerors shall base their annual price estimate on their approach to repairing the system, considering their expectation of repair frequency and associated materials cost.
Can FAR clause 252.211-7008 Use of Government-Assigned Serial Numbers be removed? This clause is designated for major end items and night vision does not meet that criteria.
The Government will remove FAR Clause 252.211-7008 from the RFP.
Page 46, Section

0001-0004.
RFP Page 46, Section L.3.2.4.1 b.1
The government requests a total amount for each CLIN, but the CLINS have a quantity listed as UNDEFINED.
Question: How would the government like each CLIN to be totaled?
The Government does not need a total for each CLIN. RFP Section
L.3.2.4.1.B.1 will be updated to state, "Offerors shall enter the unit prices for each step-ladder quantity range in the provided Step-Ladder Quantity
Range Spreadsheet". The Government will provide step-ladder quantity ranges for CLINS 0001 - 0004 as the step-ladder ranges spreadsheet attachment to the RFP and listed in each relevant CLIN. Please see question
2 for clarification on pricing for CLINs 0005 and 0006 and Question 3 for
CLINs 0007, 0008 and 0009.
RFP Page 46, Section L.3.2.4.1 b.2 the government requests an overall proposed price.
Question: Which layer of the Step-Ladder pricing should be used for this calculation and what quantity should be used for each CLIN since they are currently UNDEFINED quantities?
To evaluate price for all CLINs with step-ladder pricing, the Government will select a random quantity between 1 and 3000 for CLINs 0001 and 0002 and between 1 and 500 for CLINs 0003 and 0004.
