About this file

This document contains government responses to industry questions regarding Solicitation Number M67854-19-R-1501 for the Squad Binocular Night Vision Goggle (SBNVG) program. The Marine Corps Systems Command seeks to procure SBNVG systems, refurbish systems beyond economical repair, and purchase associated services including testing, evaluation, software development, and manuals. The maximum contract value is estimated at $249 million over indefinite delivery orders for new goggles as well as refurbishment, testing, evaluation, software development, and manuals. Twenty systems will be purchased initially for testing and evaluation, with operator manuals commercially available, and subsequent systems requiring government-approved manuals. Requirements for software development kits and production reviews were removed.

M67854-19-R-1501 Government Responses to Industry Questions

# Section Issues / Comments / Question Response

Pg 16 -

CDRL

A010, SOW

3.3.13

Are the required refurbishment of SBNVG systems the same 20 systems that are used in the testing and evaluation referenced in CLIN 0001 of the RFP?

The initial delivery order issued at time of award of the basic IDIQ includes both T&E and supportability demo systems. PM IW will update the SOW & CLIN structure stating refurbishment includes both T&E and supportability demo systems that are within the Beyond Economical Repair (BER) limit of 65% of sytem cost.

Pg 4 3.1.2 Delivery Sched

What is the expected total number of SBNVG systems (CLIN 0001) that can be purchased on this contract, as the language in Section

3.1.2 seems to indicate 10,000 maximum? Is there an estimated maximum number of units for individual CLIN’s 0002-0008?

PM IW will not specify a maximum order quantity by CLIN. Instead, a maximum contract value estimated at $249M, inclusive of all CLINs, will be expressed in the contract. This maximum contract value will account for the purchase of any combination of CLINs available for order in Section B.

Pg 16 3.3.14.2 Oper Manual

Please confirm that operator manuals are not required with the first 20 SBNVG’s delivered for T&E 30 days after receipt of a delivery order. 3.3.14.2 indicates that all SBNVG’s delivered shall have operators manuals, however CDRL A011 indicates the first submission is 60 days after contract award.

PM IW will update the SOW and CDRLs to clarify that commercially available operator manuals will be delivered with the first 20 systems. Subsequently delivered systems must include a Government-approved operator's manual.

Pg 7 3.2.3.2 Software Develop ment Kit

(SDK).

In support of product improvement and technology refresh, the Contractor shall provide a SDK application suite for the SBNVG. The SDK shall provide sufficient functionality to alter SBNVG firmware to modify displayed data presentation, export or import data to/from external devices, or alter the operating parameters of the SBNVG components.

Is it the Government’s intent that they should be provided with an SDK application suite and source code to allow modification of the basic programming of the SBNVG Thermal Device?

Specialized test equipment, and intimate knowledge of the device, and its firmware, are required to modify device functionality in the manner described. The Government should clarify this requirement.

PM IW will remove this requirement from the SOW.

5 General Table 1-1 and para 3.2.4 we talk to a Production Baseline Review that we don't have anymore (used to be 3.2.4.2 I think).

PM IW will modify SOW to remove the reference in Table 1-1 and para 3.2.4 to Production Baseline Review.
