SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001
Question 1: Reference page 15 and 16 of 73 Paragraph 3) Instructions for the preparation of quotes. The vendor’s quote shall include a Technical Quote, Past Performance Information, a Price Quote. Subparagraph a) Technical Quote Instructions, Subparagraph b) Past Performance Information Instructions, and Subparagraph c) Price Quote Instructions. None of the paragraphs or subparagraphs cited above have a page limitation in fact is there a page limitation assigned to subparagraphs a), b), or c) for proposal preparation and proposal submission? Are there any proposal page limitations, font, spacing, format requirements?
Answer 1: There is no page limit for any section of the vendor’s proposal. However, if email submission of quotes is utilized, there is a file size limitation that could affect timely submission. Emails must be less than 2Mb and vendors should receive a confirmation email to ensure receipt of quote.
Question 2: Is there an incumbent vendor? If so, what is the contract number, total contract value and period of performance?
Answer 2: The incumbent vendor is Trailboss Enterprises, Inc. The contract number is M00146-15-D-9006.
Details of the contract are listed on the FedBizOps website, www.fbo.gov.
Question 3: What percentage of the workforce requires CAC Cards (access to the NMCI and/or computer systems to complete work documentation) verses RapidGate entry?
Answer 3: Site Supervisor, Site Supervisor designated alternate(s), work leader(s), and Logs and Records Clerks must obtain NMCI network access. The Base Access Requirements section has been revised to include CAC/IT requirements.
Question 4: Page 12, para 3.1 seems to conflict with the SOW whereas the SOW section 6.5 stipulates a 3 shift operation and para 3.1 speaks to a one shift operation at building 133.
Answer 4: Base Access Requirements have been revised to say “The work described herein shall be performed in various buildings (predominantly buildings 133 and 137) aboard FRC East, MCAS Cherry Point, NC and shall be performed during the times specified in the Statement of Work, unless otherwise requested by the contractor and approved in advance by the Government.”
Question 5: In addition to the Site Manager and Composite Fabricator Mechanic positions, are all the aircraft mechanic and aircraft machinist positions designated as Key? If not, what percentage of these the aircraft mechanic and machinist positions are designated Key?
Answer 5: Those labor categories designated with two asterisks (**) are Key Personnel. There are other labor categories in addition to the Site Manager and Composite Fabricator Mechanic that are designated as key personnel.
All individual contractor employees occupying such key personnel labor categories are considered key.
http://www.fbo.gov/
Question 6: Para 4.2: How are the daily work assignments/priorities disseminated to contractor personnel? Do contractors receive assignments from the FRC division chiefs, or are they disseminated through the contractor’s site manager via MC, the AMO or COR?
Answer 6: Work Assignments are disseminated by the FRC-East 1st Level Shop Supervisor or their designee.
Question 7: Para 4.5: What type of NDI services/equipment is/are to be used?
Answer 7: In SOW 4.5 Bulk Process, the sentence "The Contractor shall perform nondestructive inspection service on aircraft, engines, and related components" has been removed. The contractor will not perform these duties.
Question 8: Para 6.1: The SOW states the contractor is to provide All PPE for contractor employees. Does the government intend to provide any items such as cranials, fall protection restraint harnesses, FOD free coveralls, etc.?
Answer 8: The government will provide PPE that is not listed when necessary to perform the work. See SOW section 6.1, as revised.
Question 9: The RFQ does not stipulate any confined space entry requirements. Given the Depot Level repair aspect of this requirement, and the increased costs associated with the performance of confined/tank entry tasks, should one assume there are/may be possible confined space/tank entry tasks?
Answer 9: Confined space training will be required and provided by FRC-East before working in a confined space.
Confined space training is also defined in FRCEASTINST 5100.2K Occupational Safety and Health Manual as referenced in SOW section 3.0.
Question 10: The RFQ does not stipulate any Security Clearance requirements. Do any of the positions require a clearance, NACI or local background checks?
Answer 10: This is not a classified contract. For the purposes of this contract, all employees must obtain either a
Common Access Card and NMCI account or RAPIDGATE pass. See Base Access Section of the solicitation for further details.
Question 11: Are there any ordnance requirements such as handling, working with, near, around or in close proximity to seats, CADS, etc?
Answer 11: Yes. Egress training will be required and provided by FRC-East before working with, near, around or in close proximity to seats, CADS, etc.
Question 12: Para 6.5.1.4: The SOW states weekend work may be required; however page 17 (Scope) states overtime is not provided or authorized under this contract. Because we are mandated to follow federal/state labor laws, working employees on weekends may result in exceeding the NC 40 hour work week. If an employee is required to work a schedule/day outside of his/her normal schedule, will the company’s site manager be permitted to adjust the employee’s regular weekday schedule to eliminate OT?
Answer 12: Yes, schedule adjustments by the site manager to eliminate OT are permitted.
Question 13: SOW Para 6.6 states contractor work will not be required at any off-site location; however page
17, section 2.0 states work shall be performed aboard remote site at MCAS New River. Is the New River site a stand-alone entity with a dedicated team and team leader/supervisor?
Answer 13: The MCAS New River site is a stand-alone entity with a dedicated team. The contractor site supervisor would be at Cherry Point. Also, per SOW 8.22.3, the contractor’s Site Supervisor is responsible for delegating work lead authority as a collateral duty to members of their workforce as the Site Supervisor determines necessary in order to effectively and efficiently manage the work and internal QA responsibilities. SOW Paragraph
6.6 has been revised.
Question 14: SOW 6.9: Personnel physicals and frequencies are mandated by position and age. As an aviation company, we can ascertain and cost out the physical requirements; however, because each physical is tied to the person’s age, this aspect places an unfair cost advantage to the incumbent contractor with respect to planning/costing out the physical requirements. Can the Government revise the table in section 6.9 to include ages, or provide some other information to help even the playing field with respect to planning/costs?
Answer 14: The table cannot be revised to include ages. No other information can be provided with respect to planning/costs.
Question 15: Will the Government please confirm that the Wage Determination - WD 15-2393 (Rev.-2), first posted on www.wdol.gov <http://www.wdol.gov> on 01/05/2016 – is the correct WD to use for this effort? Also, please confirm that there are no Collective Bargaining Agreements (CBAs) associated with this effort.
Answer 15: Wage Determinations will be included per Task Order, rather than in the base contract, as wage determinations can change. Please note that there are separate wage determinations for Craven County (Cherry
Point) and Onslow County (New River). There are no Collective Bargaining Agreements associated with this effort.
Question 16: PWS Para 6.1.1.3 Please clarify if the Mobilization period is inclusive of the Schedule B man-days or is it in additional to the stated man-days. I.e. man-days is based on 12 months however with a 60 day mob period would extend to 14 months?
Answer 16: The base contract will be for a total period of performance of 12-months. During that time, Task
Orders will be placed against the base contract, which may extend past the base contract’s period of performance, per FAR 52.216-22.
Question 17: PWS Para 4.8 Please clarify if the time clock is government or contractor provided?
Answer 17: Time clock is government provided.
Question 18: PWS Para 4.8.3 Define “LC”?
Answer 18: LC is a clocking code, not an acronym. LC is clocked when no direct work or A/C maintenance is available.
Question 19: Page 16/73 Please confirm no questionnaires are required to be sent out for past performance?
Answer 19: Per the Addenda to FAR 52.212-1 of the RFQ, contractors shall submit at least three relevant past performance references, including contact information for each. The contractor is not required to send completed past performance questionnaires with their quotes. However, per 13.106-2(b), the Contracting Officer may evaluate the vendor’s Past Performance using any of the methods set forth at FAR 13.106-2(b), including customer surveys, and past performance questionnaire replies. If a vendor has no relevant past performance history, a vendor must affirmatively state that it possesses no relevant past performance history. Vendors will neither be evaluated favorably or unfavorably on past performance in the event that there is no relevant past performance history available and they have affirmatively stated so.
Question 20: Attachment 4- Industry Hygiene Surveys – we have attempted to click and open but “cannot open specific file” keeps popping up – please re-load.
Answer 20: The Industry Hygiene Surveys have been added as Attachments 04a-u.
Question 21: Is there an estimated start date for this contract?
Answer 21: The anticipated award date is 15 August 2016.
Question 22: 6.5.1.5 Night Operations. Is there any historical work related data on the number of people on the second and third shifts for contractors employees?
Answer 22: Contractor personnel may be required to work second and third shift. Approximately three contractor employees on second shift and one on third shift (numbers may vary based on workload).
Question 23: Are contractor employees required to wear work uniforms?
Answer 23: No, work uniforms are not required.
Question 24: Though there doesn’t seem to be a requirement per se to provide Key Resumes with the subject RFQ, in section 8.0 TEAM COMPLEMENT, it states “The contractor agrees to assign only those key personnel whose resumes were submitted and approved, and who are necessary to fulfill the requirements of the effort.”
Is it the Governments’ intention that Key resumes be provided with the Offer? By CLIN reference and Labor Category, there are 12 Key positions (1 Fabricator; 5 Aircraft Mechanics; 5 Aircraft Machinists and 1 Site Supervisor), Is the Government asking for 12 Resumes; one for each Key position?
Answer 24: Section 8.3 of the SOW states “Key Personnel are annotated by 2 asterisks (**).” See 8.9, 8.12, 8.20, and 8.22 for key personnel categories.
There is no firm requirement to provide key personnel resumes in response to the solicitation, only after contract award during performance are resumes required to be submitted for approval per section 8.0 Team Compliment. However, per Addenda to FAR 52.212-1 (3)(a)(iii)(1), the vendor’s quote shall include a technical approach that shows the “… experience and technical competence of proposed key personnel which demonstrates the ability to manage contract performance.”
Question 25: Instructions for Preparation of Quotes: In accordance with FAR 15.305(a)(2)(iii) will the Government take into account past performance information regarding predecessor companies and key personnel who have relevant experience who will perform major or critical aspects of the requirement?
Answer 25: Yes, the Government take into account past performance information regarding predecessor companies and key personnel who have relevant experience who will perform major or critical aspects of the requirement.
Question 26: Are unit days provided in Section B an accurate historical estimate of the requirement? Is there a minimum ordering quantity for each work order?
Answer 26: The number of days by labor category are a best estimate of the government’s maximum requirement. Ordering limitations are established in solicitation clause 52.216-19.
Question 27: SOW 1.2: Is there a contractor cost associated with implementation/execution of RAPIDGate?
Answer 27: Yes. The cost of the RAPIDGate program can be found on the RAPIDGate website.
Question 28: SOW 6.1: Will the Government provide a complete list of specialty PPE per historical requirements?
Answer 28: See revised PPE information in SOW section 6.1.
Question 29: SOW 2.0, 3rd paragraph: “Work shall be performed aboard MCAS Cherry Point including remote site at MCAS New River, Jacksonville, North Carolina.” Is MCAS New River, Jacksonville, NC applicable to this solicitation? If it is, can the government provide the number of employees and job classifications that will support work at MCAS New River, Jacksonville, North Carolina?
Answer 29: Yes, MCAS New River is a work site. See revised labor mix with new CLINs broken out by the two work sites, Cherry Point and New River.
Question 30: SOW 4.7 Staffing Requirements: “Employee retention is a key element of the staffing requirement and the contractor shall provide a plan of action for maximizing employee retention. If minimum staffing levels are not met at all times the contractor may receive an adverse CPARs review.” The government has a history of hiring contractor employees to meet its shortfalls. Will the government reimburse the contractor’s other direct costs (ODC) incurred for PPE, Safety Shoes, water boots, rain gear, respirators, Bullard helmets, blasters helmets, face shields, hoods, Drug Test, Physicals, RAPIDGate, and HR Processing?
Will the government also waive an adverse CPARs review due to its direct impact on employee retention?
Answer 30: As this procurement is classified as a commercial service acquisition, utilization of Other Direct Cost line items are prohibited by FAR Part 12. Therefore, the government will not directly reimburse PPE costs. PPE costs, along with other cost elements, may be built into the fixed price daily rates. Note that the PPE requirements in SOW section 6.1 have been revised. As for an assessment of the contractor’s performance in the CPARS application, the government will consider all circumstances, including the extent of the contractor’s efforts to fill vacant contractor positions when developing its assessment. And as always, the contractor will be given 30 calendar days to review and accept or challenge any performance assessment. The government will not waive an adverse CPARs review.
Question 31: SOW 4.8.3: “If there is no work for the contractor to perform, the contractor shall reduce their staff accordingly and report such reductions to the COR.” Other direct costs (ODCs) are built into the fully burdened rate to cover PPE, Safety Shoes, water boots, rain gear, respirators, Bullard helmets, blasters helmets, face shields, hoods, Drug Test, Physicals, RAPIDGate, and HR Processing.
SOW 4.8.3 suggests that this Firm Fixed Priced (FFP) solicitation can be reduced based on workload at the contractor’s expense. How is the contractor able to recouped costs for gearing up the employee workforce?
Answer 31: See revised PPE requirements in section 6.1 of the SOW.
Question 32: SOW 6.1 Safety: Can the government confirm that individual fitted respirators are required for the majority of the employees?
Answer 32: In accordance with revised SOW section 6.1, the FRC East will provide respirators as required for contractor employees.
Question 33: SOW 8.14 Equipment Cleaner Worker: This job classification was not among the CLINs. Is it still applicable?
Answer 33: Yes. A CLIN for the Equipment Cleaner Worker has been added.
Question 34: In SOW 4.5 Bulk Processes it states the Contractor shall perform nondestructive inspection services on aircraft, engines, and related components.
However, there is no Labor Category for an NDI Technician. Will the Government please clarify this?
Answer 34: In SOW 4.5 Bulk Process, the sentence "The Contractor shall perform nondestructive inspection service on aircraft, engines, and related components" has been removed. The contractor will not perform these duties.
