EXECUTIVE SUMMARY

A periodic industrial hygiene survey was completed by Mr. Sam Henson, Industrial Hygienist.

The purpose of the survey was to evaluate any changes to work processes or work practices that have occurred since our previous survey in 2013. Previous annual surveys contain information that may or may not be relevant to current working conditions, please keep the previous surveys for reference.

Areas of particular concern or Command interest are as follows:

Medical Surveillance: DODINST 6055.5 requires a registry of personnel occupationally exposed to hazardous chemicals and physical or biological agents to be developed for each workplace surveyed. This registry is used to ensure that each employee potentially exposed to a health hazard is enrolled in the appropriate medical surveillance program and is examined by an occupational health physician, physician assistant, audiologist, or other health care provider to detect any insidious or acute ill effects. The FRC East Safety Office compiles the registry and works with departmental secretaries to schedule required medical surveillance physicals with the

Naval Health Clinic Occupational Medicine Department, (OMD). The OMD appointment scheduler may be contacted by fax number 466-6903 or emailing occ-appt@med.navy.mil.

Hazard Communication/Materials Program: All hazardous materials are drawn from storage and distribution areas throughout the FRC East. The Hazardous Material Distribution Support

Center (HDSC) maintains Authorized Use Lists (AUL) for hazardous materials used by the shops. Employees may obtain a Safety Data Sheet (SDS) one from the HDSC when they check out the material or from their supervisor. In an emergency if the computer system is down, employees may obtain the hard copy SDS from the Security Guard in Building 137.

Managers/First line Supervisors shall ensure that personnel receive hazard specific training about the chemicals to which they are exposed prior to initial use. New employees are provided training on SDS accessibility at the new employee safety orientation. Additional training should be provided whenever there is a process change, employee transfers, new hazards, etc. occur.

The SDS format aligns with the Globally Harmonized System (GHS). Employee training is to be completed by as required and when new products are used.

Hearing Conservation Program: Changes to the Navy hearing Conservation Program were announced through BUMED Note 6260, dtd 13 Dec 2012. Changes include the new Navy

Occupational Exposure Limit for Noise, set at 85 dB(A) with a 3 dB exchange rate, and the hearing protection device requirements have changed.

The Hearing Conservation Program was evaluated. The majority of tools and equipment that produce sound pressure levels (SPL) of 85 dB(A) or greater are labeled. Hearing protective devices (HPD) are required for any personnel whenever they work inside and/or enter designated noise hazardous areas. Employees are required to wear single HPD while operating or are near tools and/or equipment, regardless of duration, that produce SPL between 85 and 96 dB(A).

Double hearing protection is required when noise levels, regardless of duration, are between 96 and 100 dB(A). For sound pressure levels greater than 100 dB(A), double hearing protection is required with administrative controls to bring the effective exposure to less than an 8-Hr TWA of

85 dB(A). Personnel were observed wearing appropriate hearing protection during the survey.

mailto:occ-appt@med.navy.mil

Continue to ensure that employees wear double hearing protection while they use compressed air to dry component parts.

Training on the Hearing Conservation program for ALL personnel is required per reference

(a).

Reference (a) is specific on the use of radios and/or head sets in noise hazardous areas. “The use of portable musical devices such as radio headphones, CD players, Walkman cassette/CD players, etc. is prohibited in industrial areas and in work areas where high noise hazards have been identified.”

Annual audiograms are required for employees who work in areas where the 8-hour time weighted average for noise is above the 85 dB(A) NOEL for at least 1 day out of the year.

Personal Protective Equipment (PPE): PPE is readily available for all personnel. PPE was observed to be in a clean, usable condition and properly stored. B-4026 is storage facility for

PPE bulk.

Emergency Eyewash/Shower Stations: Pressurized plumbed eyewash stations are provided in all areas where required. These eyewash stations are clearly identified by highly visible signs.

Spot checks indicated emergency eyewash stations are being maintained as required by ANSI.

Continue to ensure that plumbed eyewash stations are activated weekly to verify proper operation and to flush the line of rust and other contaminants. Performance of weekly eyewash flushing/inspection is being documented.

Local Exhaust Ventilation (LEV): The LEV systems found are presented in tabular form preceding each worksite assessment. Each work process in this survey is referenced according to its corresponding LEV system. All LEV systems that do not meet the minimum recommended capture velocity are highlighted in bold print for quick and easy reference. The defective LEV systems should be evaluated further by FRC East maintenance and/or engineering personnel in order to correct these deficiencies.

Ergonomics: Employees are trained to recognize and reduce the risks for musculoskeletal injury that are associated with their specific work processes. Some materials are heavy and/or awkward to lift and move. With the exception of the water pressure test tower, lifting aids are available and utilized for these demanding material handling tasks. In addition, team lifting is used for items that weigh more than 50 lbs.

Design Review: Industrial hygienists are required to actively participate in all facility planning, design, construction, and acceptance projects including both special and military construction projects to ensure appropriate hazard control techniques are applied. Please ensure all special projects, engineering designs, and purchasing contracts involving potential health hazards such as toxic materials, radiation, noise, or other health hazards are sent to the Industrial Hygiene

Department for review.

Repeat Technical Findings:

Various ventilation systems are not meeting minimum airflow velocity as required by reference.

Ensure systems are evaluated by maintenance and engineering and call IH after adjustments are made.

Industrial Hygiene Customer Evaluation Form: A customer evaluation form is found in

Appendix B of this report. Please complete this form as deemed necessary and return to the

Naval Health Clinic Industrial Hygiene Department Head via the FRC East Safety Office.

This report reflects conditions and operations within FRC East Shop 93668 during the survey period. Periodic Industrial Hygiene Surveys are required for work places by DODINST 6055.5 and OPNAVINST 5100.23G (with a frequency of every two years for this shop). In addition, changes in procedures, processes, or workload that may significantly alter personnel exposures require more frequent evaluations. Significant changes are defined as workplace modifications that require a change in recommended medical surveillance enrollment, personal protective equipment, or exposure control measures (ventilation, etc). Supervisory personnel should be encouraged to notify the FRC East Safety Office when significant changes occur.
