1. Purpose. The purpose of this directive is to establish responsibilities and procedures for the mixing, freezing, storing, and subsequent distribution of multi-component sealants and adhesives.
2. Cancellation. FRCEASTINST 4840.4P.
3. Summary of Changes. Paragraph 5 has been revised to clarify responsibilities and actions of the Production Activity Control Division (Code 6.3.2) . A “Records Management” paragraph has been added per higher level requirements.
4. Information. High quality sealants and adhesives are essential for the proper maintenance of aeronautical equipment.
Economical, effective procedures for processing and distributing these materials must be instituted to reduce material waste and ensure a consistent, high level of quality.
5. Action. Responsibilities for the mixing, freezing, storing, and distribution of multi-component adhesives and sealants are as follows:
a. Industrial Environmental Division (Code 6.3.5)
(1) Establish staffing required to support the mixing facility operation and ensure appropriate skills are acquired and maintained. Provide on-the-job training as required.
(2) Operate the mixing facility. Ensure personnel assigned to perform the functions required to operate the mixing

V (3) Mix all multi-component sealant/adhesive materials used by the facility, except where type of material or quantity required would make this impractical.
(4) Provide the Polymers & Composites Branch (AIR-4.3.4.4) samples of mixed adhesives and sealants for testing per reference (a)
(5) Order all materials required to support the mixing facility operation, including bulk quantities of sealant /adhesive compounds and blank cartridges used for packaging products, as requested.
(6) Stock mixed, frozen materials per reference (a)
(7) Transfer mixed materials to Hazmat Distribution Supply Centers (HDSC5)
(8) Maintain a record in the Hazardous Material Management System of materials transferred to HDSCs.
(9) Manage stocks of mixed materials to ensure shop needs are filled promptly and material waste is minimized.
(10) Store unmixed sealant/adhesive materials per reference (a) and issue materials to the mixing facility as required. Ensure matched lots are provided where specified.
b. Mission & Workforce Safety Division (Code 7.10.1) Inspect the mixing facility and any potentially hazardous processes periodically to ensure operational safety.
V c. Polymers & Composites Branch (AIR-4.3.4.4)

be checked at the beginning of each work day (first shift) and recorded. Freezer temperature fluctuation over the course of the day due to opening of freezer doors is acceptable; however,
(a) If, at the beginning of first shift, a freezer is warmer than -100 Fahrenheit (-73 Celsius), AIR-4.3.4.4 will be notified and no material shall be issued from that freezer until AIR-4.3.4.4 has approved the material for use.
(b) If an HDSC operator notices the temperature of a freezer is warmer than -65 Fahrenheit (-54 Celsius), AIR-4.3.4.4 will be notified and no material shall be issued from that freezer until AIR-4.3.4.4 has approved the material for use.
(3) Issue mixed materials from HDSC5 per existing directives.
(4) Coordinate with the Industrial Environmental Division (6.3.5) to ensure stocking level of mixed material exists to support known production requirements.
f. Industrial Execution Department (Code 6.2)
Note: Sealants/adhesives shall only be drawn from the HDSC for specific tasks and shall not be stored within the production shops for future use.
(1) All Divisions. Inform the central mixing facility of unusual requirements (special materials, special packaging, large quantities, etc.) for mixed and frozen sealant/adhesive materials at least one week prior to needing the materials.
Materials will be mixed on demand for unscheduled requirements, but a minimum turnaround time of 24 hours will usually be required.
