About this file
This is an Invitation for Bid (IFB) document issued by the State University of New York at Buffalo for the furnish and installation of science casework and equipment for the Biomedical Education Building Third Floor Teaching Lab renovation under Project #2022-109. The procurement encompasses metal laboratory casework, countertops, one fume hood, and six snorkels across approximately 4,563 square feet distributed among seven laboratory and classroom spaces. The scope of work includes all labor, equipment, and materials necessary for complete installation. Questions from bidders are due July 24, 2026, with bids due August 11, 2026 at 2:00 PM, representing an extension from the original August 4 deadline. Expected delivery and installation timeframe is 8-10 weeks from receipt of the University's Purchase Order. The contract is firm for one year with no renewal options specified. Award will be made to the lowest responsive and responsible bidder.
The basis of design for casework is ICI Scientific CornerStone Painted Steel Series or Mott Manufacturing, with other manufacturers accepted at the University's sole discretion. Metal casework must comply with SEFA 8 M laboratory-grade standards featuring cold-rolled steel with electrostatic epoxy powder coat finishes, stainless steel Type 304 countertops with #4 finish, and specified hardware including brushed stainless steel hinges and cam-type removable core locks. The fume hood must be Mott Manufacturing Ltd. "Pro" model with ISO 9001 registration, ANSI/ASHRAE 110 and SEFA compliance, two-year materials and workmanship warranty, and LED lighting at 5,900 lumens. Pricing must remain firm for the contract life on an F.O.B. Destination basis. The procurement includes participation goals for Service-Disabled Veteran-Owned Businesses (SDVOB) at 6.00%, Minority Business Enterprises (MBE) at 16.00%, and Women Business Enterprises (WBE) at 14.00%—these are goals rather than set-asides. Spencer/Vernoche, an SDVOB firm, held an identical or substantially similar contract within the past five years. Bidders must demonstrate a minimum five years' experience furnishing and installing comparable casework, provide three commercial or industrial references, and maintain public liability and property damage insurance of $2,000,000/$4,000,000. The contract is subject to New York State prevailing wage requirements under Labor Law Section 220-i. Faucets and sinks will be procured separately by the University.
