The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining, which imposes Build America Domestic Procurement Preference requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. Contractors must also comply with the Clean Air Act, Federal Water Pollution Control Act, and federal procurement transparency requirements, and are subject to Iran Divestment Act compliance certification.
