About this file
This is Amendment #4 to Invitation to Bid #32701-13826 issued by the Tennessee Department of Environment and Conservation for the Little White Oak Reclamation Project. The amendment updates the ITB Schedule of Events and provides clarifications on site locations and specifications. The project encompasses land reclamation services across 65.3 acres of abandoned strip mine areas at three sites in Campbell County, Tennessee, near Duff. Key deliverables include clearing and grubbing, area grading and excavation, landslide remediation, installation of 11,100 linear feet of silt retention barriers, supply and placement of 3,765 tons of rip-rap and limestone, construction of 400 feet of stream restoration structures, road restoration, fencing installation (3,500 linear feet), and vegetation establishment across all disturbed areas. The pre-response conference is scheduled for February 10, 2026, at 10:00 a.m. ET; written questions and comments are due by February 17, 2026, at 4:30 p.m. CT; sealed bids must be submitted by March 16, 2026, at 2:00 p.m. CT through the Tennessee EDISON Supplier Portal. The contract term is 24 months from the effective date with a potential state option to extend an additional 180 days under identical terms and conditions. Work must be completed within approximately 300 days of receipt of order, with performance milestones requiring 25 percent, 50 percent, and 75 percent acreage completion by days 75, 150, and 225 respectively.
Amendment #4 provides specific site coordinates and technical specifications clarifying that wood posts for fence corners, ends, and H-braces shall be round, 6-inch pressure-treated posts tamped in with dirt, and confirms that the state owner will be responsible for removing residential waste areas noted in the project plans. The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining and is subject to Build America Domestic Procurement Preference requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. The expected maximum contract liability exceeds $1,500,000, with firm and fixed compensation covering all goods, services, deliverables, materials, equipment, overhead, and costs for the entire contract term. Qualified respondents must hold a valid Tennessee State Contractor License with applicable classifications, register with the Tennessee Supplier Portal and Tennessee Department of Revenue, obtain a DUNS number, comply with prevailing wage requirements under the Davis-Bacon Act, and provide evidence of required insurance coverage including workers' compensation, commercial general liability, automobile liability, and pollution liability, along with performance and payment bonds totaling 125 percent of the maximum project liability. The project is evaluated on a lowest-cost responsive and responsible bidder basis meeting all ITB requirements.
