About this file
This is Amendment #2 to Invitation to Bid (ITB) #32701-13804 issued by the Tennessee Department of Environment and Conservation for the Little White Oak Reclamation Project. The amendment updates critical project dates and replaces three attachments with revised versions. The mandatory pre-bid conference is scheduled for February 10, 2026, at 10:00 a.m. ET at the project site. Written questions and comments must be submitted by February 12, 2026, at 4:30 p.m. CT. Sealed bids are due on March 16, 2026, at 2:00 p.m. CT through the Tennessee EDISON Supplier Portal. The project encompasses comprehensive land reclamation services across 65.3 acres of abandoned strip mine areas at three sites in Campbell County near Duff, Tennessee, with deliverables including clearing and grubbing, area grading and excavation, landslide remediation, installation of 11,100 linear feet of silt retention barriers, supply and placement of 3,765 tons of rip-rap and limestone, construction of 400 feet of stream restoration structures, road restoration, and vegetation establishment. The contract term is 24 months from the effective date with a potential state option to extend an additional 180 days under identical terms and conditions. Work must be completed within approximately 300 days of receipt of order, subject to performance milestones requiring 25 percent, 50 percent, and 75 percent acreage completion by days 75, 150, and 225 respectively.
The amendment revised three key ITB attachments: the Pre-Bid Map (updated to 02-10-2026), the Mandatory Pre-Bid document (updated to 02-10-2026), and the Technical Specifications document (updated to 02-03-2026). The expected maximum contract liability exceeds $1,500,000 with firm and fixed compensation covering all goods, services, deliverables, materials, equipment, overhead, and costs for the entire contract term. Bidding is conducted primarily on unit price with lump sum bids required for mobilization, stream restoration, and road restoration components. Qualified respondents must hold a valid Tennessee State Contractor License, register with the Tennessee Supplier Portal and Tennessee Department of Revenue, obtain a DUNS number, comply with prevailing wage requirements under the Davis-Bacon Act, and provide evidence of required insurance coverage and performance and payment bonds totaling 125 percent of maximum project liability. The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining and is subject to Build America Domestic Procurement Preference requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. Bidders must comply with the Clean Air Act, Federal Water Pollution Control Act, Iran Divestment Act compliance certification, and may not have outstanding violations with the Office of Surface Mining or appear on the Applicant Violator System.
