About this file
This is a License Requirements document from the Tennessee Department of Commerce and Insurance (TDCI) Contractors Board for ITB 32701-13826, the Little White Oak Reclamation Project administered by the Tennessee Department of Environment and Conservation. The project involves land reclamation services across 65.3 acres of abandoned strip mine areas at three sites in Campbell County near Duff, Tennessee. Primary deliverables include clearing and grubbing, area grading and excavation (536,000 cubic yards cut and 527,000 cubic yards fill), landslide remediation, installation of 11,100 linear feet of silt retention barriers, supply and placement of 3,765 tons of rip-rap and limestone, construction of 400 feet of stream restoration structures, road restoration with culvert replacement, anoxic limestone drain construction, 3,500 feet of fencing installation, sediment control measures, and vegetation establishment. A mandatory pre-bid conference is scheduled for February 10, 2026, at 10:00 a.m. EST at the project site; written questions are due by February 17, 2026, at 4:30 p.m. CT; and sealed bids must be submitted by March 16, 2026, at 2:00 p.m. CT through the Tennessee EDISON Supplier Portal. The contract term is 24 months from the effective date with a potential state option to extend an additional 180 days under identical terms and conditions, with work completion required within approximately 300 days of receipt of order and performance milestones requiring 25 percent, 50 percent, and 75 percent acreage completion by days 75, 150, and 225 respectively.
The TDCI Contractors Board recommends an HC (Heavy Construction) license classification as the applicable credential for bidding. The project is evaluated on a lowest-cost responsive and responsible bidder basis with firm and fixed compensation covering all goods, services, deliverables, materials, equipment, overhead, and costs for the entire contract term; bidding is conducted primarily on unit price with lump sum bids required for mobilization, stream restoration, and road restoration components. No set-asides for disadvantaged enterprises, small businesses, or minority-owned firms are identified in the solicitation documents, and no incumbent contractor information is referenced. The expected maximum contract liability exceeds $1,500,000. The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining, which imposes Build America Domestic Procurement Preference requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. Contractors must comply with the Davis-Bacon Act prevailing wage requirements, Clean Air Act, Federal Water Pollution Control Act, federal procurement transparency requirements, and Iran Divestment Act compliance certification, and may not have outstanding violations with the Office of Surface Mining or appear on the Applicant Violator System. Qualified respondents must hold a valid Tennessee State Contractor License, register with the Tennessee Supplier Portal and Tennessee Department of Revenue, obtain a DUNS number, and provide evidence of required insurance coverage including workers' compensation, commercial general liability, automobile liability, and pollution liability, along with performance and payment bonds totaling 125 percent of the maximum project liability.
