In order to submit a proposal through the DoD SAFE website, Offerors must request the RECO’s designated representatives identified in this RLP LI-14305 to initiate a ‘Request a Drop-Off’. Offerors must initiate this request via email to Zach Schuhart at zachary.t.schuhart2.civ@us.navy.mil and Barbara Buckhalter at barbara.buckhalter@salasobrien.com. Offerors shall then receive an automated email from DoD
SAFE containing the instructions for uploading the file(s). Instructions on how to use DoD SAFE can be found here: https://safe.apps.mil/. Please note the drop-off link expiration in the instructions and be sure to request drop-off links in advance of need, but not too far in advance to avoid it being expired when ready to use. Submissions must be received by the due date and time listed above. Offerors are responsible for ensuring successful electronic delivery and should submit offers prior to the stated deadline to allow for any electronic delays.
E. Format of Offer: Offers must be divided into two separate parts, Part A, Cover Letter with Rental
Offer and Part B, Technical Data. On the subject line of all submittals, offers must be marked with the
RLP number, “RLP LI-14305”. If Offeror elects to make multiple offers, each submission must be submitted via DoD SAFE website separately. Offers, and any subsequent modifications of offers thereof, shall be submitted via DoD SAFE website addressed to the RECO on or before the due date for offers. E. Refer to Attachment F, GSA Form 3516 Solicitation Provisions, for additional instructions. If additional information is needed, the RECO (or the RECO’s designated representative) should be contacted at the email addresses listed on the cover of this RLP.
2.2 PREPARATION OF OFFERS
A. Offerors are expected to carefully examine the drawings, specifications, schedules, and all other information and instructions contained in this RLP. Failure to do so shall be at the Offeror's risk.
B. Failure to prepare, format, and submit all information required by this RLP, including all sections and
Attachments, shall be at the Offeror's risk.
C. All proposals, presentations, and accompanying information, including post-award submittals by the
Offeror, shall be made and submitted in accordance with the directions contained in this RLP. An
Offeror's inability to comply with the Submission Format may, at the Navy's option, result in disqualification and removal of an Offeror from consideration under this RLP.
2.3 ALTERNATIVE OFFERS
The Navy recognizes that the requirements established in this RLP may not conform to the Offeror’s practices. Offerors may submit offers that are alternative to the requirements of this RLP and attachments at their own discretion; however, alternative offers must be detailed to describe any and all deviations from the requirements of this RLP. Acceptance of an alternative offer is a unilateral decision made solely at the discretion of the Navy. Offers that do not comply with the minimum requirements specified in this
RLP and Attachments may be determined to be nonresponsive or unacceptable by the Navy.
2.4 WHO MAY SUBMIT AN OFFER
An Offeror may be an individual, partnership, corporation, or association.
The forming of a Joint Venture (JV), an association of two or more persons, corporations, partnerships, and/or associations, to carry out a single business enterprise for profit, for which purposes the parties combine their property, money, efforts, skill and knowledge, is considered an acceptable business entity under this RLP. However, if the Offeror is a JV, it must (1) be established prior to the submission of an initial offer(s), and (2) the initial offer(s) submitted must contain the Agreement for JV or similar documentation signed by all participating parties.
2.5 EXPLANATION TO PROSPECTIVE OFFERORS (PRE-PROPOSAL INQUIRY)
A prospective Offeror desiring an explanation or interpretation of the RLP, specifications, or other
INITIALS: ________________ & __________________
OFFEROR GOVERNMENT WO# 1858517
related information, must request such explanation via a Pre-Proposal Inquiry (Attachment J – Pre-
Proposal Inquiry (PPI) Form), following the instructions provided on the cover of this RLP,. Verbal explanations or instructions shall not be binding on the Navy. Any information given to a prospective
Offeror concerning the RLP shall be furnished promptly via Amendments to this RLP.
2.6 MULTIPLE OFFERS
Offeror(s) may submit multiple offers. If an Offeror elects to make multiple offers, each submission must be submitted separately via the DoD SAFE website (https://safe.apps.mil/). Separately price each offer, and distinctly mark each package and page so that if the pages become separated, the reader can clearly identify what offer the package or page applies to. Each offer shall meet the requirements of this RLP separately to enable evaluation without the need to request additional information.
2.7 AMENDMENTS TO THE RLP
This RLP shall not be changed or amended except by a formal written Amendment signed by the RECO.
Should this RLP be amended, all record holders of the RLP shall be provided a copy of the Amendment.
If this RLP is amended, all terms and conditions which are not modified shall remain unchanged and shall continue in full force and effect. Offerors shall acknowledge receipt of any and all Amendments with a written statement in their proposal that they have received, read and acknowledged all Amendments.
2.8 LIMITATION
In no event shall the Navy bear any costs associated with the preparation of Offeror’s responses to this
RLP or the Offeror’s post-award submissions and actions required by this RLP. This RLP shall not be interpreted as a contract, a promise to contract, or a commitment of any kind on the part of the United
States Government, and any costs to prepare a proposal are the sole responsibility of the Offeror.
2.9 EVALUATION FACTORS
A. A Lease shall be awarded to the Offeror(s) whose offer is of best value to the Navy. “Best value” is defined as: the most advantageous tradeoff between price and performance for the Navy. Best value is determined through a process that compares strengths, weaknesses, risk, price and performance, to select the most advantageous value to the Navy. Any proposal found to have a deficiency in meeting the stated RLP requirements or performance objectives shall be considered ineligible for award, unless the deficiency is corrected through discussion.
The tradeoff process is selected as appropriate for this acquisition. The Navy considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror.

OFFEROR GOVERNMENT WO# 1858517
1. Factor 1 – Price: Price is defined as the total cost across the total term of the Lease.
Total Lease cost includes base rent and all operating costs for items listed in sections 1.1 C. and 3.0 Utilities, Maintenance & Services for the five-year term, plus the cost for tenant improvements.
2. Factor 2 – Location: The location of the offered space must be within 16 kilometers
(10 miles) driving distance of the NSD Compound Entrance Gate (Attachment B).
Facilities outside this area are ineligible. Proximity to the NSD Compound Entrance
Gate will be evaluated, with offers closer to the NSD Compound Entrance Gate receiving a more favorable evaluation.
3. Factor 3 – Space Offered: The Navy is seeking to lease space that efficiently and effectively accommodates the facility requirements described in this RLP and as specifically detailed in Attachment A. Offers will be evaluated based on how well the conceptual layout and supporting narrative demonstrate an effective and efficient use of space, considering workflow, adjacencies, and overall functionality.
4. Factor 4 – Delivery Time of Complete & Useable Space: The Navy prefers a beneficial occupancy date for the facility described in Attachment A no later than 30
September 2026. The evaluation will consider the credibility and realism of the proposed delivery schedule, with offers demonstrating a higher degree of confidence in meeting the desired occupancy date being evaluated more favorably.
5. Factor 5 – Technical Approach to Utilities, Maintenance & Services: The Navy is seeking a full-service lease inclusive of utilities, maintenance, and services as described in this RLP, specifically in Section 3.0 “Utilities, Maintenance &
Services”, and Attachments. The evaluation will assess the suitability, effectiveness, and comprehensiveness of the proposed technical approach for providing these services.
6. Factor 6 – Compliance: The Navy requires space to be compliant with all applicable criteria per Section 1.3 and described further in this RLP, specifically in Section 5.0
“Safety and Environmental Management” and Section 6.0 “Lease Security
Standards” and Attachments, including but not limited to: building codes, fire safety, seismic safety, accessibility, and security standards. The evaluation will focus on the clarity, completeness, and credibility of the proposed approach to ensure full and ongoing compliance with all applicable standards.
When combined, Factors 2, 3, 4, 5 and 6, are equal to Factor 1, price. Factors 2, 3, 4, 5, and 6 are equal to each other.
