Statement of Work (SOW) INTRODUCTION

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page 1-1

1 INTRODUCTION

1.1 Background

The Deep Underground Neutrino Experiment (DUNE) at the Long Baseline Neutrino Facility (LBNF) was borne out of the 2014 U.S. Particle Physics Project Prioritization Panel (P5) recommendations. The recommendations called for formation of a truly international collaboration for constructing a US-based long-baseline neutrino oscillation experiment with a powerful neutrino beam (~MW scale), a massive liquid argon TPC (40 kt) sited several hundred kilometers downstream of the neutrino source and deep underground, and a smaller detector just downstream of the beamline. Together these elements will have the capability to unambiguously determine the neutrino mass ordering, search for CP violation in the lepton sector, search for proton decay, and observe neutrinos from core collapse supernovae.

The LBNF/DUNE-US Project is the DOE-funded construction project to create the facility and contribute

US scope to the international DUNE Collaboration. The major participants in the overall LBNF/DUNE enterprise are the international DUNE collaboration, the LBNF/DUNE-US construction project, the DOE, international funding agencies, Fermi National Accelerator Laboratory (Fermilab in Batavia, Illinois) as the host laboratory, and the Sanford Underground Research Facility (SURF, in Lead, South Dakota), where the far detector will be located. Fermi Forward Discovery Group, LLC (FFDG) is the Management and

Operating Contractor for Fermilab. Figure 1 illustrates the general underground work area at the SURF

(far) site.

Statement of Work (SOW) INTRODUCTION

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page 1-2

The Far Detectors and Cryogenics (FDC) subproject consists of two large cryostats that will be constructed underground at the 4850L. There are 2,215 steel components per cryostat, for a total of over 5,800 metric tons. There are an estimated 850 truckloads of steel and associated connecting materials and an additional 10-15 truckloads of specialized cryogenic equipment anticipated during the period of performance. These truckloads translate to approximately 625 cage loads of steel, 500 skip cage loads of steel (long straight beams), and 140 underslung loads.

In addition to the cryostat steel components, the FDC subproject will receive an additional 250 estimated truckloads of Cold cryostat materials to be delivered to site throughout the duration of this

Subcontract which translates to approximately 600 cage loads of cold cryostat materials. These materials are composed of foam insulation panels, stainless-steel skin materials, and associated consumable items for completion of the cold cryostat construction.

The Building and Site Infrastructure (BSI) subproject precedes the FDC subproject underground in Lead, SD, and consists of typical construction in an atypical location roughly 1 mile underground with shaft access. The types of material to be managed are dominated by piping, conduits, cable trays, electrical cabling, etc. – all typical construction materials. The majority of all BSI materials will be delivered and managed outside of this Subcontract, however, there are expected to be a small amount of BSI materials that will require receipt and movement under this Subcontract. These items include transformers, electrical switch gear, air handlers, chillers, cooling tower components, and miscellaneous piping and electrical equipment. is the BSI materials are estimated to be an average of 2-3 truckloads per week starting in June 2026 through the completion of this Subcontract. There are several unique loads that will require more detailed planning such as the air handlers, transformers, switchgear, and chillers which may require special handling. Some additional conventional building materials and consumables are included in this estimated volume of BSI materials.

1.2 Purpose of SOW

This SOW, defined as the “FDC Bull Gang,” outlines the performance requirements and tasks to supply logistical and material transport services for managing the flow of materials in support of the LBNF/DUNE-

US Far Detector and Cryogenic (FDC) subproject.

The Bull Gang services required for both BSI and FDC will be performed under this Subcontract during the period the BSI subproject is active. Only the FDC Bull Gang services will be required after the BSI subproject is completed.

The FDC Bull Gang shall coordinate through the FFDG FDC Bull Gang Technical Representative (TR), as named in the Subcontract, with all BSI Bull Gang requirements and tasks during the active phase of BSI to avoid project schedule impacts. Once the BSI subproject is complete, the need for such interfacing will no longer be required.

Statement of Work (SOW) Applicable Documents

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page 2-3

The Subcontractor shall coordinate with the FFDG TR for this subcontract. The FFDG TR will manage the required interface with the FDC Installation and Logistics teams on deliveries to the SURF site, unloading materials, short-term storage, and transport of materials to the Ross Headframe. At the headframe, materials are transferred to the South Dakota Science and Technology Authority (SDSTA), under an existing FFDG Logistics Subcontract with SDSTA, for shaft movement. SDSTA transports deliveries through the shaft and unloads them underground, at the 4850L under the existing FFDG Logistics Subcontract. The

FDC Bull Gang Subcontractor then receives the material again and transports the material to the appropriate location underground as determined by FFDG. Additional maintenance and service requirements are outlined in Section 3.2.

1.3 Assumptions

Bull Gang support is required by the Subcontractor for 24 hours per day, 7 days per week, covering a day and night shifts on both the surface and underground.

SDSTA has the responsibility of loading materials into the shaft conveyances at the surface, transporting material through the shaft and unloading the materials at the shaft station at the 4850 level under the separate FFDG Logistics Subcontract. This SOW covers the required activities before and after the shaft operations and logistics responsibilities of SDSTA under the FFDG Logistics Subcontract.

1.4 Timeline

This SOW covers a performance period for FDC subproject support as stated in the Subcontract, not including any mobilization required before the full FDC Bull Gang work requirements, as stated in 1.2, above.

An official Kick-off Meeting (KOM) will be scheduled at a mutually agreed upon date, time, and location as soon as practical after award of the Subcontract. The primary purpose for this meeting is to confirm that the project participants understand the terms and conditions of the Subcontract, the requirements of this Statement of Work, the specifications and drawings, the ES&H and QA requirements, and the work activities involved with each task of this Statement of Work.

Q1. Please clarify the following related to “Combi lift (side load multidirectional forklift, 20,000 lbs. capacity) Government Furnished Property from FFDG for steel movement”:

a) Disassembly and reassembly tasks to get the forklift down the shaft into 4850l

b) What will be the maintenance service expectations related to the above lift.

i. For B requirements, please provide full specification on the Combi lift including weights and any supporting documents related to the maintenance of the machine to allow for pricing of this requirement.

c) Please provide current load chart and model configuration including all equipment customization to allow for proper operator training and for appropriate selection of rigging components/combinations based on the specs provided (i.e., capacity at 48" from mast through all elevation positions achievable by the lift.)

A1.

a) Disassembly and reassembly of the Combi lift is not required by the SOW. The handling of the individual items/pieces of the forklift is required by the SOW for movement of the pieces to the Underground space for reassembly.

b) Specification and details are provided in the attachments to the Amendment

8. A preventative maintenance schedule is attached.

c) A load chart provided from Combi lift is attached along with available information/details.

Q2. SOW Section 4.2 is titled “Task 2: Preparation of Quality Assurance/Quality

Control,” however, the section doesn’t list a quality document deliverable. In addition, Section 5.1, Subcontractor’s Deliverables, does not list a quality document. Is it correct to assume that bidders do not have to submit a site-specific quality document during the course of this contract?

A2. As discussed in the on-site Pre-proposal meeting and indicated in RFP Sections L4.

and M2., offerors are required to submit a corporate Quality Assurance Program/Plan as part of the technical proposal. An amendment to the SOW dated September 23, 2025, which is attached to RFP Amendment 8, indicates, in SOW Section 4.2, that work shall be performed and controlled in accordance with the Corporate Quality Assurance Plan which is provided with the proposal.
