Q1. Section M2.2.1, item #1 refers to “Enclosures in the RFP Cover Letter.” However, a cover letter was not provided in the RFP. Please clarify what the word “Enclosures” is referring to.
A1. Refer to RFP Amendment 4.
Q2. Section M2.2.1, item #2, requests evidence of annual revenues. Please provide instructions on where in the proposal bidders should submit this information.
A2. Refer to RFP Amendment 4.
Q3. Please provide a more detailed graphic showing the areas where road maintenance, snow removal, laydown space (for office space, equipment, tools storage, etc.) are required or may be located.
A3. Graphics/maps and area descriptions are included in the version of the SOW dated September 11, 2025, which is attached to RFP Amendment 4.
Q4. Will office space be provided or should the contractor provide a trailer or Conex box to be utilized for space?
A4. There is currently no available office space for the Subcontractor. Subcontractors should include in their proposals a surface office space. Space may be made available upon the completion of the BSI subcontract on June 1, 2026.
Q5. Section F.1 states that the period of performance is from “the date of award (on or about November 1, 2025) through April 30, 2027.” However, Sections L.1, item E (page 21 of 33) and L.4, Price Proposal Instructions (page 24 of 33) state that the period of performance goes through February 27, 2027. Please clarify the end date of the project.
A5. Refer to RFP Amendment 4.
Q6. Please confirm that a full-time Site Health and Safety representative is not required for the project.
A6. A full-time on-site Health and Safety representative is not required.
Q7. Please confirm that a full-time QA/QC site representative is not required for the project.
A7. A full-time on-site QA/QC site representative is not required.
Q8. RFP LBNF, 372427 – KE, Attachment J2 SOW, Revision dated 3 September 2025.
Please confirm the work will entail two 12-hour shifts per day, 7 days per week.
A8. Yes--working shifts should be proposed as two 12-hour shifts working 7 days per week to provide 24 x 7 coverage.
Q9. Appendix 7 – 10.3.2.2 Critical and Complex Lifts. Please provide all basic and critical lift plan templates per above section.
A9. The following documents relative to SOW Appendix 7 are attached.
• Lift plan permit
• FD Work Activity Plan Template
• FD JHA Template
Q10. Appendix 2 – 1.1.2 Facility Support & Services (131.FDC.05.01)
a. Please clarify what positions the Offeror and its subcontractors will be required to fill/manage and price for this proposal effort.
b. Will the Bull Gang crew of 5 each shift be filling both the transport and the rigging crew trees shown in the graphic below?
A10.
a. This graphic and detail does not specifically pertain to the proposal. It is an example of labor for project installation and is intentionally general in detail.
Offerors should utilize the proposed labor levels of one lead/Forman per shift and 5 personnel per shift in the SOW for bidding purposes.
b. No--the 5 person Bull Gang crew and Foreman are not expected to fulfill roles of the rigging categories of the above listed job classifications/categories.
Q11. 4.4.4 Escorts, Flaggers, Spotters, Maintenance of Traffic (MOT). Please clarify if additional personnel beyond the 1 Forman and 5 Bull Gang will be necessary to achieve this with the current understanding of the site logistics needs for deliveries.
A11. Based on the expected truck volumes, it is anticipated that the 1 Forman and 5 staff can reasonably achieve this task.
Q12. Please provide torque requirements and bolt/nut sizes for the long beam rigging wheel assembly hardware that the Bull Gang crew will be installing to allow for the vertical repositioning “tripping” procedures outlined in this RFP.
A12. Bolt attachments must be torqued to 519ft-lbs (lubricated). Hex head bolts/nuts size is 1.5 inch (1.5” x 5.5”). Bolts, nuts, washers and bushings will be provided by
FFDG
Q13. Will additional tuggers or carts be required to be included in this pricing to allow for the desired flow of materials outlined in Appendix 5 of the included documents or should pricing include additional allowance or rental fees associated with obtaining these items?
Q14. No--based on volume and transport distance, the GFP provided carts and tuggers are expected to be sufficient for the movement of materials in alignment of the delivery schedule in conjunction with the other underground material handling equipment described. No additional carts are expected to be required.

Lift Plan Permit
This form has three sections used to document the lift plan required for all critical, planned engineered and pre-engineered production lifts. Deviations from the approved plan must be reviewed by the original approvers. A copy of the plan must be uploaded in to Teamcenter.
If the lift is covered by an existing procedure, attach it to the form and fill out only the first page.
Approved plans may be reused for similar lifts of like material with the same lifting equipment. The date of the lift and workers may be different. Plans must be signed only once: by preparers and approvers when being written and approved, and by workers after reading the plan. Plans must be revised and reapproved if conditions change.

Define Rigging Gear Requirements
1. List each piece of rigging gear shown on the rigging sketch or photo in the table below (such as: load hook, shackles, slings, eye bolts). If a component weighs more than 10 pounds, include the weight in the weight column.
1. Label the sketch or photo using the corresponding number for the gear.
1. Draw sling angles and the resulting load reduction factors for slings and eyebolts.
1. Calculate the force on each piece of rigging gear. Show that angles are accounted for in determining forces.
1. Determine the required rigging gear capacity and size. Indicate if this is an exact specification or a minimum.

Section 2: Rigging Plan and Sketch
Plan the Rigging (define specific controls)
On a sketch or photo (see sketch grid on next page), show how the item will be rigged and the type of gear to be used:
1. Show location of shackles, hoist rings, spreader beams, slings, etc.
2. Show attachment points (how rigging gear will be attached to load)
3. Show where padding of sharp edges is necessary
4. Provide the weight of heavy equipment such as a lifter or spreader beam
5. Show proper orientation of eyebolts
6. Indicate the center of gravity (horizontal and vertical)
Rigging Sketch or Photo of Rigged Item (Include all information required to determine that the load is properly rigged, and that appropriate rigging gear is selected. Include, as applicable, sling angles, eye bolt orientation, padding points, center of gravity, type of sling hitch, and any other pertinent information.) May attach drawings.
Section 2: Rigging Plan and Sketch, continued

Include, as applicable, sling angles, eye bolt orientation, padding points, center of gravity, type of sling hitch, and any other pertinent information.)
